We are looking for experienced 9-1-1 Dispatchers who can step in and quickly make a difference for our community. If you have experience in an emergency communications center handling 9-1-1 and police, fire, and/or EMS dispatch, we would love to talk to you.
Pay is commensurate with experience:
1+ Years = $31.02 an hour
2+ Years = $32.43 an hour
3+ Years = $33.88 an hour
4+ Years = $36.42 an hour
Delaware offers a great atmosphere and benefits. In addition to advanced step placement for pay, prior public service credit allows for a higher vacation earning placement. A shift differential of $1.00 per hour is paid for second and third shift hours.
While we would prefer candidates with certifications in CPR/AED, APCO PST1, and emergency medical dispatch, we are willing to train the right candidate with the minimum experience.

DELCOMM is the primary public safety answering point for Delaware County, answering all landline, voice-over-internet, and wireless 9-1-1 calls placed in the County. We dispatch for thirteen fire departments, Delaware County EMS, Delaware County EMA, Powell Police Department, and Delaware City Police Department.
The individual responds to requests for service via telephone and radio, employing telephone interviewing techniques and radio transmissions, rapidly and accurately processing information, prioritizing, making referrals, and initiating the proper response promptly, maintaining caller, responder, and public safety awareness. Individual reports directly to a Tour Commander.
Additional Information:
The nature of our work requires that our team members work irregular hours, including nights, weekends, and holidays. Shifts are determined biannually based on seniority.
Shifts
First Shift - 6:00am to 2:00pm
Second Shift - 2:00pm to 10:00pm
Third Shift - 10:00pm to 6:00am
Training Process
All team members complete a thorough training process to equip them with the skills and knowledge to perform the role effectively. The process consists of the following five phases.
Phase 1 - Classroom Training
Phase 2 - Call-taking
Phase 3 - Fire Dispatching
Phase 4 - Law Enforcement Dispatching
Phase 5 - Independent/Evaluation Only

Individual must have a high school diploma or GED, familiarity with computers and basic computer applications, and keyboarding experience. As a condition of continued employment, within one year of the hire date, the individual must successfully complete and maintain certification in CPR/AED, all the current APCO required disciplines, NIMS certifications, and any other required standards. Essential Functions
* Provides emergency first responder communications link between the public and public safety entities;

* Supports the Database Technician in the maintenance of the electronic and manual databases;
* Drives to the Emergency Operations Center, back-up Communications Center, the Communications Center, or alternate location during an emergency recall as defined by Center policy;

Enforce property Code of Conduct with all patrons, customers, tenants, and employees consistently using the utmost professional courtesy. Properly enforce and follow all policies and procedures as designated in the Public Safety Officer Training Manual.

Job Overview
Under direct supervision from the Emergency Communication Center Manager, a higher-level Emergency Communications Dispatcher, supervisor, or training officer, operate communication equipment dispatching personnel and equipment.
Essential Functions
* Operate radio, telephone and computer equipment at base station. Coordinate communication operations for Law Enforcement, Facilities Management, Fire Inspectors, Fire Alarm Technicians, Parking Services, and Student Health.
* Receive and record telephone calls; receive and transmit communication dispatching personnel and equipment to all UC campuses.

Public Safety Dispatchers must determine the nature and location of calls requesting public safety, fire, medical, or other emergency and non-emergency services, then use computer aided dispatch software (CAD) to dispatch, track and monitor appropriate response for service. Summary
Under general supervision, perform duties related to the operation of the protective services dispatch center involving incoming communication for emergency and non-emergency assistance; simultaneously operating a multi-channeled radio system, while maintaining computer-aided dispatch systems and other computer systems. Answers multi-line telephone equipment monitor several alarm systems, responsible for dispatch of medical staff on all codes, and provides excellent customer service to anyone in need of services; and performs other duties as required. The Telephone/Dispatch Operator is responsible for the operation of the telephone switchboard to relay incoming, outgoing, and transfer calls, overhead paging, and other duties as assigned according to the established Hospital and Department policies.
Essential Functions
Responsible for receiving coordinating and disseminating critical information from various sources including emergency and non-emergency calls for service.
Maintains radio contact with mobile/field units to monitor response progress and any needed support. Maintains communication with assigned units.
Determine nature and location of emergency prioritize, dispatch emergency personal and/or implement emergency procedures as needed and in accordance with established procedure
Operates a variety of communications equipment and monitors security systems including CCTV, Access Control, fire alarm, building automation and control and burglar and panic alarms; responds appropriately and in accordance with established procedure.
Acknowledges alarm received and dispatches appropriate personnel for issue at hand.

The Public Safety Telecommunicator performs communication and dispatch functions, 2-way radio, phone, clerical, and desk duties in support of Campus Police Department line functions; receives requests for assistance from citizens and department members, prioritizes and determines needed responses, handles as required, or refers to the appropriate person.
RESPONSIBILITIES
Receive incoming 911 emergency and non-emergency telephone, electronic, two-way radio communication and in-person visitors; determine need and either handle independently or forward to radio, car or other appropriate department or staff member.
Monitor and transmit radio traffic from/between college police department personnel, other college departments and external public safety officers/departments.
Monitor, dispatch, or call for service a variety of alarms, including fire, intrusion, panic, CO2, etc.
Monitor, review, and download video from a 300-camera video surveillance system.
Issue parking permits, keys, and related items, and maintain records of distribution activities.
Utilize multiple emergency mass messaging systems.
Document, maintain records, and dispatch using Computer Aided Dispatch (CAD), Records Management (RMS,) and Mobile Data Terminals (MDT).
Receive and document lost property, bond, etc. and issue receipts or notify owners.
Operate, monitor, and assign electronic access control, utilize voice recorder software, and access Law Enforcement Automated Data System (LEADS)
Perform related duties as assigned.
QUALIFICATIONS
Education/Training and Experience Required/Preferred
High school diploma
Experience as a dispatcher or clerk in a law enforcement department is preferred.
LEADS certification is preferred. Must be able to obtain certification within 30 days.
Association of Public-Safety Communications Officials (APCO) Public Safety Telecommunicator (PST) Certification preferred.
An equivalent combination of education and experience that provides knowledge, skills, and abilities is acceptable.
Knowledge, Skills, and Abilities
Knowledge of computers, the internet, and modern systems such as Microsoft Office, Adobe, Outlook, TEAMS, etc.
Skills in following oral and written instructions; compiling a variety of documents; performing arithmetical calculations; keyboarding at 30 WPM.
Ability to learn and apply College policies and departmental procedures; operate standard office and police communication equipment; perform routine and detailed tasks in an accurate and efficient manner; work under pressure; maintain effective interpersonal working relationships.

CONDITIONS OF EMPLOYMENT
This is a part-time non-continuing staff position, pay grade 6A on the staff salary schedule.
Applicants must authorize a detailed background investigation and prove to be suitable for a law enforcement position.
Association of Public-Safety Communicator Officials (APCO) Public Safety Telecommunicator (PST) Certification must be obtained within one year of onboarding.
This position will be primarily 2nd shift (3 pm-11 pm) and occasional dayshift hours between 7 am and 3 pm. There will not be any requirements to work weekends, holidays, or third shift hours unless an emergency or special circumstance arises.
Combination of scheduled and call-in hours, up to 300-400 hours per year.
This position has variable working hours during the week, primarily 4 to 8-hour shifts.
