**Role Description:**
The Flight Operations Planner Lead serves in a critical management role within the Worldwide Aviation Support Services, WASS program, providing leadership and oversight of global mission planning and execution in support of the U.S. Department of State, DoS and the Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation INL-A. Operating from the programs Global Mission Center GMC, the Flight Operations Planner Lead manages and mentors a team of aviation support personnel who coordinate, monitor, and report on all program worldwide operations. **Key R** **esponsibility:**
+ Manage emergent mission operational issues and provide real-time situational awareness, flight following, and updates to leadership, stakeholders, and crews, coordinate adjustments to mission profiles as required.
+ Ensure flight crew briefing documentation, pre-flight briefings, and mission planning are accurate, complete, and delivered in alignment with mission objectives, customer requests, and operational requirements.
+ Act as the primary management liaison and coordinate directly with WASS functional managers, INL-A officials, approved contractors, and vendors to maintain seamless communication, accountability, and execution.
+ Manage all planning activities and the timely delivery of mission-critical products to ensure operational readiness, enhanced efficiency, and support of worldwide aviation missions.
+ Serve as the primary point of contact between site managers, flight crews, maintenance, Air Operations Officers, ATC, and other agencies to ensure seamless coordination.
+ Oversee records management and reporting, ensuring compliance with audits, regulatory requirements, organizational policies, and quality assurance standards.
+ Direct the use of FLY-EA-SkyLine Software and GINL MIS for creating, modifying, and updating flight schedules, passenger profiles, and daily operational reports.
+ Lead emergency response procedures, including SARSAT activations and other mission-contingency actions, ensuring rapid and effective execution.
+ Manage the creation, modification, review, approval, and execution of flight plans and travel requests in the Aircraft and Personnel Automated Clearance System APACS, ensure compliance with Foreign Clearance Guide FCG and country-specific diplomatic clearance requirements.
+ Ensure compliance with international, federal, and site-specific aviation regulations, contract requirements, and mission protocols, provide SME guidance on relocation, ferry flights, logistics, and trade compliance.
+ Develop and manage yearly personnel shift schedules to guarantee 24-7-365 operational continuity, coordinating tasking and communication with Flight Operations Planners.
+ Manage operational references, Work Instructions, Standard Operating Procedures and GMC checklists.
+ Administer the Flight Operations Planner training and qualification program to ensure personnel readiness, while coordinating support services and crew requests to enhance mission performance.
+ Assist in the performance of the Flight Operations Support Manager duties when required.
+ Work multiple shifts, night, weekends, holidays, and extended hours during surge or contingency operations.
+ Deploy and operate in austere, remote, and or high-risk environments as mission requirement dictate. Perform secondary aircrew duties if or when qualified.

Qualifications:
**Basic Qualifications:**
+ Bachelors Degree or equivalent combination of education and related experience.
+ 15 years of experience in military and or civilian aviation operations management.
