ActioNet is seeking a mission-focused, technically astute Deputy Program Manager (DPM) to support our United States Marine Corps (USMC) Portfolio, overseeing daily operations and driving strategic growth across a geographically distributed contract. This critical leadership role bridges operational oversight, technical execution, and long-range planning, and serves as the primary interface to USMC stakeholders. The DPM will ensure seamless service delivery, maintain high customer satisfaction, and help steer the future direction of ActioNet's USMC efforts through a combination of tactical execution and strategic insight.

Key Responsibilities
Operational Leadership & Program Execution
Drive daily execution across all task order locations, ensuring adherence to scope, schedule, and quality benchmarks.
Oversee risk, issue, and schedule management processes to proactively identify and mitigate programmatic obstacles.
Lead integrated cross-functional teams, delivering high-impact solutions on time and within budget.
Manage contract transitions, ramp-up activities, and task order launches, ensuring continuity and excellence.
Customer & Stakeholder Engagement
Serve as the primary liaison to USMC Contracting Officer Representatives (CORs), Government Program Managers, and other key stakeholders.
Lead recurring program reviews, executive briefings, and technical interchange meetings.
Build and sustain trusted customer relationships that position ActioNet as a mission-first, solutions-driven partner.
Financial & Contract Oversight
Own program financial performance, including spend plan development, burn rate analysis, and proactive resource reallocation.
Maintain portfolio fiscal health with zero tolerance for budget overruns.
Ensure compliance with contract terms, reporting requirements, and audit readiness.
Team Leadership & Workforce Alignment
Align staffing strategies with evolving mission demands, optimizing utilization across multiple sites and disciplines.
Coach and mentor project managers, ensuring consistent delivery and execution of ActioNet's PMO standards.
Coordinate surge operations, contingency support, and workforce planning in collaboration with HR and BD.
Strategic Alignment & Growth Enablement
Translate operational performance into future opportunity by capturing lessons learned and identifying expansion areas.
Partner with BD and Capture teams to shape and contribute to winning proposals and recompetes.
Lead strategic planning activities to align program execution with ActioNet's corporate growth objectives.
Required Qualifications
10+ years of progressive leadership in program/project management with DoD or Federal IDIQ contracts.
Proven track record managing portfolios >$50M with distributed teams across multiple sites.
Experience with contract startup, customer deliverables (CDRLs), and operational performance metrics.
Background in IT infrastructure, cyber/IA, network engineering, or systems integration.
PMP or PgMP certified; Bachelor's degree in IT, Engineering, Business, or related field.
Active Secret clearance required; TS eligibility strongly preferred.
Preferred Qualifications
Direct experience with USMC customers within the past 5 years.
Familiarity with Agile project delivery and systems engineering lifecycle.
Knowledge of cloud services, enterprise networking, and DoD cybersecurity frameworks.
Strong interpersonal, coaching, and executive communication skills.
