The Treasurer is responsible for the safekeeping and investment of public funds. The Treasurer serves as ex officio tax collector, responsible for the collection of property taxes levied by the taxing districts, including cities and schools. The Treasurer also serves as ex officio public administrator, responsible for administering the estates of decedents without a person to administer the estate. POSITION GENERAL SUMMARY: Performs duties related to daily property tax transactions, including customer service and payment processing; performs duties related to the deposit of funds from County offices and departments; performs related functions as required. DISTINGUISHING FEATURES OF THE CLASS: A Tax Data Clerk performs routine tasks in the receipt, deposit and accounting of property taxes and County funds under general supervision of the Tax Collection Supervisor. Essential Functions * Receives and processes payments by check, cash and electronic methods; * Accurately maintains and balances cash drawer within assignment limits; * Properly records property tax payments; * Prepares documentation for refunds or tax adjustments; * Prepares daily deposits; * Greets and assists taxpayers with property tax payments and inquiries; * Accepts and processes deposits from County departments and Offices; * Assists the Tax Collection Supervisor in the tax deed and warrant of distraint processes; * Assists in maintaining county records and documents; * Assists in opening mail, scanning, and other data entry tasks; * Assists in verifying taxes are current and the signage of mylar forms for new subdivision recordings. Job Requirements * High school diploma or equivalent, some college education preferred; * Thorough knowledge of Microsoft Office programs; * Skill in problem-solving techniques; * Skill in operating a personal computer in a Windows, networked environment; * Skill in operating a 10-key calculator; * Skill in organizing and accurately accomplishing assigned work; * Ability to conduct thorough and detailed research; * Ability to interpret and apply guidelines, rules, regulations, and laws as they apply to financial, tax collection, accounting, and bankruptcy matters; * Ability to follow verbal and written directions; * Ability to communicate verbally and in writing; * Ability to listen to the questions being asked and determine the information necessary to satisfy the questioner's real and/or stated need; * Ability to handle, count, and balance large amounts of money; * Ability to use the telephone with appropriate etiquette when dealing with taxpayers and others; * Ability to maintain confidentiality; * Ability to maintain harmonious working relationships with other employees; * Ability to multi-task in a fast-paced environment; * Must be able to work independently. OTHER REQUIREMENTS: * The Tax Data Clerk is required to learn the property tax collection process to assist taxpayers as needed. This includes duties such as answering the telephone and opening, sorting the mail and providing backup coverage. These duties are essential functions of this position year-round; * This position is subject to blackout dates during peak tax collection periods. * Must pass the pre-employment drug screening; * The incumbent may be subject to a criminal records check. Work Environment & Physical Demands * Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions; * May be required to lift up to 20 lbs.; * Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks. (This is typically obtained by completing a high school or college English course OR at least six months of experience applying these concepts, OR successfully completed a nine-month to one year office administration course beyond high school.) * Experience using alphabetical, numerical, or subject filing systems to include determining file names, setting up new files, classifying, labeling, filing, and retrieving. (This is typically obtained by completing an office occupations course which included hands-on experience in each of the areas listed, OR approximately six months of full-time work experience using and maintaining filing systems.) * Experience reviewing documents for compliance with established procedures. (This is typically obtained by work where you were responsible for ensuring forms were properly completed OR successful completion of a nine-month to one year office administration course beyond high school.) * Experience using a computer to enter and retrieve information. (Typically gained by six months of experience.) * Experience answering a business telephone using knowledge of business telephone procedures and etiquette.
