Summary: This project provides personnel security, security administration, and adjudication support to the Security and Emergency Preparedness Unit. Tasks include personnel identity verifications background investigations, suitability validations and adjudication recommendations.
Essential Duties & Responsibilities:

Monitor, track, review, analyze, adjudicate, and compile results of completed BI’s of FDIC applicants, employees and contract staff conducted by OPM, FBI, and other Federal investigative agencies and provide a recommendation for approval, disapproval, or referral for further investigation. Evaluate favorable and derogatory information, issue Letters of Interrogatory to resolve outstanding issues, prepare a written report of findings and recommend the appropriate suitability/security determination.
Perform electronic BI checks, using FDIC databases (e.g., Lexis/Nexis, TransUnion, Equifax, Experian and Dun & Bradstreet Business Information Reports), on companies and individuals to determine whether they meet OPM Suitability Standards and FDIC Fitness and Integrity Standards.

Assists with updating FDIC personnel security procedures as requested.

Assists SEPS with any personnel security matters identified in this SOW as needed.

Requirement:

Five (5) years of adjudicative experience

Knowledge of OPM Risk Level Designation process

Minimum of Five (5) years’ experience in the field of personnel security

Knowledge of OPM Suitability/Security standards as outlined in 5CFR 731, 732, 736 and 752

Knowledge and understanding of security regulations and policies affecting employment of individuals in federal government (e.g., EO 12968; 10450; and OMB Circular A-130, Appendix III)

Keeps informed of OPM security regulations and developments to ensure compliance in policy affecting federal government employees
Your compliance with the vaccination requirements of the Safer Federal Workforce Task Force COVID-19 Workplace Safety, Executive Order 14042, as applicable for your direct or indirect work on or in support of a covered federal contract.

Purpose: Conducting an examination of a person's character or conduct over time, resulting in a favorable or unfavorable determination of their employment suitability, eligibility for access to classified information and materials.

Responsibilities:

+ Screen, review, and evaluate completed "issue" and "non-issue" OPM conducted Background Investigation

+ Identify and analyze derogatory and mitigating information for suitability (5CFR 731 E.O. 10450) and for national security (E.O. 12968)

+ Request support documentation from applicant related to financial, criminal, or other matters, as required

+ Prepare detailed adjudicative analytical summaries recommending further courses of action for processing with supporting rationale

+ Manage and prepare for government signature requests for additional information and Suitability Letters and Letters of Advisement (LOA's)

+ Manage caseload with appropriate follow-up based on government timelines

+ Review appeals and reconsideration requests and prepare a summary of recommended findings

Requirement:

+ Applicants selected for this position may be required to be vaccinated for COVID-19 absent a need for for an accommodation.

+ Ability to work independently and with minimal supervision

+ Bachelor's Degree or an equivalent combination of education and related experience in personnel security.

+ Five (5) years of experience adjudicating suitability and security background investigations.

+ Successful completion of an accredited Basic and Advanced Suitability Adjudication Course. The DOD course is sufficient for the online Basic Adjudicator training; however, the Advance Suitability Adjudication Course is the responsibility of the contractor. PSC will only provide the contractor training on PSC adjudication processes.

+ Proficient in Microsoft applications and knowledge of processing e-QIP.

THE CHALLENGE:

In this role, you will be embedded with the customer providing Subject Matter Expertise, providing lead support to; SAP eligibility determinations, monitor and track personnel security actions, Update program access lists or rosters in appropriate database(s) following indoctrination, and review and remain current on the personnel security standards appropriate to the classification level of the programs. The successful candidate will lead a small contingent of specialized professionals on their day to day tasks as well as interacting with, Senior Executive Service (SES) personnel, senior military officials, and high-graded civilians and have exceptional written and oral communication skills.

Primary Responsibilities

• Perform SAP Access eligibility determination reviews, in accordance with DoD Manual 5205.07 Volume 2.

• Responsible for training new staff on customer specific requirement and eligibility determinations and reviewing work to ensure compliance with all applicable policies and procedures.

• Review, and update as required: Local Level I and Level II SAPNP processing policies and procedures.

• Perform Level I and Level II SAP access eligibility determinations.

• Provide advice and problem solving to the Program Security Officer (PSO) relating to the access eligibility review process and guidelines regarding Level II and III issues, including the procedures to be followed in the appeal processes.

• Communicate with security professionals from across the Government and Industry on security related solutions of significant importance.

• Conducts himself/herself in a professional manner and a high sense of integrity, working in a stressful and fast-paced environment.

• Perform other duties as assigned in support of the customer's mission.

WHAT SETS YOU APART

• Must have a Top-Secret Clearance with SCI Eligibility (Adjudicated within the last 3 years).

• Minimum of five (5) years' experience in personnel security and a High School diploma or equivalent; or an Associate degree in Security, Administration, Business Administration or related field with three (3) years of related experience.

YOU MIGHT ALSO HAVE:

• Bachelor's Degree in Security, Administration, Business Administration, or related field.

• Subject Matter Expert in the field.

• Be a graduate of a DoD Intelligence Analyst course or another U.S. Intelligence Agency's analytical training program.

• Successfully completed a SAP adjudication development and certification course from a U.S Government agency or have two years of experience performing a similar function.

• Experience-producing, handling, storing, transmitting, and transporting classified materials, up to and including Top Secret, SAP, and Sensitive Compartmented Information (SCI).

• Extensive knowledge and experience supporting Special Access Programs (SAP).

• Ability to work independently and be a self-starter, as well as a solid group contributor working in a fast-paced environment

• Expert knowledge of Microsoft Office suite tools.

Pay Range:Pay Range $60,450.00 - $93,000.00 - $125,550.00
