This position is responsible for the management of traffic engineering, including permanent and temporary traffic control devices, crash report review, analysis and improvement recommendations, incident management, intelligent transportation systems, researching and implementation of new technology to enhance roadway safety, and develops specifications, standards and procedures for these items.

Examples of Duties
Main Job Duties:
Manages traffic engineering, ITS systems, and leads new roadway safety technology projects.
Develop and provide direct supervision to internal and external Traffic Safety and Technology staff.
Assist the Chief Engineer in the process of identifying projects and the process of selecting firms for these projects.
Assist the Chief Engineer in the planning of future traffic and safety technology projects and in the development of the budget for these projects.
Oversees traffic flow and volume reporting and permitted lane closure charts.
Reviews crash reports, performs analysis and makes recommendations upon review of crash reports, and develops and implements a road safety plan.
Oversees the Intelligent Transportation System (ITS), connected vehicle, traffic management system and recommends improvements and guides implementation process.
Development of traffic control Standard Operating Procedures (SOPs), Special Provisions and Standard Drawings. This includes signs, pavement marking, speed limits, regulation compliance, etc. for both permanent and temporary traffic control.
Coordinates and reviews the Maintenance of Traffic (MOT) and Traffic Control used in construction work zones.
Assists in reviewing, coordinating and resolving MOT and traffic issues with consulting engineers, contractors, Ohio Turnpike Maintenance, and Highway Patrol.
Oversees the Traffic Incident Management (TIM) process and recommends improvements and guides implementation process.
Coordinating work orders with the Maintenance Engineer for the repair, replacement, and installation of all traffic control devices.
Responds to questions and inquiries from the public, contractors, consultants, and agency staff in area of expertise.
Participate in Statewide committees regarding Traffic Safety, MOT, ITS and CAVs.
Provides technical assistance in preparation of public education materials, outreach documents, and public meeting presentations.
Performs any other duties as may be assigned by the Chief Engineer.

Minimum Qualifications:
Bachelor of Civil Engineering degree with licensure as a Professional Engineer in the State of Ohio is preferred.

Seven (7) years' experience in the application of the Manual of Uniform Traffic Control Devices (MUTCD) and Ohio Department of Transportation Traffic Engineering Manual (TEM).
Must have a working knowledge of AASHTO Roadside Design Guide and Policy on Geometric Design of Highways and Streets.
Affiliations with the Institute of Transportation Engineers, Intelligent Transportation Society America, National Highway Traffic Safety Administration, etc. are preferred.
Must have knowledge in or obtain knowledge in the Hazardous Materials Regulations and Federal Motor Carrier Safety Rules.
Experience with Geographic Information Systems (GIS) preferred.

Grant Administrator

The Department of Public Safety, Public Safety Administration, is looking for a suitable candidate to assist the Director in coordinating grant activities for assigned grants and evaluating grant opportunities and proposals. This position will coordinate day-to-day grant activities for all assigned Public Safety grants, including writing, reviewing, and submission of new or extended grant applications. This also includes collection of supporting documentation and data required to complete all reporting and submission requirements for each assigned grant.

Explores and maintains records of possible grant sources. Prepares grant applications and proposals, ascertaining departmental needs, determining staffing levels and budgets, and gathering other information necessary to the development of successful grant proposals. Reviews all grant applications for conformity to City of Cleveland grant policies and procedures. Develops, submits, and tracks relevant grant-related legislation. Monitors and evaluates grant-funded programs during the life of the grant to ensure compliance to grant conditions, funding source requirements, and goal achievements. Collects and maintains federally and state mandated data unique to each grant and prepares required reports. Recommends, develops, and initiates revisions whenever appropriate. Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Business, Accounting, or related field from an accredited four year college or university is required. Two years of full time experience in grant writing and grant administration for a governmental or non-profit organization is required. (Substitution: Two years of experience may substitute for each year of college education lacking.) Must be computer proficient and familiar with the Internet and knowledgeable in Microsoft Office Suite (Word, Excel, and Access). A valid State of Ohio Driver's License is required. Must be able to lift and carry a minimum of 30 pounds.
