GENERAL STATEMENT OF RESPONSIBILITIES: The Licensing Specialist recruits, licenses, supervises and trains foster family homes for youth needing out-of-home placement; works a non-traditional, flexible work week including evenings and weekends when necessary, transports foster children using own vehicle when necessary, responds to family crisis in efforts of maintaining family member's safety and reinstating family stability, coordinates the provision of collateral services as required by the State of Michigan laws, Division of Child Welfare Licensing (DCWL) requirements and applicable Service Standards.

QUALIFICATIONS :

A. Education: Possession of a Bachelor’s degree one of the following human services areas: social work, sociology, psychology, forensic psychology, interdisciplinary studies in social science, education, community development, law enforcement, behavioral science, gerontology, special education, education of the emotionally disturbed, education of the gifted, family ecology, community services, family studies, family and/or child development, counseling psychology, criminal justice, human services or in a human services-related counseling major.

B. Experience: Two-years experience working with families and assessment skills preferred, Child Welfare Training Institute training required.

C. Skills: interpersonal skills, time management skills, conflict resolution skills, computer skills, and documentation skills Licensing Specialist NAME Page 2 of 2

D. Knowledge: strength based family work, solution focused treatment, adoption process/ policies and procedures, child development, child welfare laws, foster care process

E. Transportation: Reliable and ongoing as required to make home visits, court attendance and provide transportation to youth and families, valid un-restricted driver’s license, good driving record, proof of automobile insurance.

F. Other: State of Michigan Licensing Requirements: Satisfactory DHHS Central Registry Clearance and State Police Record Check, negative TB Test, satisfactory physical exam.

About your Role
The Adoption Specialist is responsible for completing all paperwork needed for preparing and finalizing adoptions of children on Camelot continuum and assisting with the recruitment of homes for those children.

  • Bachelor’s degree or higher
  • Collecting information/documentation on children with a permanency goal of adoption
  • Writing pre‐placement summaries for all children with a permanency goal of adoption or others that are identified in need
  • Participating in recruiting adoptive homes for children that need a forever family
  • Attending all DCS trainings regarding adoption and related paperwork
  • Completing all paperwork needed for finalizing adoption of children within Camelot foster homes
  • participating in all meetings regarding children with permanency goals of adoption; and any other duties as assigned

As an Adoption Specialist with TFI Family Services, you will:

Provides support to Case Management teams in finding adoptive families for children in the foster care system who are legally free for adoption, including researching and recommending possible relative options
Plans events in the Community to recruit for general and child specific adoption matches.
Maintains TARE profiles for all children free for adoption whose Permanency Plan is Adoption.
Screens inquiries from TARE as well as other types of inquiries to identify best match for children who are free for adoption.
Provides support to Case Management teams in accomplishing tasks to achieve the finalization of an adoption to include consultation on specific issues related to preparation of the child for an adoptive placement.
Identifies, tracks and monitors children and youth with a goal of adoption who are experiencing barriers to permanency
Initiates, gathers and completes required documents or procedures associated with adoption
Maintains a close working relationship with public and private agencies involved in providing services/support to adoptive placements.
Participates in team meetings, provides information to the responsible agency(ies) on all matters related to the child, as required
Participates in case planning conferences at required intervals, if needed
Coordinates community resources for the benefit of children served
Completes documentation and forwards reports containing descriptive, analytical and evaluative content
Coordinates with Agency behavioral health and family permanency staff, and staff from external public and private agencies on the delivery of services to children and families
Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position
Advocates, promotes and practices cultural sensitivity and responsiveness in all day-to-day interactions
