The Probation Officer is an officer of the Court and is responsible to the Common Pleas Judges for the coordination and completion of community control sanctions as well as ensuring public safety. This person is responsible for the implementation of evidence based interventions for felony offenders placed on community control. The officer reports to the Chief Probation Officer.
Applicant must have a Bachelor's degree from an accredited educational institution preferably in the field of criminal justice, criminology or psychology. ESSENTIAL JOB FUNCTIONS:
* Management of a felony case load;
* Maintain complete and accurate record of all relevant contacts and activities;
* Interact with chemical dependency counselors, law enforcement agencies and social services agencies;
* Provide crisis intervention for offenders, during and outside normal business hours and weekends as needed;
* Administers frequent and random drug tests when appropriate (urine and breath);
* Interviewing clients in the office and in the field;
* Surveillance of clients in their environment; work, home, etc.;
* Research, investigate and preparation of probation violation reports;

* Conduct searches, and escorts prisoners;
* Determine the need for additional court hearings based on the evidence based policy;
* Participate in court hearings involving violations and other hearings as required;
* Make recommendations at disposition in court hearings based on the evidence based policy;
* Statistical gathering to ensure the appropriate dosage of interventions is congruent to the risk level of the offender;
* Utilize a behavior modifications system to encourage pro-social behavior;
* Collection and receipting of supervision and Electronically Monitored House Arrest (EMHA)/GPS Fees;
* Answering telephone calls from clients, counselors, attorneys and the public, etc.;
* Schedule and Maintain Scheduling of Clients;
* Installation and maintaining of electronic monitoring/GPS equipment;
* Participate in staff meetings;
* Complete forms such as; orders to hold, orders to release, motions, entries and other related forms;
* Participate in implementing new programs and forms used in this program; and
* Quickly determine the appropriateness of arresting an offender;
* Ability to maintain Intake/Termination Information via the Community Corrections Information System (CCIS)
NON-ESSENTIAL JOB FUNCTIONS:
* The Adult Probation Officer will assume the extra duties involved in the Delaware County Adult Court Services Department, as well as the everyday operational guidelines of a Probation Officer;

II. RESPONSIBILITY
The responsibilities include but are not limited to; managing an adult felony case load, generating various reports on the probationer's activities, interfacing with various law enforcement and social services agencies, and performing frequent and random drug/alcohol screens and frequent and random surveillance in probationer's environment, and all under the direct supervision of the Chief Probation Officer. The probation officer makes decisions regarding aspects of case management independently. Errors in work are not readily detectable and could result in serious injury, possible death or an offender committing additional offenses.
III. PERSONAL WORK RELATIONSHIPS
The contact will be with offenders, institutional residents, co-workers, social services employees, law enforcement personnel, court employees, attorneys and the public, etc. The purpose of these contacts will be varied and necessary in the rehabilitation process, coordinating services, and in ensuring that the probationer complies with all orders of the Court.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements: The physical activities of the position are identified as sedentary at times during office time and possibly physical at times of surveillance.
Physical Activity: The physical activity could involve restraining of an individual, chasing an individual, defensive activity from an individual especially during an apprehension. Otherwise, talking, hearing, listening, reaching, walking, and sitting.
Visual Activity: The visual activity includes close work as with computer and reading drug screens and far sight as during an apprehension.
Job Location: During office time there are environmental conditions such as exposure to urine borne diseases. Policy and Procedure relate to these issues and must be followed to the letter. Also, during surveillance time, there may be adverse environmental conditions relating to the weather and other usual outside driving conditions.
SUPERVISORY AND MANAGERIAL FUNCTION
Span of Control: This position does not require direct supervision responsibilities unless, directed by the Chief Probation Officer in the event of absence. All duties would be addressed at that time.
Supervisory Functions: Not Applicable to this Position
Work methods and related problems: Individual should update and discuss the Delaware County Adult Court Services Department's program operations with the Chief Probation Officer and ask for guidance and direction as needed. The individual should also, refer to written policy and procedure as needed.
Productivity: The individual will be expected to meet deadlines and be able to communicate any problems with such to the Chief Probation Officer. The Chief PO or designee will, in compliance with the State Standards audit case loads, ensure proper procedures and proper documentation are followed and completed.
Quality of work produced: The Chief Probation Officer or designee will ensure that paperwork is accurate and reports are timely filed.
Department objectives: Follow the Policies and Procedures of the Delaware County Adult Court Services Department and to strive to meet the goals and mission of the Delaware County Probation Department. The individual will be evaluated on a regular basis and pertinent discussions regarding objectives will be included.
Directions and/or guidance received from supervision: Direction will be received upon request and through meetings, memos, policies and employee evaluations.

Overview
Under general supervision, an employee in this position is responsible for professional probation and parole work of considerable difficulty; performs related work as required. Work includes working with juveniles, their families, school staff, and representatives from social service and law enforcement agencies to preserve the unity and welfare of the family; provide for the care, protection and wholesome mental and physical development of the juvenile; prevent and reduce juvenile delinquency and/or chemical dependency through a system that provides supervision, care, rehabilitation, treatment, detention, competency development, and community protection for the juvenile to avoid the juvenile becoming an adult offender; and ensure that juvenile pay restitution to victims as ordered by the court.
A position may be assigned duties in a specialized area such as a youth drug court program or restitution. Decisions made in the course of work can have profound effects on the juvenile and family and include imposing limits on curfew and peer associations; arranging for counseling, evaluations, and academic support; arranging for family-based counseling services; or removing youth from a situation or circumstances not in their best interest. Initially, work is performed under the close supervision of a chief probation officer or more experienced juvenile probation officer. Once experience is gained, work is performed with considerable independent judgment, discretion, and decision making. Work is evaluated by a chief probation officer for conformance with the Montana Youth Court Act through discussions, review of case reports, and an annual evaluation.
Job Duties:
Evaluates case, police, and arrest reports to make initial determination of the validity of criminal charges and makes appropriate referrals to the county attorney's office; conducts intake hearings on youth who have violated the law and forwards appropriate cases to the county attorney for prosecution.
Makes initial assessment of youth to determine risk level, mental health, and chemical dependency problems; interviews youth, families, victims, school personnel, professional service providers and others to gather factual and social information; assesses information and recommends appropriate placements and/or treatments in the best interest of the youth.
Completes timely and accurate reports to the court including findings, recommendations, and justifications for recommendations, considerations of community protection, accountability and building competency for youth as well as victim impact implications; testifies in court.
Meets regularly with assigned youth to provide counseling, setting goals, acquiring education, developing life skills, and complying with their probation conditions or treatment programs; maintains contact with parents, including home visits, to coordinate implementation of case plans. Develops appropriate case plans based on initial assessment of youth and their family.
Gathers information, prepares reports, and makes presentations before the youth placement committee after formal court adjudication and prior to formal disposition and placement.
Supervises assigned youth who are on formal or informal probation and monitors compliance with probation conditions including school, employment, counseling, community service, and restitution.
Provides crisis intervention services, including making referrals and facilitating placement while families work out problems.
May serve as a member of an internal or community committee to assist in the development of policy or provide recommendations to the chief probation officer on the development of new or enhanced programs.
May function in a specialized area such as a youth drug court or restitution program.
Working Conditions:
The work is performed primarily in an office environment and involves exposure to normal, everyday risks which require normal safety precautions typical of offices. Employees may be exposed to violent or non-compliant youth or family members and be on-call for work evenings and on weekends. Latex gloves are worn when obtaining urine samples.
Physical Demands:
This position requires activities such as sitting for long periods, standing, bending, stooping, reaching, climbing stairs, lifting, moving, and carrying light to medium objects, operating office equipment. Work may also require driving for long periods in a variety of weather conditions.

Employment Standards

* Possession of a bachelor's degree that included 27 quarter units or 18 semester units of coursework in sociology, psychology, criminology, or a related field that would provide the required knowledge and abilities; OR,
* Completion of 90 quarter units or 60 semester units of college coursework, including 14 quarter or 9 semester units in sociology, psychology, criminology, or a related field that would provide the required knowledge and abilities AND two years of experience performing duties equivalent to Juvenile Institutions Officer, at least one year of which is at the Senior level, or to Probation Assistant with Santa Barbara County; OR,

Additional Requirements:

Firearms: Carrying a firearm is not required, and most DPOs do not carry firearms. Assignment to certain units requires training of all officers in the use of firearms, whether or not individual officers choose to carry one. As a DPO promotes through the career series to the senior or supervisory level, he or she may be required (depending on assignment) to undergo firearms training and quarterly qualification at the firing range, even if the individual chooses not to carry a firearm.

Overview
Under general direction, is responsible for professional probation and parole work of average difficulty; and performs related work as required. This is the working level class in the Prob/Par Officer sub-series. An employee in this class supervises a caseload of probationers and/or parolees. This class is flexibly staffed with and differs from the Prob/Par Officer 1 in that an incumbent of the latter performs entry-level work. Job Duties: • Under general supervision from Supervisor, oversees offenders.• Interviews, visits and observes offenders at residence/work site or other community locations.• Utilizes evidence-based supervision practices to facilitate behavioral change in offenders.• Obtains certification in Ohio Risk Assessment System completes offender risk assessments as directed.• Interviews offenders and reviews documents, records, and reports to develop case plans in conjunction with offenders to address identified risk factors.• Maintains and reviews case plans with offenders throughout supervision period to gauge progress of established goals.• Provides individual and group advice by listening, speaking and providing written instructions to offenders.• Conducts visual and auditory surveillance which includes operating electronic monitor equipment as needed.• Performs drug testing by collecting and transporting specimens or using drug kit procedures when necessary and maintains a written chain of evidence from sample collection through testing and hearing process.• Conducts DNA testing as prescribed by statute.• Finds employment and vocational opportunities for offenders by making and revocation procedures.• Updates and uses records through use of field officer tools (FOT) to include recording offender case activity and officer activity.• Travel to offender homes, places of employment, jails and courts etc. by operating personal or state vehicle. • Prepares information and initiates packets for Parole Board Hearings.• Screens inmates to determine eligibility and makes recommendations for transfer into transitional control program. • Responds in writing to inmate inquiries (i.e. kites).• Conducts and completes clemency and other investigations by interviewing individuals, reading and understanding technical information including medical, psychological, law enforcement and legal documents.• Completes, by operating personal computer, writing or dictating appropriate reports of investigations to be used in decisions and/or recommendations of parole board members. • Facilitates special hearings (i.e. clemency, full board) when needed.• Completes, by operating personal computer, writing or dictating, and delivers written arrest, hold and release orders.• Secures and delivers search warrants and subpoenas to jails and law enforcement, correctional and court agencies.• Pursues declared violators-at-large, arrests violators and conducts search and seizure of contraband which involves walking, running, climbing, crawling, bending, stooping, lifting or using force such as applying unarmed self-defense techniques or using restraining devices like handcuffs, belly chains or leg irons and OC spray/pepper gas as needed. • Develops and presents cases at revocation hearings.• Collects evidence.• Organizes written documents, records and reports.• Examines and cross examines witnesses.• Testifies as required.• Operates personal or state vehicle to transport witnesses or violators or other releases. • Provides work direction and trains staff as necessary through conducting orientation of new staff, on-the-job training and
