The CYBER-SME will be skilled in Information Operations (IO) and must have operational experience and knowledge for how CYBER/IO supports the following areas: Operations, Plans, Command and Control (C2) Command Authorities, Fires, Intelligence and Special Access Programs/Special Technical Operations, Integrated Air and Missile Defense/Ballistic Missile Defense, Joint Interface Control Officer (JICO), OLW Logistics, Special Operations Forces/Irregular Warfare, Inter Agency, C2 Systems, Command and Control of Command and Control (C2 of C2) or Assured C2 Process, Strategic Communications, Cyber Operations, Space Operations, Anti-Submarine Warfare, Information Management/Knowledge Management, Personnel, and Assessments. These tasks include, but are not limited to: exercise concept development, Vulnerability analysis, Cyber Kill chain analysis, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future domains within the joint Cyber environment.
Create concepts of operations (CONOPs) to integrate and synchronize technologies and capabilities. Maintain working knowledge of parallel and competitive adversary systems and capabilities Attend, coordinate, and host meetings, conferences, and other long-range fires related events to collaborate and share subject matter information. Participate in and potentially lead working groups supporting the development of CONOPS and test execution planning.
Provide substantive written and oral reports briefings to key team members on determinations of detailed analysis, kill chain information, capability design, prototype, and fielding to the program manager, senior DoD officials, on commander, staff and unit capability supporting the capability. Analyze plans, data, intelligence information, or systems. Develop estimates and makes recommendations for deficiencies.

QualificationsRequired Qualifications:
- BS 10-12, MS 8-10, Phd 5-8
- A TS clearance with SCI eligibility at time of proposal submission
- Bachelor's degree or higher in a Science/Engineering/Electrical or Computer-science field of study
- A minimum of 10 years of experience leading the design, development, and execution of cyberspace programs, to include defensive cyber operations, offensive cyber operations, DoD Infrastructure (DODIN), cyber situational awareness, and cyber command and control
Desired Qualifications:
- Former Senior Leadership/Military officer in the SOF, SPACE, Cyber Domains
- Doctrinal knowledge of U.S. NATO conventional and unconventional operations
- Relevant experience involving research, design, prototyping and fielding of new and changed capabilities across the joint forces
- FEDSIM execution experience
- 15 years of experience within DoD, DNI, and/or joint cyber programs.
- Five years of joint and interagency cyberspace experience spanning architecture requirements generation, development, integration, operations, and sustainment
- One or more of the following certifications:
- Certified Information Systems Security Professional (CISSP),
- Certified Ethical Hacker (CEH),
- Certified Information Security Manager (CISM),
- Certified Information Security Auditor (CISA), or
- Equivalent certification with supporting references to verify equivalency
