The Aerostat FSR/Operator role is responsible for operational readiness of Aerostats and Aerostat Ground Control Stations (GCS). Essential Responsibilities:
Perform a wide range of technician tasks to include: the use of standard mechanical and electrical hand tools and to be able to mechanically disassemble/assemble at user-level maintenance functions. This includes performing maintenance such as Preventive Maintenance Checks and Service (PMCS), troubleshooting, removing and replacing Line Replaceable Unit's (LRU's), and basic IT functions.
Read and understand schematics, technical drawings and engineering data and reports.
Perform wiring, soldering, operate standard and unique test equipment, fabricate aerostat lines, repair aerostat fabric, and handle high pressure helium tanks.
Maintain troubleshoot and repair mechanical and aerostat structures hydraulic systems, fiber optic components, avionics, and electrical components.
Be able to maintain, troubleshoot and repair ground support equipment i.e., generators communication and weather systems.
Maintain and understand ATSC/site documentation i.e., parts request forms, timecards, and maintenance log.
Operate general and special purpose vehicles to include forklift and manlift operations to a height of 150 feet.

Required Qualifications:

General Description:
Advanced Technology Systems Company in Gilbert, AZ is looking for a Project Manager to lead execution of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) projects under the guidance of a Program Manager. This role is responsible for planning, executing, and controlling all phases of the project life cycle - from requirements definition and system integration through field deployment, sustainment, and customer support - ensuring mission success, regulatory compliance, and customer satisfaction. The Project Manager will work with internal cross‑functional matrixed teams from various disciplines including Engineering, Production, Quality, Field Services, Supply Chain, Business Development, Finance and Contracts. The role involves interface with Government Agencies, Customers (CONUS and OCONUS), partners, and suppliers.
Key Responsibilities:
Project Leadership & Execution
Lead full project lifecycle execution for C5ISR systems, including planning, development, integration, test, deployment, sustainment, and close-out.
Establish project goals, technical objectives, performance metrics, and key performance indicators (KPI) to track progress and risk.
Oversee cost, schedule, technical performance, quality, and risk management to maintain project contract compliance.
Execute project Financial Management like Earned Value Management System (EVMS) and other industry-standard project controls.
Technical & Systems Integration
Coordinate engineering and operational efforts to integrate C5ISR systems.
Ensure that system architecture and technical designs meet operational requirements and interface effectively with broader networks.
Work with engineering, test, operational and deployment teams to resolve technical issues, validate performance, build and deploy systems.
Risk Management:
Develop and implement risk management frameworks to monitor and control project cost, schedule, technical, and performance risks.
Maintain project risk registers and execute mitigation plans in collaboration with internal execution and customer-facing teams.
Report project risk posture and mitigation status to executive leadership and customers.
Ensure risk awareness and accountability is embedded across the project team.
Customer & Stakeholder Engagement
Support interface with government customers/stakeholders, and industry partners.
Lead project reviews, technical interchange meetings, and status briefings for internal stakeholders and customers.
Translate customer requirements into actionable project plans and deliverables.
Contract, Project Finance & Resource Management
Develop, negotiate, and administer project contract deliverables, statements of work (SOW), schedules, budgets, resource allocations, and subcontractor agreements.
Monitor and report on project performance.
Cross-Functional Collaboration
Collaborate with engineering, operations, logistics, training, and field support to ensure cohesive project execution.
Required Qualifications:
Bachelor's degree in a technical discipline, business, or program management (PMP preferred).
2+ years of experience formally managing projects as a Project Manager.
2+ years working in Engineering and/or Operations.
Proven ability to lead, motivate, and develop high-performing teams in a matrixed environment.
Hands-on experience implementing project risk management frameworks.
Must be a U.S. citizen with or with the ability to obtain a government security clearance.
Desired Skills & Competencies:
Prior experience with C5ISR systems for Border/Homeland Security and Military customers.
Background involving U. S. Government and International (Foreign Military Sales and Direct Commercial Sales) contracts.
Ability to create, implement, and/or modify programmatic processes.
Experience with C5ISR equipment including tactical radios, EO/IR systems, Radar systems, networking, equipment platforms, and/or computing platforms/servers.
Understanding of ERP systems.
Self-starter with a sense of urgency.
Project leadership history of balancing project delivery with financial and risk performance.
Effective coordination skills with internal execution teams, cross-functional organizations, suppliers, subcontractors and partners.
Excellent verbal and written communication skills with the ability to present complex information to diverse audiences.
Strong analytical and problem-solving abilities with a focus on data-driven decision‑making.
Commitment to compliance, mission assurance, and ethical conduct.
