Job Summary
Living in recovery from a mental illness or substance abuse plays an important role on a client-centered team approach to help individuals living with mental health or substance abuse difficulties walk their own road to recovery. The Peer Support Advocate is a non-clinical role that works collaboratively with health care professionals including physicians, nurses, behavioral health counseling staff, and support staff to assist in peer support across the health care continuum. The Harm Reduction Advocate provides and enhances safe emergency shelter, drop-in services, and intoxication and withdrawal management (WMU). The advocate meets the immediate needs of homeless persons that cannot access other shelter options in the community as well as the needs of the WMU clients. As a direct contact for the guests and clients, the advocate provides a safe and respectful environment while conducting guest intakes, assisting guests with housing, helping make referrals to other agencies and services, and performing a variety of tasks during hours of shelter operation.
Scope of Responsibility:
The Harm Reduction Advocate is responsible for shelter and WMU safety, security, and services to guests and clients when on duty. The shelter serves approximately 35 persons at any one time and assists others who are referred to other agencies. The WMU has the capacity to serve up to 14 clients at any one time. This position includes day, evening, overnight, and weekend shifts and works floating shifts as needed based on shelter and WMU needs. Advocates are considered essential staff as defined by shelter and detox center policy.Essential Duties and Responsibilities:

Special Assignment - Streets to Housed Program
At the onset of the COVID-19 pandemic support services for unsheltered individuals and those recently housed started to decrease. Lack of safe housing can lead to an increased vulnerability to exposure and transmission of COVID-19 (and other viruses) as people do not have appropriate space or supplies to quarantine, isolate, or simply avoid high risk situations.
Harm Reduction Advocates scheduled in the "streets to housed" program will provide support and service connections to people that are either literally homeless, preparing to move into housing, or recently housed and in need of stabilization supports. Supervision will be provided by the Housing Coordinator.
Efforts to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) are fundamental and expected to be carried out as with all other responsibilities.
Streets to housed program specific responsibilities:
* Provide connections, services, and support that facilitate the move toward housing.
* Provide accurate information regarding safety, testing and vaccinations, and promote education on how to stay as safe as possible (masks, social distancing, etc.).
* Provide rapid testing for housed individuals as well as individuals who may be sleeping outside
* Provide safe transportation to and from Quarantine/Isolation site to include testing and social distancing.
* Carry out daily activities as assigned by the housing coordinator to include outreach, communication, and support to individuals being served in the streets to housed program.
* Participation in team meetings, trainings, planning, and other activities as determined by the housing coordinator
* Complete documentation and reporting on daily activities
* Assist with stabilization supports for recently housed individuals in coordination with housing navigators
* Will include late nights, holidays, and weekends when other workers are not as available as well as day time hours
Special Assignment - (Neighborhood Responds)
Harm Reduction Advocates scheduled for Neighborhood Responds will work primarily in the downtown area, providing engagement and support services to people who work, live, and visit the downtown neighborhood. This position is meant to support the community by providing an alternate response to crisis situations involving those who may be unhoused and/or experiencing a mental health or substance use issue. Experience working in behavioral health, homelessness, and outreach is preferred. Shifts will generally be days and evenings, with the need for flexibility.
Assignments, in addition to previously listed essential duties and responsibilities:
* Experience working in behavioral health, homelessness, and outreach preferred.
* This position will interact extensively with the public, business owners, and employees. It requires the ability to communicate effectively and positively with the public and the business.
* Effectively engage with individuals disconnected from the system and services.
* This position requires medium work and requires walking long periods throughout the shift.
* Shifts will generally be days and evenings with the need for flexibility.
* The Street Outreach Coordinator will supervise this position.

Physical Demands & Working Conditions:
Medium Work: Most work is performed in a homeless shelter and detox center environment. Work is generally medium with considerable variety. Daily work often involves moving within the facility and traveling to local meetings or to obtain supplies. Intermittent driving may be required. The job involves activities related to crisis prevention and intervention. Frequently there is a requirement to actively participate in day-to-day maintenance activities. Given the nature of the low barrier shelter environment, and other harm reduction services, exposure to high risk individuals who may be under the influence of substances or have significant mental or behavioral health challenges is expected at any time in this environment. Also, being services are often provided in a congregate setting, escalation or behaviors in one individual may influence behavior changes in others which can intensify a situation quickly.

As we prepare for national expansion under the federal Chapter 36 PCPG contract, we are building a roster of qualified Vocational Rehabilitation Counselors who can support service delivery in key U.S. cities.
Position Overview
This opportunity is available in two forms:
Independent Contractor (1099): Flexible, project-based role ideal for professionals managing private practice or seeking supplemental income.
Limited W2 Direct Hire: In select areas, W2 employment may be offered based on regional demand and operational fit.
This position requires access to a private, professional space where Veterans can be seen in person, in compliance with VA contract requirements. Some services may be delivered virtually, but this is not a fully remote role.
Key Responsibilities
Conduct vocational assessments and develop Personalized Development Plans (PDPs)
Guide Veterans through career exploration, job search strategies, and training options
Leverage ROI and labor market insights to shape planning
Coordinate with VA teams, local service providers, and workforce partners
Maintain secure records in accordance with VA and federal guidelines
Deliver services in a trauma-informed, Veteran-first manner
Minimum Qualifications (Per VA Requirement)
Must meet one of the following:
Master's Degree in rehabilitation counseling, psychology, social work, or related human services + 1 year of relevant experience
Bachelor's Degree in related field + 2 years of experience in employment counseling, case management, or workforce development
Preferred Qualifications
Experience working with Veterans, military-connected populations, or underserved communities
Knowledge of VA systems, employment programs, and case management
Ability to work autonomously and manage caseloads in the field

The North Dakota Department of Health and Human Services Division of Vocational Rehabilitation is seeking a highly motivated person to join the Team in Fargo! As a Vocational Rehabilitation Counselor, you will engage with culturally diverse job seekers who will range in age, disabilities, and capabilities. You will assist individuals achieve their employment goal, you will provide services including but not limited to career and worksite assessments, vocational guidance & counseling, skills coaching, facilitate job placements, and refer to community partners and programs for additional support services and training. In addition to individual client services, you will work to develop and maintain close professional relationships with community partners and employers to ensure Vocational Rehabilitation maintains a presence as a trusted resource for the community to address disability worksite solutions and employee education. This position will involve significant partnership with the Department of Corrections and Rehabilitation as they transition residents into the community. This position is responsible for providing outreach services to Wahpeton and surrounding communities, transitional services to Fargo South High School while also managing cases in Cass County.
This position requires flexibility while working independently and within a team.
To succeed in this position, you should be highly organized and be able to effectively manage time and priorities to meet regional and statewide deadlines and goals according to state and federal guidelines, and policies and procedures. Other responsibilities will include establishing and maintaining effective working relationships with job seekers, community partners, and employers. You must also be willing and able to travel within and outside the Fargo region for training and outreach services.

Vocational Rehabilitation (VR) Counselor requires:
Bachelor's Degree in Rehabilitation Counseling, Counseling, Social Work, Psychology, Rehabilitation Administration/Services, Psychometrics, Behavioral Health, Behavioral Science, Disability Studies, Human Relations, Human Services, Marriage and Family Therapy, Occupational Therapy, Special Education, Vocational Assessment/Evaluation or Human Development & Family Science AND one of the following:
* Two (2) years of direct service experience working with persons with disabilities
* One (1) year of experience as a vocational rehabilitation counselor
* Master's degree in one of the above disciplines.
The applicant is eligible for a higher level position of a Senior Vocational Rehabilitation Counselor if the candidate has a Master's Degree in Rehabilitation Counseling, Counseling, Social Work, Psychology, Rehabilitation Administration/Services, Psychometrics, Behavioral Health, Behavioral Science, Disability Studies, Human Relations, Human Services, Marriage and Family Therapy, Occupational Therapy, Special Education or Vocational Assessment/Evaluation AND two (2) years of experience as a Vocational Rehabilitation Counselor AND be a Certified Rehabilitation Counselor (CRC).

Integrates health care for residents from pre-admission to post discharge. This is accomplished through the coordination and sequencing of the resident's care. Integration enhances resident flow and interdisciplinary communication promotes early intervention. **Qualifications**
Bachelor's degree in Nursing strongly preferred. Graduate from an accredited nursing program, including, but not limited to, those accredited by the Commission on Collegiate Nursing Education (CCNE), Accreditation Commission for Education in Nursing (ACEN), or National League for Nursing Commission for Nursing Education Accreditation (NLN CNEA).
Minimum of two years' clinical experience preferred.
Currently holds an unencumbered RN license with the State Board of Nursing where the practice of nursing is occurring and/or possess multistate licensure if in a Nurse Licensure Compact (NLC) state. Obtains and subsequently maintains required department specific competencies and certifications.
