* Directs and coordinates research and analysis of cases to determine the applicable laws and the implementing regulations which were violated; and the proof required to support such cases and methods of obtaining them.
* Determines impact on law enforcement activities, both at the investigative and prosecutive level.
* Assists the Special Agent in Charge with the planning of investigative work and CDI program operations; and the coordination and definition of investigative objectives for identifying resources to participate with other law enforcement agencies.
* Manages and oversees the reporting of investigative findings within assigned area for prosecutive and management officials. Ensures that reports are accurate, concise, and complete.
* Monitors staff activities in the conduct of interviews with suspects, witnesses, and informants in developing cases; serving warrants and subpoenas; and participating with other law enforcement agencies.
* Plans, organizes, and provides direction to CDI Team Members with respect to case development, investigative techniques, methodology, precedent setting cases, and the views, goals and policies of OIG's upper management.

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements
Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include all of the following:
1. Planning, managing, or conducting investigations related to alleged or suspected criminal violations of Federal laws.
2. Demonstrating knowledge of criminal investigative techniques, rules of criminal procedures, and/or laws.
3. Following precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and/or related issues in the conduct of investigations.
4. Leading or managing a project and/or team.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additionally, the Law Enforcement (1811) series has the following qualification requirements:
* Tentative selectee(s) must pass a pre-appointment physical examination. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000 and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to themselves or others is disqualifying.
* Tentative selectee(s) will be required to submit to urinalysis to screen for illegal drug use prior to appointment unless currently an SSA employee occupying a position already in a random drug testing program. The Center Operations Manager position is responsible for overseeing one or more USO Center s operations, and overseeing programs, events and activities at locations surrounding the Center(s). This position also manages subordinate operational staff and volunteers. It also assists in evaluating and modifying existing programs, events and activities, and plans and implements new or improved programs, events and activities.
Principal Duties and Responsibilities (*Essential Duties)
Overall responsibility for providing visitor and guests with a Center that is effective, inviting, safe, clean, well-maintained and ready-for-use. Also responsible for ensuring that equipment is clean and well-functioning and for enforcing adherence to sanitary guidelines and food-handling regulations.*
Lead the planning, quality, and delivery of programs on and off of U.S. military installations. Deliver services, equipment and events within budget limits. Identify and implement operational and program improvements that achieve USO standards of excellence. Act as a resource for USO Center staff and volunteers in the planning and execution of special and/or holiday events.*
Review program and service needs. Research and recommend new programs and services based on research. Implement and oversee suggested and/or required changes.*
Coach and mentor USO Center staff and oversee volunteers schedule, activities, recruitment, training and recognition. Develop, improve and maintain working relationships with USO vendors and local contractors.*
Create, maintain, communicate, and enforce adherence to Standard Operating Procedures to inform Centers procedures and activities, and the Emergency Preparedness Plan (EPP). Ensure that staff, volunteers, and vendors comply with the EPP, report damage, destruction or injury to the Center and its assets. Conduct employee accountability checks.*
As directed by leadership, perform and monitor financial activities, including creating and executing operating budget, sales and/or other income, banking transactions. Operates within budgetary guidelines. Manage cash on hand and maintain inventory of supplies and assets.
Prepare, review and present reports, including financial, operational and statistical reports. Create and/or maintain records required for local procedures and activities.
Responsible for communicating to internal and external parties, Centers operations, programs, and activities. Compile and prepare announcements, stories, and photos for publication and distribution across multiple media and social media channels.*

High School Diploma or equivalent. Bachelor s Degree preferred.
5+ years work experience in a business operations role, event management or marketing role, including 1+ years in a supervisory capacity. Relevant experience in a non-profit, military, multicultural and/or global organization preferred.
Demonstrated ability to lead high-performing teams. Ability to achieve desired results while working collaboratively in a team environment.
Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite. General knowledge of various software, applications, and programs including but not limited to volunteer management software and social media platforms. Experience with Digital Cheetah preferred.

The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Logistics Specialist to support a customer out of Maui, Hawai'i.
The candidate will be responsible supporting all operations and practices associated with the logistical team primarily located at the Kahului Logistics Center. Assist with the daily duties of shipping, receiving and tracking equipment to various location on Maui in support of the DoD mission.
DESCRIPTION OF RESPONSIBILITIES:
Essential duties & job functions would include but are not limited to:
Serve as the alternative Base Equipment Control Officer (BCO) to maintain accurate property records in DPAS Site IDs. Process all property record transactions to ensure data/inventory balance accuracy of government property records maintained in DPAS and other miscellaneous updates within seven (7) workdays.
Create and maintain item cataloguing for L&P stock-numbers assigned to property records in DPAS Site ID DF-RDTE using the H2 Federal Supply Classification and H6 Item Name Directory tools to properly assign Federal Stock Class.
Maintain a current custodial equipment jacket folder for each equipment account. Assist the Primary Property Custodian and SLC in the reconciliation of equipment record additions, deletions and changes involving CIRs produced from DPAS Site.
Complete a schedule for monthly Floor to Book inventories of all sites. Perform and finish F2B inventories within 30 days. Input updates to DPAS. Receive "found on Base" items for unmarked assets into the appropriate UIC.
serve or assist as IT Asset Manager (ITAM) when needed.
Troubleshoot, implement, and incorporate AIT scanning system for all UIC inventories. Work with the Logistics Manager and alternate ECO in resolving errors and implementation.
Implement the use of a new label system, including Non APSR labels for all property that has been identified as not needing to be accounted for in DAPS (i.e., VOIP phones and Monitors).
Engage in DEFACO, BECO, Site specific and other miscellaneous meetings as requested by the customer.
Establish and maintain supply point(s) in DPAS for reparable spares and line replacement units in support of all 15SPSS operations and mission requirements. Assist customer in identification of and purchasing of critical spares and creating asset visibility reporting in DPAS.
Process DPAS reports necessary to maintain data integrity, inventory control, and cataloging information. Provide 15 SPSS Logistics Manager with monthly DPAS records list and quarterly inventory increases/decreases report. Due to the nature of our assets being frequently relocated it will require the run of a weekly report Monday morning for all UICs.
Conduct and document initial/refresher training covering roles and responsibilities of equipment custodian and property coordinators.
Plan non-MILSTRIP shipments using best modes/methods consistent with cargo classification/level of protection, delivery requirements, receiving location and receiving capabilities. Coordinate cargo pick-up for shipments sent through Port of Honolulu and marked-for JBPHH agencies.
Verify shipment packaging, documentation, and notification requirements to prevent damage, misrouting or other discrepancies involved in the handling of shipments.
Provide a 24-hour emergency response telephone number on shipment declaration forms for use in the event of an emergency involving the shipment of hazardous material originating from the site.
Establish and maintain transportation control numbers that enable traceability of shipments from origin to destination.
As primary POC for all inbound shipments, including Det 3 tenant unit and VEs, resolve discrepancies for all inbound cargo in "frustrated" status.
Prepare and submit issue requests through normal Air Force supply channels (ILS-S) managed by the host LRS. Monitor the status of items ordered through ILS-S and follow up with the host LRS until items are received.
Perform annual inventory of all CCI items, 638PL inventory out of 647LRS Hickam, report discrepancies and request adjustments to reflect corrections. Receive, communicate arrival of new assets, tag, and request location placement from POC Capt. Conners. Inform LRS of receipt and location update.
Process requests to establish and maintain current DoD Activity Address Codes to support requisitioning and shipment transactions, Maintaining Air Force DoD Activity Address Codes (DODAAC).
Maintain a safe work environment.
Mindful to meet deadlines.
Supervise employees.
Performs other duties as required by Supervisor.
Environmental Factors: Works in indoor and outdoor environments that contain excessive heat, cold and humidity, excessive dampness, dust, solvents grease, oils, moving object or vehicles and slippery or uneven surfaces. Routinely will be working at over 10,000ft elevation.
Physical Effort: Frequently lifts items and equipment weighing up to fifty (50) pounds and occasionally over fifty (50) pounds, with 2-man assist. Standing, stooping, bending, kneeling, climbing, and stretching for prolonged periods will be necessary.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
Associate's degree in Logistics, Supply Chain Management, Business Administration, or applicable on-site knowledge from prior industry experiences.
DPAS Certificate.
HAZWOPER Certification.
Forklift Certification.
First Aid Certification.
IATA/DOT Certification.
HAZWOPER Training (40-hour)
REQUIRED SKILLS AND EXPERIENCE:
Minimum of one (1) year experience in logistics, inventory management, or property administration
Proficient in working with Microsoft Office Suit (TEAMs, Outlook, Excel, Word, PowerPoint)
Ability to write daily correspondence to the government customer.
Ability to understand and follow directions.
Ability to work cooperatively and safely with others on common projects.
Ability to train all-site staff on Haz Waste communications, handling, & IAP protocol.
Ability to communicate effectively orally and in writing, as well as present training to small groups of employees.

Minimum Qualification Requirements
Training and Experience:

* possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

* Conducts periodic operating checks of plant equipment such as pumping systems, chemical feeders, influent screens, strainers, valves, mixers, flocculators, clarifiers, filters, contact tanks, storage tanks reservoirs, compressed air systems, sampling, aerators, and monitoring control systems.
* Starts-up, shuts-down, and conducts the timely and efficient backwash of filters.
* Calibrates, tests, repairs, programs, and overhauls chemical pumps, feeders, disinfection equipment, water quality testing equipment, valves, solenoids, sample pumps, and auxiliary pumps; assists electronic technicians and mechanics in major repairs, calibrations, and installations of process control systems, water quality analyzers, streaming current detectors, process turbidimeters, recorders, alarm systems, telemetry, and high-lift pumps.
* Assists and participates in the inspection, maintenance, and installation of plant equipment and systems.
* Observes, interprets, and records readings and indications of gauges, charts, and meters to monitor plant status in relationship to flows, pressures, chemical feed rates, levels, and water quality.
* Makes appropriate changes in plant processes to optimize its performance and efficiency.
* Runs jar tests to determine dose requirements.
* Collects representative water samples from raw, processed, and finished water points in the treatment stream and performs various laboratory tests to determine quality in terms of turbidity, chlorine residual, pH, color, alkalinity, taste and odor, residual chemicals and contaminants.
* Assists and participates in the loading and unloading of chemicals such as chlorine ton cylinders, bulk liquids, and dry bagged chemicals using equipment such as forklifts, floor jacks, hoists, and by hand.
* Assists and participates in the maintenance of plant records including operating logs, diaries, laboratory results, research, inventories, time sheets, delivery records, lubrication and maintenance records, visitor logs, as well as computer entries and reports.
* Operates Supervisory Control and Data Acquisition (SCADA) system equipment to check water system tank levels, pumps running, etc. remotely.
* Determines compliance with State DOH and Federal Safe Drinking Water Act laws.
* Performs general grounds and building maintenance work.
* Attends training seminars, workshops, and conferences to meet continuing education requirements.
* Cleans and maintains intakes, reservoirs, filters, etc.
* May perform shift work under supervision of the operator-in-charge for training and continual on-the-job development.
* Operates a motor vehicle to transport personnel, materials, and equipment.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
* graduation from high school, and
* possession of a current Hawai'i Mandatory Water Treatment Plant Operator Certificate (Grade II or higher) at time of filing (scan and attach your current State of Hawai'i Water Treatment Plant Operator Certificate to your application), and
* possession of valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
Note: Certified Water Treatment Plant Operators shall obtain continuing education units to maintain their certification as set by the State of Hawai'i Board of Certification of Operating Personnel in Water Treatment Plants.

* Include public affairs guidance (PAG) or talking points (TPs) in the PowerPoint briefings for the following battle rhythm meetings: PACOM Update Brief (PUB), Joint Executive Steering Board (JESB), Joint Effects Validation Board (JEVB), Joint Plans Validation Board (JPVB), and the Future Operations (FUOPS) brief, all of which are held weekly or biweekly.
* On a daily basis, write, review, and edit PA products in Microsoft Word format, such as communication plans (COMPLANS), public affairs guidance (PAG) and Talking Points (TPs) that are related to the planning and execution of USINDOPACOM's exercise program, consisting of up to 80 exercises annually.
* Ensure that all PA products are coordinated via email or the Task Management System (TMS) with higher Public Affairs authorities at OSD or Joint Staff, subordinate command Public Affairs offices, and other interagency Public Affairs offices within 30 days of exercise start.
* Attend and provide PA guidance to exercise Initial Planning Conferences (IPC), Main Planning Conferences (MPC) and Final Planning Conferences (FPC) up to a quarterly basis with monthly updates on exercise planning efforts (i.e. information from meetings or conferences).
* Develop Public Affairs and communication strategies in support of USINDOPACOM OAIs, write public affairs guidance (PAG), talking points (TP) and other communication products on a daily basis, as well as operational products, such as communication plans (COMPLANs), annexes, fragmenting orders (FRAGOs), planning orders (PLANORDs) and execution orders (EXORDs). Coordinate with the J0PAC media operations team to ensure written products are tailored for media ops team execution and delivered to the J0PAC leadership on a daily basis. Length of inputs can vary from one (1) - two (2) sentences inside a PLANORD or EXORD to several pages of a communication plan.
* Submit PA planning documents and products via TMS for review by other directorates responsible for information-related capabilities internal to U.S. Indo-Pacific Command and external at subordinate and higher headquarters, as well as across the interagency within 7 days of the OAI.
* Provide PA planning guidance and associated talking points to the Communications Synchronization Working Group (CSWG) by attending the twice weekly meetings and including PA content and guidance in the command's information synchronization process and PowerPoint briefing products.
* Within assigned portfolios, provide input to PA planning guidance and associated messaging policy to support USINDOPACOM Country Plans, Regional Policy boards, USINDOPACOM Country Communication Campaigns, and KLE planning boards with required engagements. Perform duties in order to codify and enhance Public Affairs coordination between USINDOPACOM and selected partners in military-to-military engagement policy documents. Provide planning support to PA events to include exchanges with partner nations; this may include but is not limited to: logistical and travel planning, fiscal planning and coordination within USINDOPACOM and regional embassies, curriculum planning and execution.
* Review Freedom of Information Act (FOIA) requests, Defense Office of Prepublication and Security Review (DOPSR) requests, and Task Management System (TMS) tasks within seven (7) business days of receipt of a request being received by J0PAC. The review will be made in accordance with other directorates as applicable and will include a Public Release determination, public affairs guidance (PAG), which may be used for a Memorandum addressed either directly to the Author/Originator or to Defense Office of Prepublication and Security Review (DOPSR).
* Conduct detailed DOPSR reviews in accordance with DoD Principles of Information, and Public Affairs security, accuracy, propriety, and policy considerations and all applicable regulations and statutes of manuscripts/publications submitted for release or publication. Submit the report via TMS or email to J0PAC leadership. This task is performed an estimated one (1) - two (2) times per month.
* Other duties as assigned by supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
* Educational background in communications, public affairs/relations, journalism, history, marketing, political science, and/or international affairs

* Supervises the preparation of construction plans and drawings.
* Assists in the preparation of specifications and contract documents.
* Prepares cost and quantity estimates.
* Checks shop drawings.
* Supervises construction and inspection activities.
* Interprets plans and specifications.
* Changes and corrects plans.
* Keeps records of work completed, materials used, and prepares monthly and final payment estimates.
* Conducts hydrologic and land development studies.
* Checks plans and specifications of buildings and structures for compliance with the building code.
* Reviews test reports and soil analysis reports.
* Operates a vehicle to perform work-related duties.

Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
* graduation from an accredited college or university with a baccalaureate degree in engineering (scan and attach a copy of your official college transcript to your application), and
* three (3) years of professional civil engineering work experience, and
* possession of a valid license as a professional engineer in the United States at time of filing (scan and attach a copy of your valid professional engineering license to your application), and
* possession of a valid State of Hawai`i Driver License (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

* Monitors radio message between stations or vehicles to ascertain the efficiency and clarity of the messages.Instructs and informs departmental personnel concerned in the proper use, care, and operation of radio-telephone communications equipment according to FCC rules and regulations.
* Checks operational procedures and records for compliance with FCC requirement.
* Studies departmental rules and regulations, and other technical material.
* Maintains off-site equipment by performing periodic preventive maintenance checks;
* Upkeeps surrounding grounds to ensure access to equipment and to prevent obstructions and interference wth the functionality of equipment.
