The Principal Engineer: Utilities & HVAC is the site Subject Matter Expert (SME) for GMP HVAC and Critical Utility systems (WFI, Clean Steam, Process Compressed Air, and Nitrogen) and the ancillary support systems. This role will have specific responsibility in the final project phase of construction at our new site and after project start-up for site day-to-day operation. This role will be responsible for reliable and cost-effective operation of the site's HVAC, Utilities, and ancillary systems associated with our new manufacturing facility in Petersburg, VA. It will be essential to maintain all these systems in a state of compliance, safety, control, and fit for use. This role will also drive continuous improvement initiatives and local capital investment. Major Accountabilities · SME with a deep technical expertise in all systems under his/her responsibility (GMP HVAC, GMP Utilities and ancillary systems associated within their facilities), understanding their applications in pharmaceutical manufacturing, well versed with flow charts and process parameters, and awareness of industry trends. · Ensure the assigned processes are in alignment with the applicable regulatory Industry and Civica Standards. · Support risk assessment exercises using the different tools available (eg.FMEA) and participate as required in teams, committees, or other groups and/or individually to achieve the departmental, site and/or company goals. · Lead or participate in projects/changes for all the systems under his/her responsibility including design, verification activities (IV/OV/PQ), as user representative for capital projects or delivery agent for local projects. · Develop the proper documentation (URs, Specification, test cases, etc..) to demonstrate that systems are properly installed, qualified and started up and that remains in a controlled state. · Monitor utility systems and maintain KPI's to assure that they are operating properly, in compliance with requirements. · Provide written instructions for the proper way to operate and maintain the equipment and process to assure that the system operates within the controlled parameters. · Implement efficient and effective maintenance and reliability techniques. · Apply problem solving skills by leading equipment failures, troubleshooting, demonstrating RCA lead investigator proficiency and guide operations personnel in the resolution of process issues. · Provide customer consultation and notifications on issues that involve utilities areas. Our client is looking for an Electrical Engineer to provide support to their NAVFAC Mid-Atlantic client under the Advisory and Assistance Support Services Contract. As a key member of the client team, the candidate will use their expertise to contribute to the design and construction of Navy facilities throughout the Mid-Atlantic region. Roles & Responsibilities: Provide expert consultation and support for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other supported commands. This includes special projects, military construction (MILCON), demolition, maintenance, space utilization, mission studies, and facilities development. Conduct technical reviews and evaluations of NAVFAC Mid-Atlantic design and construction projects. Provide feedback on electrical design compliance with code standards for both private A&E design submissions and in-house NAVFAC design teams. Ensure that review comments are documented and communicated professionally and promptly, addressing design concerns and ensuring that issues are resolved and incorporated into final design documents. Participate in project meetings with stakeholders, collaborate across engineering and architectural disciplines, and coordinate efforts to meet project requirements. This involves working with external vendors/contractors and NAVFAC's internal teams. Perform site visits as needed to support assigned projects. Assess electrical system design requirements, provide quality assurance during construction, and conduct code-required special inspections and electrical observations. Assist with facility commissioning by witnessing acceptance testing and offering troubleshooting recommendations for electrical systems. Manage multiple projects concurrently, ensuring all tasks are completed on time and in compliance with relevant standards. Maintain clear, comprehensive communication with stakeholders, ensuring that projects align with UFC, Navy, and DoD requirements during key transitions. Work on a wide range of facility types, including new construction and renovation projects for housing, community support facilities (dining halls, fitness centers, child development centers), medical facilities, education/training buildings, maintenance shops, industrial facilities, hangars, administrative buildings, and various shore installation facilities. Qualifications & Skills: In-depth knowledge of DoD and Navy specifications, industry codes and standards, and practices related to electrical engineering design. This includes familiarity with NFPA 70 (National Electrical Code), IEEE C2 (National Electrical Safety Code), and the International Building Code. Understanding of local, state, federal, and international regulations affecting electrical engineering design within the NAVFAC Mid-Atlantic area. Experience in budgeting, planning, and project management, with the ability to lead teams and coordinate the work of others. Familiarity with related architectural/engineering disciplines and their impact on electrical engineering. Strong analytical skills to assess data and designs and communicate results effectively in writing. Ability to synthesize others' findings and make oral presentations with professional articulation. Proficiency in AutoCAD and/or Revit, Microsoft Office, electrical design software, and other DoD systems. Knowledge of safety policies, guidelines, and the proper use of personal protective equipment. Experience Requirements: At least 5 years of professional electrical engineering experience in the design and construction of code-compliant facilities. Extensive knowledge of electrical engineering design for both new construction and renovation projects. Desired experience in areas such as: interior and exterior lighting, power distribution systems, standby power generation, telecommunications systems (voice, data, cable TV, Wi-Fi), security systems (CCTV), grounding systems, industrial process controls, lightning protection, medical facility systems, audio-visual systems, and medium-voltage electrical distribution.
