    GENERAL FUNCTION: is responsible for supervising the daily operation of all the Agency group homes. QUALIFICATIONS: Minimum of a Bachelor's degree and five years management experience and a minimum three years direct care or clinical experience in the area of developmental disabilities or of the dually diagnosed. Educational requirement may be substituted with experience on a year for year basis. Demonstrated administrative knowledge and skills in fiscal, personnel, and managerial and operational process necessary for the general supervision of specialized residential care facilities. Ability to demonstrate effective leadership evident by exemplary role modeling. Valid drivers license and the ability to be insured by our insurance company throughout employment. Individual will be required to travel in the course of their daily work. Proficient in software programs (word processing, spreadsheet and database) and utilization of all relevant office equipment. The ability to prioritize projects a must and have excellent communication (written and verbal) and interpersonal skills. The ability to obtain and maintain certifications in CPR, First Aid, PMT and DDS State Medication Administration. The ability to lift up to 75 pounds, transfer and physically intervene with individuals as required. ACCOUNTABILITY: The Program Coordinator is directly accountable to the Residential Services Director and the Executive Director. POSITION RESPONSIBILITIES: Responsible to provide leadership, direction and supervision to assigned personnel. Work cooperatively with the Human Resources Administrator to ensure proper and consistent coverage in accordance with the contracted hours for each department. Assures through monthly fiscal audits that client expenditures and records are appropriate and accurate. Assures through monthly audits for each department the appropriate and accurate implementation and completion of the emergency procedures, preventative maintenance and vehicle maintenance checklists. Chairs bi-monthly Residential Manager meetings and periodically attends staff meetings at the home (minimum 2 per month). Ensures proper disciplinary action of appropriate agency personnel and works cooperatively with the Human Resources Administrator in making recommendations to the Executive Director. Provides feedback on staff performance to ensure a fair and consistent evaluation process in accordance with agency policies and the union contract. Responsible for training and development of new Residential Managers and helps performs duties of Residential Managers during periods of extended vacancies. Responsible for monitoring monthly, quarterly and annual reports from residential Managers in terms of timeliness, accuracy and written content. Works in cooperation with the Residential Managers and contracted maintenance personnel to ensure required maintenance of the home is completed. May be required to teach DDS/Agency required in-services. This may require becoming a certified instructor (i.e.: CPR, First Aid, PMT, etc). Reviews all requests for major expenditures prior to being forwarded to Executive Director. Coordinates the licensing process for each home including the review of the Plan of Correction prior to being forwarded to the Executive Director. Works cooperatively with support personnel in achieving quality assurance through written auditing system as well as scheduled home visits (minimum 3 per month). Supervises and monitors Residential Managers in the areas of policy compliance with regard to appropriate documentation, client services and facility operations. Meets on a monthly basis with the Clinical Director to review problem/exceptional areas in relation to client programs being adhered to. Ensures all subordinates s are being adhered to and follows up as necessary. Coordinates and supervises policy development and compliance in applicable areas of Agency programs and operations. Monitors compliance in accordance with Agency policies, DMR standards, contractual requirements and applicable licensing and zoning regulations. Coordinates with Clinical Director with all abuse/neglect investigations ensuring notification/ documentation and follow through. Reports and immediately responds to any violation of individuals' rights directly to the Executive Director. Conducts investigations as directed by the Executive Director. May be required to work in any home as direct care staff covering any shift as determined by the Executive Director. Provides emergency consultations and services and maintains availability by the use of an emergency pager. Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meeting, trainings, etc. Has thorough working knowledge of Agency polices and procedures. Attend Union grievance hearings/arbitrations as delegated by the Executive Director. Other duties as assigned by the Executive Director. EVALUATIONS: The Program Coordinator is evaluated by the Executive Director six (6) months from date in position and annually thereafter.     GENERAL FUNCTION: The position of Residential Manager is responsible for the management of all program services and operations. Supervises residential personnel in accordance with ASI policy and procedure, Union contract, DDS regulations, procedures and federal and state laws. In cooperation with supervisor and support team ensures the timely completion of the homes Plan of Correction. Works closely with the Program Coordinator and Clinical team to ensure the home is ready for licensing and QSR inspections. Ensures that documentation is completed timely and accurately.
