This role includes providing technical expertise in ElectricalEngineering (with specialization in heavy power, high / medium / low voltage design, T&D, or combination thereof) to help lead project development in association with Ameren Power Operations and Company-wide design and project management requirements. The ElectricalEngineer will report to the Manager, New Gas Generation.
Key responsibilities include:
Contribute to the team of professional / technical staff in all phases of the new gas generation projects by providing technical support on a variety of topics related to the EE fields of expertise.
Plan, schedule, prioritize and coordinate activities to assure that assignments are completed in a high quality and timely manner, as directed by the Manager.
Provide sound engineering recommendations and solutions for assignments taking into consideration safety, customer affordability, conservative operations, Ameren Missouri Power OPS design standards, internal Ameren stakeholders, and outside engineering expertise.
Interface with outside engineers, vendors, contractors, suppliers, governmental and regulatory agencies, as well as other groups with the Company in performance of tasks as needed.
Provide guidance, review, and QA / QC of outside engineer, contractor, and vendor EE work. Lead by example by following and setting expectations for high quality work on critical design elements from external stakeholders.
Provide on-site support as directed during all phases of Energy Center project design, construction, start-up, and testing.
Participate on and interface with Ameren teams, as required.
Keep abreast of state-of-the-art developments and improvements for turbine-generator and auxiliaries EE technology.
Power engineering specific responsibilities will include but are not limited to: Transformers, HV switchyard, motors, generators, exciters, protective relaying, circuit breakers, motor controls, cable / raceway, DC systems and SKM or ETAP modelling.
Qualifications
Bachelor of Science Degree in ElectricalEngineering from an accredited college or university is required. Five or more years of power and / or EE design engineering experience for Power Generation facilities in the applicable areas listed under "Key Responsibilities" is preferred.
Experience with combined cycle plants, gas turbines, turbomachinery, steam generators or other energy center mechanical or environmental systems preferred. Experience with large project execution preferred. A Missouri Professional Engineer (PE) license is preferred but not required.
Essential Functions
Time spent on site during construction and start-up will be required. This will include exposure to heat and cold temperatures, vicinity to high energy equipment (electrical, controlled combustion, etc), dust, safe use of electrical / other PPE, and climbing of ladders and steps. Employing safe work practices at all times is a must.
Travel to and from outside engineer, vendor, and contractor offices will be required (including overnight and international travel at times) for design reviews, factory acceptance test witnessing, and engineering quality inspections.
In addition to the above qualifications, the successful candidate will demonstrate:

Reporting to the Manager - Conventional Generation Projects Engineering, the candidate has technical responsibility to support the development of conventional generation projects.
The engineer will work closely with Project Managers, Owner's Engineer (OE), EPC Contractors, Major Equipment Supplier, and internal Transmission & Substation (T&S) teams to ensure safe, timely, cost-effective, and environmentally sound project delivery.

Promotional - Examination
Duties: Under immediate supervision, performs entry level electricalengineering work in electrical power and lighting systems design; construction inspection and scheduling review; and preparation of electrical estimates. Promotional Requirements: The following promotional requirements must be completed by the anticipation date. Possession of a bachelor's degree in electricalengineering. Civil service status as an Engineer Trainee; or one year of service with the District as a Treatment Plant Operator I or Engineering Technician IV. Civil service status as a Treatment Plant Operator I or Engineering Technician IV.
An applicant who can demonstrate the likelihood of receiving the required degree by the anticipation date may be admitted to the examination process. Candidates so admitted, who are successful in the examination process, may not be appointed until evidence is provided that the requirements were fulfilled by the anticipation date. A four-year accredited college or university is interpreted to mean accreditation by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET). Effective October 31, 2006, foreign-educated applicants must produce a satisfactory assessment of their academic qualifications by the Center for Professional Engineering Education Services (CPEES), a unit of the National Council of Examiners for Engineering and Surveying (NCEES) or present an undergraduate degree from a school that is recognized by the Washington Accord. Prior to October 31, 2006, assessment by the Engineering Credentials Evaluation International (ECEI) was deemed qualifying. The NCEES assessment and any additional coursework used to correct deficiencies must be completed by the anticipation date. Registration as a Professional Engineer in the State of Illinois or another state will be accepted in lieu of an assessment for foreign-educated applicants.
Examination: The examination will consist of a Training and Experience evaluation (T&E) weighted 90%, an efficiency rating weighted 5% and a seniority rating weighted 5%. The minimum passing score on the training and experience evaluation will be 70% unless determined otherwise by the Director of Human Resources. Candidates must achieve a passing score on each test to have their names placed on the eligible list.

PURPOSE OF POSITION:

Under close supervision of the Manager-Electric Line Engineering or designee, performs basic engineering duties necessary for the completion of the department's goals. Engineer I is considered an entry-level engineering position. Most work will be initially performed under the mentorship of more experienced engineers. Progression towards more autonomous work performance will be expected as experience is gained in electric line design. Duties will be dependent upon departmental workload and may include any or all of the duties described below. This position may supervise Intern employees.
ESSENTIAL JOB FUNCTIONS:
The following represent the core responsibilities of the Engineer I - Electric Line classification. Higher-level classifications are expected to perform these functions with increased proficiency, autonomy, and ownership.
1. Performs general engineering functions in the design and operation of electric distribution and transmission facilities.
2. Designs of line extensions to provide electric service to new large-scale commercial and industrial customers, with assistance as required.
3. Redesigns existing electrical facilities for residential, commercial, and industrial customers due to load or system changes, building additions, or other construction activities, with assistance as required.
4. Performs engineering design of reinforcement projects, whiteway lighting projects, and preventative maintenance and system power factor improvement projects, with assistance as required.
5. Performs engineering design and layout of electric facility adjustments as required for highway improvement projects, sewer projects, and other municipal improvement projects, with assistance as required.
6. May obtain construction permits from appropriate agencies.
7. Reviews, updates, and prepares electric construction standards with assistance as required. Prepares job drawings, material lists, cost estimates, and construction labor estimates.
8. Analyzes various new materials and processes and works with vendors and equipment suppliers, with assistance as required. Stays current on electric transmission and distribution technology including electric distribution automation software and systems. Determines control settings for electric distribution equipment (reclosers, regulators, capacitors, fault indicators, etc.).
9. Reviews electric plans for City and County projects to ensure compliance with Electric Service Standards, including compliance with the National Electrical Safety Code.
10. May assist with preparing contracts for bidding purposes as required to secure contractors to perform work on electrical system such as line construction, maintenance, and emergency rebuilds.
11. Assists in Outage Center or in field supervision for emergency work as required. This work may be during or after normal working hours.

QUALIFICATIONS:
Education and Experience:
Pursuing a bachelor's degree in Engineering from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. ElectricalEngineering majors are preferred. No previous engineering experience is required.
