AIR is seeking a strategic and experienced Vice President, Contracts, Grants and Procurement to lead and evolve our Contracts, Grants, and Procurement (CGP) Team. CGP provides support to program staff throughout the entire award lifecycle, from pre-award operations and negotiations through post-award contract and subcontract compliance, administration and closeout. CGP also provides full procurement support for the organization. In addition to full award lifecycle support, administration and compliance, this role is responsible for driving process improvement and enabling operational excellence in support of AIR's mission-driven work. This position reports to the Senior Vice President and Chief Financial Officer.
The Vice President will lead a high-performing team, collaborate with internal and external stakeholders, and play a key role in the implementation and optimization of AIR's enterprise business systems. This role is critical to ensuring the integrity, efficiency, compliance, and strategic alignment of AIR's contract- and grant-related administration processes and operations as well as vendor management and procurement of materials and services. The Vice President will be focused on managing the lifecycle of AIR's externally funded contracts and awards from a wide range of sources including federal, state, and local governments as well as private foundations and non-governmental organizations. Compliance requirements include those pertaining to the Federal Acquisition Regulation and Uniform Grant Guidance.
This position offers flexibility to be fully remote within the United States (does not include U.S. territories) or to work in a hybrid capacity from AIR's offices in Crystal City, VA or Chicago, IL with occasional travel required for meetings and training sessions.

Oversee the complete contract and grant lifecycle, implementing scalable, compliant processes that drive efficiency, mitigate risk, and align with AIR's strategic objectives.
Provide strategic guidance and business leadership, collaborating across teams and optimizing contract management systems to ensure data integrity and long-term effectiveness.
Create a culture of continuous improvement within the team to ensure that processes are actively monitored for effectiveness and adjusted as needed to keep up with changing business needs.
Drive the digital transformation and process optimization of all contracts, grants, and procurement systems, leveraging technologies like AI, machine learning, and advanced data analytics to enhance decision-making and efficiency.
Compliance & Risk Management
Ensure compliance with AIR policies, federal regulations (including FAR and Uniform Guidance), and funder-specific requirements, while supporting external reviews and audits related to contracts and grants.
Monitor and manage risk across the contracts and grants portfolio, including areas such as intellectual property, conflicts of interest, data rights, and audit readiness.
Stakeholder Collaboration
Serve as a senior advisor to AIR leadership, program teams, finance, and business development on contract and grant matters.
Inspire and lead collaboration across internal units (e.g., Business Development, IT, Finance, Legal) to ensure procurement strategies support and enable their innovative initiatives.
Facilitate cross-functional collaboration to ensure alignment between contract execution and negotiation, maintenance and administration, project delivery and closeout.
Funding Acquisition & Contract Administration Oversight
Lead and oversee the intake, execution, and management of funding agreements, ensuring alignment with AIR's contract and grant administration processes and organizational standards.
Collaborate with Finance, Business Development, Legal and other internal teams to support accurate data capture, reporting, and compliance related to acquired funding.
Provide strategic input on proposal development, risk management and contract dispute resolution to support and strengthen AIR's operational and business objectives.
Qualifications:
Education, Knowledge, and Experience
Bachelor's degree in business, law, or related field; advanced degree preferred.
Minimum of 20years of progressive experience in contracts and grants administration, including at least 5 years in leadership and team management roles.
Extensive knowledge of federal contracting regulations (including the FAR, Uniform Guidance), grants management, and compliance frameworks.
Federal Contract Manager (CFCM)certification is desired.
Proven experience implementing or working with modern procurement and contract management software (ERP, e-sourcing tools) and a track record of automating manual processes.
A proven record of initiating and carrying out productivity or process improvement programs that directly resulted in enhanced capabilities or mission success, not just cost savings.
Deep knowledge of the regulatory landscape and experience interpreting evolving regulations but, as importantly, possessing the ability to navigate and leverage flexibilities within regulations to drive innovation.

IDA research staff members conduct multi-disciplinary analyses in an environment that encourages rigorous, independent research on challenging and complex issues. * Ensures shift is fully covered before being relieved and conducts a complete and thorough turn over/pass down with oncoming and outgoing Security Officers/shifts.
* Performs the duties of Security Officer Team Lead as necessary, to include operating the Console Command Center.
* Performs and annotate, opening and closing of the SCIF, Roving watches inside and notify the SCIF Manager if needed.
* Responds to alarms within SCIF. Investigate report and take necessary actions if needed.
* Responds to alarms and emergency situations by summoning police, fire or other emergency personnel as needed, operates sprinklers and fire equipment; renders first aid if necessary; records emergency response actions in computer.

Qualifications

**Responsibilities**
+ Functions as the coordinating technical expert for the Human Performance program in locations or within units/groups where an HP program Manager and/or Coordinator is/are not available
+ If required, assist the HP Manager (Government representative) in the performance of their duties
+ Perform the following services POTFF's HP program for SOF personnel, with priority on SOF Operators and Direct Combat Support personnel:
+ Plan, develop and synchronize technical training, guidance, and programmatic and policy recommendations
+ Secure, protect, and enhance the readiness of all operators across the range of military operations
+ Design, implement, document, and provide direct daily oversight of all human performance services utilizing a demonstrably methodical approach for the required level of peak performance and reconditioning of all SOF operators, while providing ongoing, objective feedback to the HP lead, POTFF lead, and chain of command
+ Perform an inventory of Human Performance supplies and resources, assist in preparing equipment and supply requisitions to replenishing exhausted supplies, acquire preventive maintenance for Human Performance equipment, and present new and emerging equipment for purchase consideration
+ Oversee and advise on the training and travel of HP staff under his/her purview
+ Develop and promulgate training materials as requested and required by the HP program Manager, Coordinator, and/or location-specific, senior POTFF staff member
+ Collect and report all data as requested by the HP program Manager and/or Coordinator and required by USSOCOM HQ and POTFF staff
+ Document work performed, utilization, referrals, and all other information in the HP Enterprise-wide database, i.e., SPEAR, as directed by HP program Manager and/or Coordinator and required by USSOCOM HQ and POTFF staff
+ Attend, participate in, and promote interdisciplinary meetings with POTFF staff, medical staff, and chain of command
+ Utilize computers, software, and technologies as required and requested by the HP program Manager and/or Coordinator, USSOCOM HQ and POTFF staff
**Key Qualifications**
+ Master's degree in an accredited exercise science, health science, or physical education-related discipline
+ Current certification as one of the following: Certified Athletic Trainer, Strength and Conditioning Specialist, Senior Strength and Conditioning Specialist, Physical Therapist, Cognitive Performance Specialist, or Performance Dietitian

What will you do in this role?
The IDA Security Officers are responsible for the physical security at the IDA Systems and Analyses Center in Alexandria, VA. This position is a physical security role in which security guards are required to observe and report as they patrol the premises and monitor CCTV feeds. Through instruction and on-the-job training, you will become familiar with all normal and emergency IDA Security Officer Procedures, each duty post assignment, and the physical layout of the facility.
Key Responsibilities
* Visually check for appropriate security access badges.
* Escort scheduled, unscheduled, and uncleared personnel or visitors around the facility.
* Perform checks of safes containing classified documents; look for safety hazards, security violations, or unauthorized activity; and report to the appropriate supervisor.
* Pick up bagged classified waste weighing up to 10 pounds from various locations in the IDA facility for transport to the disintegrator room. Accomplish the destruction of the material via the disintegrator and other required methods of destruction while adhering to stated procedures.
* Maintain and update the shift log and prepare special reports.
* Maintain stationary posts and/or physically patrol all areas of the building (interior and exterior) including the parking garage.
* Issue and maintain records. Retrieve badges using the appropriate program and logs.
* Perform the duties of the Shift Supervisor as necessary, to include operating the Console Command Center.
* Perform Receptionist duties for numerous IDA facilities, using computerized visitor control system.

* U.S. Citizenship is required.
* Active Secret Security Clearance or above is preferred.
* High school diploma or equivalent.
* At least one year of work experience, preferably in physical security, but not a requirement.
