The Cash Consortium of Sudan (CCS), a collaborative platform to advance a progressive vision of the potential of cash and markets assistance to transform humanitarian response and recovery in partnership with vulnerable conflict-affected populations in Sudan. CCS leverages common programmatic approaches as well as M&E for harmonized and scaled delivery and learning. The core intervention areas for the CCS include cash assistance for basic needs (Multi-Purpose Cash Assistance (MPCA) and Group Cash Transfers), Market strengthening interventions, capacity strengthening and the generation of evidence to inform refinements to program design as well as the broader response.
The CCS is a multi-donor platform with an anticipated initial funding base of $50M USD to enable a nationwide response, though the majority of resources have so far been focused on famine prevention and response in the Greater Darfur Region, as well as Greater Kordofan Region and Khartoum. It is led by Mercy Corps, building on its extensive global experience as Consortium lead agency, with cash coordination, and breadth of technical resources. The partnership includes eight international NGOs, each of which bring strong cash and complementary technical competencies, as well as expansive operational coverage in Sudan. The CCS also includes eleven Sudanese NGOs as partners in alignment with global aid sector commitments to enhance the prominence of local actors in driving humanitarian response and recovery.
Purpose / Project Description:
Since the conflict broke out in Sudan, it has faced severe liquidity challenges alongside currency devaluation, inflation on essential goods, and limited access to both physical and digital financial infrastructure. These factors - exacerbated by the Central Bank of Sudan's (CBoS) November 2024 announcement to withdraw certain banknotes and introduce new ones - have deeply constrained cash programming. The resulting operational barriers include:
* strict cash withdrawal limits for individuals, organizations, and companies;
* shortages and delays in cash availability for distributions;
* denial or restriction of cash-in-hand assistance by local authorities;
* safety and security risks in physical cash transport;
* limited digital and banking inclusion; and
* lack of clarity on currency legitimacy across areas of control.
Against this backdrop, the CCS is pursuing a diversified MPCA delivery strategy to hedge against blockages and maintain assistance continuity. Alongside pilots using vouchers, NFC cards, cryptocurrency, and common contracting, CCS members are also working flexibly within existing digital infrastructure - most notably the Bank of Khartoum's "Bankak" application, which has become a primary tool for household-to-household and household-to-vendor transactions in many functioning markets.
However, a significant portion of MPCA target households - particularly displaced and marginalized populations - lack access to bank accounts, smartphones, identification, or internet connectivity. To ensure inclusion, partners are increasingly using a "delegate" or proxy mechanism, whereby a trusted individual receives funds on behalf of a beneficiary and delivers the equivalent value (in cash or goods) within a defined timeframe.
While these systems help maintain reach and continuity, they introduce complicated layers of protection, inclusion, ethical and compliance risk.
The Consortium seeks a research consultancy firm/company to support understanding and managing these risks - to safeguard beneficiaries, ensure fiduciary integrity, and align with humanitarian principles.
Note: Research focus will be agreed with the selected consultant before commencement. Potential research questions to explore include:
1. Context and Functioning of Proxy Mechanisms
* How are proxy or Delegate systems currently functioning across CCS partners (INGO and NNGO) and operational areas?
* What are the key drivers behind their use (liquidity, access, trust, authority, social capital)?

2. Protection, Inclusion, and Power Relations
* What risks do proxy mechanisms pose to beneficiary safety, dignity, and equitable access (e.g. coercion, exploitation, gender-based risks, gatekeeping)?
* What are the prevailing characteristics of a delegate and the nature of their ties to the intended beneficiary (e.g. family, friend, local leader, trader etc.)
* How do gender, group, displacement status, literacy, and documentation affect who is appointed or who acts as a delegate?
* What social ties, incentives, norms, or sanctions govern trust and accountability between delegates and beneficiaries?
* Are there identifiable patterns of exclusion or abuse within proxy systems, and how do they intersect with local hierarchies?
* What risks might proxies themselves be exposed to, if any?
3. Compliance, Fiduciary, and Do No Harm Considerations
* To what extent do proxy mechanisms expose humanitarian actors to diversion, complicity or gatekeeping risks - particularly where delegates are not a family relation - i.e. traders, local elites, or politically connected?
* In the case of a non-familial proxy - what are the incentive structures that motivate their participation?
* How should incurred cash-out or matching fees be handled within proxy distribution programs?
* How can humanitarian principles and counter-terrorism, sanctions, and AML compliance requirements be maintained in proxy transactions? Particularly in the case of a proxy acting for multiple households.
* What might constitute appropriate verification, recordkeeping, and compliance mechanisms under these conditions?
4. Accountability and Monitoring
* What systems can ensure that beneficiaries receive their full entitlements safely and transparently?
* How can feedback and complaints mechanisms operate effectively in proxy contexts, especially where beneficiaries may fear retribution?
* What indicators should be monitored to detect emerging gatekeeping, coercion, or diversion patterns?
5. Operational Recommendations
* Should CCS continue use of proxies and to what extent can the use of delegated be expanded and what key are the key recommendations on use of proxies?
* What operational considerations do CCS partners need to make in use of proxies?
* What minimum standards, eligibility checks, and documentation should govern delegate selection and oversight?
* How can CCS partners build safe inclusion pathways for individuals without IDs or devices, while maintaining compliance?
* What adaptations to targeting, transfer confirmation, or follow-up verification would reduce harm and enhance trust?
Consultancy Objectives:
* Analyse the emerging use and functioning of proxy mechanisms (delegates) within CCS MPCA delivery across operational areas in Sudan.
* Identify and assess protection, inclusion, and do no harm risks, including potential exploitation, coercion, exclusion, and abuse of trust.
* Examine compliance, fiduciary, and diversion risks associated with proxy systems and their interface with digital and physical liquidity networks.
* Recommend practical risk mitigation, monitoring, and accountability measures that balance inclusion and integrity.
* Strengthen the CCS risk management framework and finalize working guidance for proxy-based MPCA.

Required Experience & Skills:
* Proven experience in cash and markets programming in complex or conflict-affected environments, ideally in Sudan or the wider Horn of Africa.

The UCLA Teaching and Learning Center (TLC) was established in August 2023 to support UCLA's educational mission to engage a university-wide community of scholars composed of educators and the diverse learners they serve in a collaborative process to discover and advance knowledge and practice across the disciplines both in and beyond the classroom. The TLC is a key driver of innovation and excellence in teaching across UCLA's broad academic landscape, a campus resource for programming in support of inclusive and evidence-based teaching practices, and a champion of pedagogical research.
The TLC invites applicants for a position of Pedagogical Research Postdoctoral Scholar to support the Vice Provost for Teaching and Learning (VPTL) in developing a research agenda for the newly established Pedagogical Research and Scholarly Teaching (PRST) unit of the TLC. The position is a full-time appointment with a start date of January 1, 2026. Salary range is commensurate with experience. The position comes with University benefits. Overview of the Position
Pedagogical Research and Scholarly Teaching (PRST) is a new unit within the TLC devoted to advancing action research, discipline-based education research (DBER), the scholarship of teaching and learning (SoTL), and interdisciplinary research in the learning sciences. PRST brings together faculty, including Professors of Teaching, TLC staff, and campus partners (including students) as thought leaders in investigatory teams to identify research themes, secure funding, and pilot projects that elevate teaching excellence, accelerate instructional innovation, and promote pedagogical experimentation and discovery across the disciplines at UCLA. Current research projects include empirical investigations of evidence-based teaching practices, the impact of educational technology (i.e. Artificial Intelligence) and technology-enhanced learning spaces, systematic studies of instructional modalities and other methodological interventions at the undergraduate and graduate student levels, and faculty engagement in professional teaching development. The Pedagogical Research Postdoctoral Scholar will work collaboratively with the VPTL to contribute to TLC's mission of increasing the use of data-informed pedagogical practices.
Core Responsibilities
* Develop theory of change, conduct literature reviews, and design IRB-approved, mixed-method empirical studies to examine the impact of educational interventions.
* Engage with graduate research assistants, project team members, and TLC staff to focus, improve, and evaluate the efficacy or feasibility of research approaches.
* Support extramural grant proposal writing and study design including logic model development.
* Create and administer assessments, collect data, analyze results, report and disseminate research findings.
* Establish and maintain data collection and management standards for the PRST.
* Work collaboratively with the VPTL to author research manuscripts, prepare and present research conference papers, posters, and talks.
* Perform other related duties and participate in special projects as assigned by the VPTL.

Position description
Postdoctoral positions are available in the lab of Dr. Mireille Kamariza at the University of California Los Angeles (UCLA), located in the Bioengineering Department. Leveraging chemical biology and fluorescence imaging techniques, we are developing a new platform to detect tuberculosis (TB) drug resistance in patient samples. Poor diagnostic tools to detect active disease hamper TB control programs. Accurate detection of live Mycobacterium tuberculosis (Mtb) could therefore improve TB diagnosis and patient treatment. Postdoctoral fellows will work on interdisciplinary projects within a highly collaborative environment to identify optimal combinations of TB drugs, old and new. Using high-throughput image analysis or large-scale quantitative fluorescence analysis, candidates will decipher drug efficacy and efficiency and potentially gain mechanistic insights for designing novel therapeutic strategies. This project will equip the candidates with skills in microbiology, chemical and molecular biology.

Description of Population Served Para Los Niños' Mental Health Services Program works to address the mental health needs of children, ages 0-21, and their families in Service Planning Area 4 of Los Angeles (Skid Row, Downtown, Pico-Union, Boyle Heights, and Ramona Gardens Projects). We are the area's only mental health services provider for children in this area. 100% percent of the children and families we serve come from very low-income households, with the majority of them living 250% below federal poverty guidelines. The current median income of our families is $11,500 for an average household size of 3-6 people, less than five times the California average. 95% of our clients are Latino; 5% are African-American. 87.5% of the children's caretakers read little to no English. Of the children we serve, 18.2% are five years old or under; 52.2% are 6-10 years old; 25.2% are 11-15 years old; 4.4% are 16-20 years old.
Position Overview
Mental Health: Clinical track within MH that entails a specialization in working with children ages birth to five years old and their parent(s). Student receives training in Los Angeles County Department of Mental Health documentation and will carry a small caseload of children in the Mental Health Department. Student will also be placed part of their time in our Early Education program providing assessment, observation and services to children in Head Start /Early Head Start. Other training opportunities include collaboration and support to teachers in the classroom and participation in monthly Multi-Disciplinary Team meetings. Student will also have the opportunity to train in an evidenced based approach known as Nurturing Parenting.
Available Internship Days and Times
This internship is a 20 hours a week commitment. Internship days and times are flexible and depend on the specific track. However, Wednesdays are a mandatory training day as this is the day of the week in which staff meetings, trainings and group supervision take place on a weekly basis (9am-3pm).
The primary start date for training is the first Wednesday after Labor Day. However, there are several slots available to start in June for the Mental Health track. There will be a 2 day orientation that will take place at the end of August in order to help the students with onboarding activities. This 2 day orientation is necessary in order to ensure students have completed activities that will support their beginning their clinical training. It should also be noted that the first two weeks of training in September, most trainings are scheduled to take place on Monday, Wednesday and Friday. Attendance to these training days is required unless prior arrangements have been discussed with the respective training supervisor.
Special Requirements: (ie: livescan , TB clearance, training days prior experience) We require that all students pass a livescan, drug screening and TB test. Agency wide trainings are also required (topics on trauma informed treatment, child abuse reporting, CPR / First Aide, etc..).
Supervision and Training Plan: (describe format and delivery: individual, group, time, day of training and training topics).
Supervision: Students receive 1 hour of individual and 2 hours of group supervision weekly. Both individual and group supervision is done in person. Group supervision consists of no more than 8 students. Students present cases each week in a structured presentation format to facilitate this area of their professional development.
Meetings with Preceptors / Mentors: Students are assigned a preceptor / mentor at the beginning of the training year. This preceptor / mentor is a seasoned clinician who will essentially be available to support the student as they learn their role in providing services. For the students who are in the Mental Health Track, this preceptor / mentor will have the student shadow them in doing an intake assessment of the student's first client. The preceptor / mentor will then shadow the student as they administer the intake assessment of their second client.
Trainings: Students participate in weekly and bi-monthly trainings. Trainings take place on Wednesdays from 10am-12pm. Once to twice a month (1st and 3rd Wednesday) we hold trainings on various topics that support the work with children and families. Various topics that have been presented previously include crisis intervention, compassion fatigue, perinatal mood and anxiety disorders, attachment, brain development, Relationship Based Approach, art therapy and sensory processing disorders.

About the Opportunity
The ARMS Postdoctoral Researcher works under the mentorship of Dr. Luiz Rocha, the Curator and Follett Chair of Ichthyology, to conduct novel research on shallow coral reef and mesophotic Autonomous Reef Monitoring Structures (ARMS) deployed across the biodiversity gradient of the Indo-West Pacific. The researcher will also co-mentor graduate students and summer interns.
The Postdoctoral Researcher will: co-lead marine field expeditions to Guam, Palau, French Polynesia and the Marshall Islands, generate and analyze biodiversity genomic data of tropical coral reef organisms, and implement models that translate these data into insights relevant to research and management of natural resources. About the ARMS Project
The Academy's ARMS are the key to documenting coral reef biodiversity. During Phase I of
Hope For Reefs,
we deployed 108 ARMS units in four locations along the Indo-Pacific gradient of biodiversity: Palau, Guam, Marshall Islands, and French Polynesia. Now we are preparing to retrieve these ARMS, and they will provide new data not only for a plethora of ecological and evolutionary biology experiments but also will stand as the first and most complete standardized baseline dataset for mesophotic reefs worldwide.
ARMS, coupled with modern metabarcoding techniques, provide one of the most complete and advanced ways of sampling the coral reef's biodiversity. ARMS are 23cm x 23cm artificial structures that are left on the reef for multiple years and provide surfaces and spaces for mobile and sessile organisms to settle on or shelter within, as well as accumulate DNA from nearby organisms. When the ARMS are recovered, they are home to as much as 10x more species diversity than what could normally be detected by specialists through standard sampling, and most of this diversity is unknown. Larger organisms associated with the ARMS are photographed, vouchered, and identified by specialists. Smaller mobile and sessile organisms scraped off the plates are homogenized, and identified via DNA metabarcode protocols using High Throughput Sequencing (HTS). This approach not only gives us precise presence-absence information for thousands of species but also allows us to estimate how much biodiversity is unknown by comparing our data to public DNA sequence databases. Furthermore, we are able to estimate relative abundances more precisely, providing essential data for ecological studies and environmental monitoring.

The Environmental Law & Policy Center (ELPC) is hiring a Natural Resources Scientist with a Ph.D in conservation biology, environmental science, fisheries/wildlife biology, or a closely related field, to advance and develop scientific support for ELPC's strategic public interest environmental advocacy and litigation at the national, regional, state, and local levels to protect the Great Lakes and the Midwest's public lands, wildlife, and biodiversity. This is a two-year fellowship position starting in early 2026, based in our Chicago (preferred) or Washington, D.C. office.
The ELPC Natural Resources Scientist will work with our public interest litigation attorneys, policy advocates, economists, and communications specialists to provide science-based support for litigation and advocacy, educating policymakers, and advancing natural resource protections across the Midwest with a focus on the Great Lakes, public lands, vital natural resources, and wildlife. The Natural Resources Scientist will assist in developing the scientific and technical bases for ELPC's advocacy and litigation work to effectuate improved environmental policies and protections for the Great Lakes and Midwest, the addition and better management of public lands, and stronger and smarter regulations and permit requirements by federal and state agencies. The Natural Resources Scientist will also evaluate methodologies and rationales in rulemakings, permitting decisions, management actions, and the like to identify potential inadequacies and opportunities for improved environmental protections.

RESPONSIBILITIES:
Work with ELPC's attorneys and policy specialists to assess threats to the Midwest's public lands, wildlife, and other natural resources, including the Great Lakes, and to advance strategic advocacy with strong science-based analysis and environmental solutions.
Work on ELPC's Great Places - Great Lakes Program team to protect especially at-risk wild and natural places in the Midwest including the four-state Driftless Area landscape (IA-IL-MN-WI), National Wildlife Refuges, the Great Lakes, and the Northwoods.
Work closely with ELPC's stellar Science Advisory Council across multiple project opportunities.
Identify and critically evaluate and analyze scientific research and methodologies relevant to ELPC's litigation and public advocacy work.
Draft technical comments, reports, testimony, and other materials, in coordination with ELPC lawyers and policy advocates, to support ELPC's litigation and advocacy work.
Assist in developing scientific and factual bases for ELPC's natural-resource related policy proposals and litigation matters.
Build and maintain relationships with other scientists focused on relevant natural-resource science work and engage in outreach to the scientific community to support our work.
QUALIFICATIONS:
Ph.D (strongly preferred) or MS in conservation biology, environmental science, fisheries/wildlife biology, or a closely related field.
Strong technical writing and communication skills, with the ability to successfully multi-task on multiple projects.
Excellence in identifying and evaluating scientific research and effective methodologies in natural-resource fields applicable to ELPC litigation and public advocacy work and in communicating complex technical and scientific matters in a manner the public and regulators will comprehend.
Knowledge of the Midwest/Great Lakes region is strongly preferred, and a desire to apply scientific skills to advance environmental protection and advocacy is a must.
Experience working in a federal or state natural resources agency is a plus.
Strong quantitative skills, with proficiency in data analysis and presentation skills, including working knowledge of GIS and statistical programs.
Interest in working with ELPC's attorneys and policy advocates to advance the organization's goals of protecting the Midwest's natural resources and ensuring a clean and healthy environment for Midwesterners.
SALARY:
For January-February 2026 starting date, salary range of $80,000 - $110,000 (for Ph D.s) based on level of experience and skills fit for this position. ELPC offers a nationally competitive salary and this position is eligible for the full suite of ELPC's excellent benefits.
