Role Description:
The Probationary Process Engineering Technologist II provides engineering support for the Blue Plains Wastewater Treatment (WWT) Plant; evaluates the effectiveness and efficiency of all treatment processes and develops and implements procedures and methods to control plant performance. Responsible for Operations, Process Controls, Maintenance, and Asset Management for the WWT Plant. Conducts process studies and evaluates new products, processes, and techniques used in wastewater treatment processes; Develops feasibility proposals.
* This is a probationary position and if hired, the employee must be able to obtain a DC PE within twelve (12) months from the date of hire or forfeit employment.

1) A PE from another state; and

* Identifies type and scope of work and develops work specifications; interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
* Provides engineering support and guidance in troubleshooting complex process problems as needed to ensure that process, systems, and/or facility modifications enhance operation of facility. System troubleshooting includes digital control software and equipment.

Role Description:
The Journeyman Plumber is responsible for the maintenance, installation, repair, and modification of all piping and plumbing systems and equipment and 2 life safety functions throughout DC Water.
Essential Duties & Responsibilities:
* Performs installation and repair of piping/plumbing systems and equipment. Installs bathrooms, kitchens, and performs remodeling functions. Keeps all plumbing operable at the outside pumping stations. Installs and replaces hot water heaters. Repairs and/or replaces roof drains. Responds to plumbing emergencies on DC Water properties.
* Maintains 2 of DC Water's Life Safety functions which includes backflow preventions (keeping drinking water safe and fit to drink) and Fire Safety System which consists of checking and resetting alarm panel; repairing and relocating sprinkle systems; delivering and hanging fire extinguishers; checking and maintaining fire pumps and smoke detectors; inspecting and repairing emergency eye wash shower system; etc.
* Performs a variety of troubleshooting requirements to ascertain the cause(s) of problems and/or malfunctions of the plumbing system.
* Coordinates work with other trades and operational personnel if needed.
* Transport materials and equipment to job site and performs repairs and/or installations.
* Tests systems and repair equipment for proper operation.
* Provides guidance and instruction to less experienced employees.

Role Description:
Supervisor, Utility Services supervises personnel and guides work processes, records management, data and technology integration, productivity and performance measures and evaluation, and logistical support for the water and sewer infrastructure repair and maintenance operations, work plans and program improvement efforts. Performs data evaluation, statistical analysis and directs the tracking, analyzing and reporting of work order activities for the purpose of documenting, evaluating, and reporting operational activities, including performance, productivity, cost of service, and work force utilization.
Essential Duties & Responsibilities:
Directs the program management process for work planning, scheduling, and work coordination to support the Water and Sewer infrastructure repair and replacement projects and system rehabilitation efforts.
Serves as a DC Water liaison to DDOT in the coordination of permit applications and processing and other DDOT provisions that are required to initiate and execute water and sewer emergency repairs and system maintenance and rehabilitation projects in public space.
Plans, monitors, and coordinates activities involved with the planning, scheduling, replacement and maintenance of distribution system assets in Water, Sewer and Customer Services in addition to contracted services.
Participates in the identification, development and management of databases and record management systems based on business requirements.
Facilitates and supports the workflow standardization and Maximo integration efforts to link the Water and Sewer Operations into the enterprise records management system.
Guides the planning, qualifying, setting parameters, coordinating and scheduling infrastructure repair, replacement activities with various stakeholders, including customers, outside agencies and contractors facilitating business requirements, such as DDOT permits, utility marking and other preliminary activities.

Role Description:
The Specialist, Safety Training plays a critical role in developing and delivering comprehensive safety training programs across DC Water campuses and operations. Responsible for identifying training needs, creating training materials, and conducting engaging and effective training sessions on various safety topics to ensure all employees and contractors are equipped with the knowledge and skills to perform their jobs safely.
Essential Duties & Responsibilities:
Training Program Development: Design, develop, and maintain up-to-date safety training programs and materials. Ensure content is relevant, engaging, and compliant with current safety standards and regulations.
Training Delivery: Conduct safety training sessions across various levels of the organization, from new hires to management, utilizing a variety of training techniques to accommodate different learning styles.
Needs Assessment: Collaborate with department heads and safety officers to assess safety training needs throughout the organization. Regularly review and analyze accident and incident reports to identify areas for training improvement.
Compliance: Ensure all safety training programs meet local, state, and federal regulatory requirements and standards. Stay abreast of changes in safety regulations and best practices to continually update and improve training programs.
Evaluation and Improvement: Develop and implement evaluation processes to assess the effectiveness of safety training programs. Use feedback and data to continuously improve training content and delivery methods.

Role Description:
Specialist, Compliance WQ is responsible for assisting in the development, implementation, and monitoring of customer compliance programs (backflow prevention and grease abatement) and the hydrant-use permit program. This role is responsible for ensuring customers' water, wastewater, and industrial waste systems are in compliance with governing DC Plumbing Codes, DC Municipal Regulations, and DC Water Policies. The Specialist, Compliance WQ position will be involved in a broad range of responsibilities including, but not limited to, conducting field compliance inspections; tracking and enforcing code and regulation requirements regarding cross-connection control, unauthorized water use, temporary hydrant use and sewer discharge permits, developing enforcement codes, monitoring industry trends, drafting letters describing inspection findings, communicating to customers, and educating stakeholders.
Essential Duties & Responsibilities:
Assists in the development and monitoring of DC Water's customer compliance programs.
Provides technical support to internal customers within DC Water and other agencies such as Washington Aqueduct, Department of Health, Council of Governments, and local governments on backflow prevention and cross connection issues. Represents the Authority at public meetings.
Schedules and conducts site Inspections of water and sewer connections, meter yokes, backflow preventers, and/or grease interceptors to ensure compliance with applicable codes, municipal regulations, industry standards and DC Water policies.
Inspects industrial sewer dischargers, such as hospitals and chemical plants to ensure compliance with their discharge permits.
Processes the issuance and return of fire hydrant meters and backflow preventers with customers and internal tracking in database and billing systems.
Process fire hydrant meter readings and account refunds in database and billing systems.
Schedules and conducts site inspections to recover fire hydrant meters and backflow preventers from customers with expired permits and to investigate reported illegal connections to fire hydrants to ensure compliance with applicable codes, municipal regulations, industry standards and DC Water policies.
Inspects, tests, and repair fire hydrant meters and backflow preventers.
Communicates to all stakeholders verbally and through written reports, letters, and emails regarding inspection findings, recommendations, and requirements for complying with applicable codes, municipal regulations, industrial standards, and DC Water policies.
Responds to and assists staff with emergency investigations.

Role Description:
The Meter Technician I aids Meter Technician II engaged in the performance of various field duties in support of customer services, i.e., field testing, installation, maintenance, and replacement of meters, obtaining reads from vault meters following confined space entry procedures, performing bench test of Authority meters, and recording results in various systems.

Job Description:
The Chief Financial Officer (CFO) provides strategic financial leadership for ABA, its subsidiaries, affiliates, and associated plans and funds. This role ensures the integrity of financial operations, compliance with GAAP and regulatory requirements, and transparent reporting to the Board and executive leadership. The position partners closely with the Chief Finance & Administration Officer (CFAO), shaping financial strategy, risk management, and investment decisions while leading a team of eleven responsible for operational excellence.
The CFO also serves as ABA's Controller and reports directly to the CFAO.
Key Responsibilities: Financial Operations
Manage accounting for ABA, its three nonprofit subsidiaries, two for-profit entities, two affiliates, PAC, and Thrift and Retiree Medical Plans.
Ensure accurate, complete, and GAAP-compliant financial records.
Implement and maintain internal controls that safeguard assets and ensure compliance with applicable laws.
Oversee multi-state payroll, accounts payable (including P-Card, purchase orders, and expense reimbursements), accounts receivable, and bank reconciliations.
Manage treasury activities, banking relationships, and short-term investment strategies.
Financial Planning & Analysis
Lead development and consolidation of ABA's annual budget (operating, capital, board-designated funds), ensuring appropriate allocation of internal costs and alignment with organizational priorities.
Provide regular forecasting of operating results, cash flows, and fund utilization.
Analyze financial performance, trends, and variances to inform leadership of decision-making.
Support CFAO with ad hoc financial analysis and reporting as needed.
Oversee cash flow, liquidity, and short-term investments across all funds, including General, VEBA, Board-designated, and restricted funds, optimizing returns while ensuring resources are available for operational and strategic needs.
Financial Reporting & Audit
Prepare and present financial statements, reports, and analyses to the Board, executive leadership, and department heads.
Support external audits and internal audit processes, including management responses and implementation of audit recommendations for seven annual financial audits.
Ensure compliance with all reporting standards and FASB requirements.
Tax and Compliance
Oversee timely filing of sales, income, payroll, property, and informational tax returns, as well as lobbying reports.
Maintain compliance with state and federal regulations, including sales tax and vendor documentation (W-9/W-8).
Ensure all revenue management systems comply with state sales tax regulations, maintaining accurate setup and reporting across platforms (e.g., Nimble AMS and Cornerstone LMS).
Investment Management
Manage ABA's investment portfolio in accordance with Investment Policy Statements and in coordination with the Investment Advisory Committee.
Serve as staff liaison to the Investment Advisory Committee and investment consultant; oversee fund rebalancing, manager selection, and policy updates.
Optimize returns on operating funds while maintaining liquidity for operational needs.
Financial Systems Administration
Oversee the financial system of record (Workday) and integrations with planning, revenue management, contract management, and P-Card systems.
Ensure system enhancements, reporting, and internal control requirements are implemented efficiently.
Additional Responsibilities
Recommend, update, and monitor internal controls, policies, and procedures annually.
Maintain Finance Department business continuity plans.
Serve as backup to CFAO for all financial matters.

Role Description:
The Probationary Process Engineering Technologist II provides engineering support for the Blue Plains Wastewater Treatment (WWT) Plant; evaluates the effectiveness and efficiency of all treatment processes and develops and implements procedures and methods to control plant performance. Responsible for Operations, Process Controls, Maintenance, and Asset Management for the WWT Plant. Conducts process studies and evaluates new products, processes, and techniques used in wastewater treatment processes; Develops feasibility proposals.
This is a probationary position and if hired, the employee must be able to obtain a DC PE within twelve (12) months from the date of hire or forfeit employment.
The following is required by the first day of employment:
1) A PE from another state; and
2) Submission of proof that a District of Columbia PE application for reciprocity has been submitted to DCPL; or all DC PE reciprocity documents have been submitted to the National Council of Examiners for Engineering and Surveying (NCEES).
Maryland Professional Engineers must also have an Engineer in Training (EIT) license as DC does not provide reciprocity without an EIT.
Essential Duties & Responsibilities:
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:
For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.
Recommends policies, procedures, methods, and practices to ensure that plant meets or exceeds NPDES permit requirements and enhances the safety, quality, effectiveness, and efficiency of operations.
Develop strategies to meet process objectives. Implements process control strategies through hands on use of the Process Control and Computer System, PLC systems, and various HMI software packages.
Reviews and interprets complex design drawings, plans, and specifications for proposed changes in existing facilities and for construction of new wastewater facilities; evaluates designs for functionality, cost-effectiveness, efficiency, and compliance with industry practices; performs detailed analysis to identify inadequacies, ambiguities, errors, and potential problems.
Designs new systems or modifies existing systems.
Identifies type and scope of work and develops work specifications; interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
Provides engineering support and guidance in troubleshooting complex process problems as needed to ensure that process, systems, and/or facility modifications enhance operation of facility. System troubleshooting includes digital control software and equipment.
Analyzes laboratory and other reports, including process efficiency data; identifies causes of non-routine events; recommends process control strategies and adjustments to process variables affecting the quantity and quality of process effluent; identifies how adjustments in one unit process impact other unit processes and overall plant performance.
Monitors process sampling strategies and recommend sampling protocols.
Writes regular and special technical reports. Writes, presents and publishes technical papers on wastewater treatment in national and international conferences and journals.
Plans work activities, develops schedules and assigns work to subordinates. Identifies training needs of subordinates; serves as a resource in teaching and guiding others in developing skills and knowledge.
Establishes, demonstrates and enforces high standards for safety, quality of work performed, and productivity; inspects work quality. Reports all hazards to the appropriate supervisor to ensure that safety and environmental hazards are corrected.
May also serve as Regulations Compliance Engineer, which includes other duties as assigned, such as managing a portion of the industrial pre-treatment program and ensuring compliance with the industrial storm water management program, the Clean Air Act, OSHA and EPA regulations, etc.

Role Description:
The Journeyman Plumber is responsible for the maintenance, installation, repair, and modification of all piping and plumbing systems and equipment and 2 life safety functions throughout DC Water.
Essential Duties & Responsibilities:
Performs installation and repair of piping/plumbing systems and equipment. Installs bathrooms, kitchens, and performs remodeling functions. Keeps all plumbing operable at the outside pumping stations. Installs and replaces hot water heaters. Repairs and/or replaces roof drains. Responds to plumbing emergencies on DC Water properties.
Maintains 2 of DC Water's Life Safety functions which includes backflow preventions (keeping drinking water safe and fit to drink) and Fire Safety System which consists of checking and resetting alarm panel; repairing and relocating sprinkle systems; delivering and hanging fire extinguishers; checking and maintaining fire pumps and smoke detectors; inspecting and repairing emergency eye wash shower system; etc.
Performs a variety of troubleshooting requirements to ascertain the cause(s) of problems and/or malfunctions of the plumbing system.
Coordinates work with other trades and operational personnel if needed.
Transport materials and equipment to job site and performs repairs and/or installations.
Tests systems and repair equipment for proper operation.
Provides guidance and instruction to less experienced employees.
Operates DC Water vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate DC Water personnel.
Flushes water lines and water fountains.
Performs daily and monthly preventive maintenance and makes minor repairs to a variety of equipment and systems.
Complies with the Authority's occupational safety and health policies and procedures.
The incumbent is subject to being placed on call during hours and schedule identified by DC Water.
Performs other related duties and projects as assigned at the discretion of the supervisor.

Knowledge and skills to properly measure, cut, assemble, and repair piping systems and components of all types and materials
Knowledge of proper pipe support and restraint
Skill in operating and utilizing all tools and equipment of the trade
Knowledge, skill, and ability to troubleshoot and perform preventive maintenance and minor repairs to plumbing equipment
Ability to read and interpret engineering drawings (blueprints), maps, etc.
Ability to solder copper pipe

Role Description:
The Summer Intern, Project Management Information Systems (PMIS) Analyst will support reporting, dashboard development, and data analysis using Project Management Information Systems (PMIS), including Unifier and Primavera P6. This role will assist with analyzing PMIS data, performing data clean-up, and leveraging AI tools to support data-driven insights. The intern will also assist with the development of training materials, including PowerPoint presentations and corresponding guide videos. Through this experience, the intern will gain exposure to the capital project lifecycle and understand how PMIS tools are used to manage capital projects.
