    UW's Department of Surgery has an exciting opportunity for a Grants and Contract Manager/Specialist, which is part of UW School of Medicine's Department of Surgery. The Grants and Contract Manager/Specialist manages post-award administration of a portfolio of grant and contact projects and management of budgets and financial aspects of the grants. As an integral member of the team, the Grants Manager collaborates/works with faculty and staff to provide Post Award Administration (75%), Administrations (15%) AND Pre-Award Administration (10%). The successful candidate will be skilled at having a thorough understanding of grant management, in accordance with all applicable rules and regulations, and be able to effectively communicate with principal investigators (PIs), program managers, finance staff and sponsors. Our Mission and How This Position Contributes to the Department of Surgery and the University: Research is a critical part of the University's mission. With over $500 million in research funding in the School of Medicine, alone, it is important that each area of the SoM, not only do the research work, but that research is carefully administered. The Department of Surgery conducts research in all areas/disciplines of the department. The department's research has produced game-changing research, including, clinical trials on “heart in a box,” as well as whether appendicitis can be successfully treated with medication, rather than surgery. The Grants Manager is responsible for the post-award financial management of awards received and proposals submitted by the divisions of Cardiothoracic Surgery, Plastic Surgery, Vascular Surgery and Transplant Surgery in the Department of Surgery. The Grants Manager will work as part of the Department of Surgery's centralized grant administration team to ensure compliance with all aspects of grant management. This position reports to the Assistant Director of Finance and Research Administration. The Department of Surgery is among the largest clinical departments within the School of Medicine, and its strategic and financial impact on UW Medicine are disproportionately greater than the size of the department. The department has grown substantially over the last 3-4 years, by about 25% -- and we continue to appropriately, but rapidly, add faculty, programs, and staff. As of January 2025, the department composition is 151 paid professorial track academic faculty located at all the UW clinical sites; 161 clinical faculty located throughout the community and WWAMI region; Four (4) ACGME residency programs (General Surgery, Plastic Surgery, Cardiothoracic Surgery and Vascular Surgery) with 107 residents in these four programs. 20 ACGME and research fellowships; 150 administrative and research staff, and has approximately a $100 million annual department operating budget. The Divisions are regularly involved in nation-wide, multi-site clinical research programs that require coordination with other academic research groups and the management of numerous sub-contractual agreements resulting from these research programs. **DUTIES AND RESPONSIBILITIES** **_Research Administration - post-award operations/grants and contract management (75%)_** + Assure grant commitments and contract agreements of the University of Washington and sponsoring agencies are fulfilled in a timely and accurate manner. Promote and continually assess compliance and risk management best practices in all aspects of operations. Approve expenditures within the proposed and accepted scope of work, produce reports and work with research scientists, research coordinators and other division management staff to ensure compliance with proposal activities. Create tools and metrics to track and analyze implemented process improvements and ensures that program benchmarks are met and continually evaluated. Post-award activities commonly comprise but are not limited to: + Work with collaborating staff to ensure award expenditures are reviewed and reconciled using best practices and investigators are provided with reports. Serve as a resource for clinical trial managers and principal investigators on queries related to the budget, monthly performance and budget to actuals variations. + Manage clinical trial invoicing including use of Clinical Trial Management System for multiple clinical research groups including cystic fibrosis, interstitial lung disease, lung transplant, and pulmonary hypertension clinical trial programs. + Demonstrate knowledge and understanding of patient privacy rights. Maintain confidentiality of all medical, financial, or other sensitive materials and information in printed, electronic or verbal form, which may jeopardize the privacy of patients. Under the general supervision of the department administrator, this individual will manage a portfolio of grants, contract and sub-awards focused on maternal and child health. This position reports directly to the senior faculty member overseeing a large and complex research and service portfolio comprised of 10-12 projects. The overall team of five faculty and investigators (faculty, staff, post-doctoral fellows and doctoral students) and four research staff rely on this position to develop, submit and manage multiple grants. This position will provide administration and day-to-day management of all research activities, assuring operational efficiency for the faculty, students and staff of the research group. The person in this position is in regular contact with sponsor agencies, investigators within the University of Washington as well as directors and investigators at other research organizations (domestic and international). The Department Chair and Administrator will rely on this position to answer all key questions and manage issues related to research administration. Additionally, this position will provide support for study material development and improvement for a large pregnancy cohort study. **DUTIES AND RESPONSIBILITIES** **Pre-Award Management 30%** - Manage preparation and submission of all competitive and non-competitive grant proposals for submission to granting agencies, including multi-university and multi-department proposals. - Develop complex budgets and other administrative sections of grant and contract proposals and prepare non-engineering portions of grants and both incoming and outgoing research sub-awards, applying appropriate stewardship of available funding streams. - Monitor, review, communicate, integrate, and implement complex federal, state, foundation, and University regulations and policies into ME's grants and contracts to ensure compliance. - Provide technical advice and interpretation of governmental and foundation regulations as well as University policies and procedures to Principal Investigators (PIs), researchers, chair, administrator, related support staff, and third parties. - Facilitate timely adherence to sponsor deadlines such as proposal deadlines, progress report deadlines, and requesting extensions, supplements, or revisions as needed. Deliver required components related to administration and operations aspects in a timely manner and ensure that other teams are informed of relevant deadlines and requirements. Interface with the University Office of Sponsored Programs (OSP), Grants and Contracts Accounting (GCA), funding agencies (NIH, NSF, DOD, foundations, etc.) as well as academic offices. Prepare and route electronic and paper forms to resolve related questions. - Oversee and complete grant transfers from other institutions to ME as necessary. - Provide training and orientation to faculty and staff concerning pre-award and post-award management. - Facilitate the review and processing of Non-Disclosure Agreements (NDAs) and Intellectual Property (IP) agreements related to research awards and purchases. **Post-Award Management 30%** - Independently manage multiple sponsored projects assuring that all transactions are allowable, allocable, and reasonable. - Assure compliance with non-IRB related policies and procedures at the UW and sponsors. - Authorize actions by central university offices and ME in matters concerning the establishment and continuation of grant, contract, and research sub-awards. - Ensure grant, contract and research sub-award agreements are executed in a timely manner, by regularly monitoring status and communicating with appropriate internal and external administrative offices. Implement, monitor, and manage budgets. - Work through the administrative details of research sub-awards with various institutions domestically and internationally. Facilitate sub-award set up within the UW to ensure timely invoicing as needed. Ensure sub-recipient monitoring is adequate and documented. - Interact with staff of UW Grant and Contract Accounting on post-award management issues including ensuring correct application of indirect costs. Work through the close-out at the end of grants. - Supervise revolving fund accounts for paying research subjects. - Coordinate arrangements for research program activities such as sponsor onsite review meetings, seminars, and visits. - Ensure cost-share processing, as appropriate. **Sponsor and Internal Reporting for Grants and Contracts. 10%** - Work with Principal Investigators to complete and submit required sponsor reporting such as progress reports and final reports. Provide financial information as required. Keep PIs abreast of deadlines and reporting requirements. - Provide regular reports to Principal Investigators to review and confirm monthly transactions and payroll charges. - Provide monthly and quarterly reports (and as requested) that include spending analysis, forecast future needs, and communicate status and progress of personnel, travel, equipment, research sub-awards, and other spending activities and communicate status and progress to principal investigators. - Meet with principal investigators to review project plans and projections. - Ensure timely and accurate completion of faculty effort certification report. - Manage the subcontracts thru Workday (i.e. monitor the spending, invoice approval, etc.) and communicate with the subcontract administrative contact. **Administrative Duties 20%** - Conduct ongoing review of existing procedures and develop new approaches as needed. - Review and approve grant expenditures and purchases in Workday while verifying funding and compliance. - Allocate effort according to award including setting up and maintaining costing allocations for PIs and supporting staff. - Process Payroll Accounting Adjustments and Costing Allocations updates as needed. - Act as the co-grant and contract Compliance Officer for the department in compliance with UW, federal, and state policies and regulations. Serve as co-Faculty Effort Coordinator for department. - Attend monthly/quarterly University, college, and departmental meetings, including MRAM, and research admin staff meetings. - Advise Administrator of research activities and issues on a regular basis. - Research, lead and delegate special projects as needed. - Other duties as assigned. **Communication and Outreach Material Development 10%** - Collaborate with the department communication team to improve and maintain public websites. - Contribute to production of materials for community and participant engagement, such as fact sheets and study newsletters. **MINIMUM REQUIREMENTS** Bachelor's Degree in Finance, Business, Program Management or related field and a minimum three years of relevant experience. This position will also manage research and clinical payroll including ensuring costing allocations are complete and accurate, analyzing payroll reports to catch and correct errors, managing complex pay arrangements (administrative supplements, clinical coverage overload, stipends, etc.). Position Dimensions and Impact to the University: The Divisions of Pulmonary, Critical Care and Sleep Medicine and Gerontology and Geriatric Medicine hold large and varied research portfolios that include funding from the National Institutes of Health, Department of Defense, numerous private foundations and pharmaceutical industry sponsored clinical trials. The Divisions are regularly involved in nation-wide, multi-site clinical research programs that require coordination with other academic research groups and the management of numerous sub-contractual agreements resulting from these research programs. DUTIES AND RESPONSIBILITIES Research Administration - post-award operations/grants and contract management (75%) Assure grant commitments and contract agreements of the University of Washington and sponsoring agencies are fulfilled in a timely and accurate manner. Promote and continually assess compliance and risk management best practices in all aspects of operations. Approve expenditures within the proposed and accepted scope of work, produce reports and work with research scientists, research coordinators and other division management staff to ensure compliance with proposal activities. Create tools and metrics to track and analyze implemented process improvements and ensures that program benchmarks are met and continually evaluated. Post-award activities commonly comprise but are not limited to: Work with collaborating staff to ensure award expenditures are reviewed and reconciled using best practices and investigators are provided with reports. Develop updated reporting templates using BI portal and Workday data. Provide counsel, utilizing multiple financial and record keeping systems to perform analyses of federal, private, industry and research and training budgets; forecasting future needs and expenditures and communicate status and progress directly to Principal Investigators, and Division leadership team. Utilize multiple UW research administration systems (SAGE, Workday Finance, OnCore, etc.,) used to track award activity for compliance and accuracy. Troubleshoot and prepare expenditure corrections as necessary. Obtain advance award authorization including worktags allowing for expenditures and allocations, process no-cost extensions and obtain approval for deployment of carry forward and surplus funds. Coordinate with Division, Department or School research administration staff to correctly track and allocate research efforts. Continuously review funding allocations for correlation to assigned work. Identify and implement corrective strategies as needed. Manage outgoing subawards and interagency personnel agreements. Ensure accuracy of Award line data, while timely documenting the execution and invoicing. Manage two NIH institutional training awards (T32 mechanism) including but not limited to updating academic appointments for use of stipend compensation option, process required NIH Xtrain system appointment transactions and payback agreements, and produce NIH Xtract system reports to meet reporting obligations. Design and develop financial analysis and reports on a regular cadence and forecast the grant year-end financial projections. Perform comprehensive and independent review of all documents and data related to the clinical trial funding, including study budget, protocol, contract, and other supporting documentation. Collaborate with Principal Investigators on monthly budget to actual variations and budget development questions. Serve as a resource for clinical trial managers and principal investigators on queries related to the budget, monthly performance and budget to actuals variations. Manage clinical trial invoicing including use of Clinical Trial Management System for multiple clinical research groups including cystic fibrosis, interstitial lung disease, lung transplant, and pulmonary hypertension clinical trial programs. Demonstrate knowledge and understanding of patient privacy rights. Maintain confidentiality of all medical, financial, or other sensitive materials and information in printed, electronic or verbal form, which may jeopardize the privacy of patients. Payroll Management (25%) Manage the payroll activities for two divisions including costing allocation entry, timesheet compliance management, entering and troubleshooting complex pay arrangements in Workday (stipend positions, clinical coverage overload, administrative supplements, etc.). Maintain complex spreadsheets of funding allocation for faculty and staff. Review regularly and make recommendations based on financial analysis to the Division Administrator and PIs when adjustments are needed. The Department's robust research portfolio totals $65 million in grants and contracts per year for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department's research mission involves over 100 faculty. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. Other areas of excellence include Addictions, Autism, High Risk Youth, Neurosciences, and Trauma, and the Department is developing innovative new programs in Technology and Mental Health, Global Mental Health, Maternal and Child Mental Health, and Targeted Intervention Development. Psychiatry is the third largest department in the School of Medicine and the largest non-divisioned department. The overall annual operations funding from all sources is over $150 million. The Department of Psychiatry and Behavioral Sciences is recruiting for a full time Grants and Contracts Manager/Specialist. This position affects opportunities and risk related to faculty members' and trainees' research and training portfolios and their opportunity for promotion, the research reputation of the Department, the revenue of the Department, and relationships with partner organizations. The Grants and Contracts Manager will be responsible for administering incoming and outgoing awards and contracts with diverse organizations and their performance will affect valuable funder and collaborator relationships. The purpose of this position is to provide strategic oversight and administration for a grant and contract portfolio of up to $15 million within the Department of Psychiatry and Behavioral Sciences. The position is responsible for managing a diverse financial portfolio that involves many sources of funding, complex compliance and policies unique to the School of Medicine and to each specific funding sponsor. With a portfolio of up to 20 faculty members, this position serves valuable roles including faculty and staff effort certification, liaison with the UW office of sponsored projects and the primary interface to outside funders. Under the supervision of the Assistant and Associate Director for Research Operations, the grant and contract manager exercises independent judgement and has delegated decision making authority regarding the management of sponsored grants and/or sponsored and no-sponsored contract budgets and revenue generating activities, as well as gift management for faculty under their umbrella. The position will be responsible for providing post-award, contract and gift administration and reporting for up to 20 faculty members within the Department who are located across multiple on-campus sites. The position will design, develop, evaluate and interpret financial information systems and budget/fiscal policies and procedures for management and operations staff. They will perform complex technical fiscal analysis and financial reporting including planning, projecting, interpreting and review of fiscal operations to achieve the strategic goals of the organization. They will act in an advisory capacity for senior management, including the Associate Director for Research, Assistant Director for Research and Principal Investigators, in support of the strategic goals of the department; perform complex post-award research administration; technical fiscal analyses and financial reporting including planning, interpreting, reviewing and making recommendations to PIs and staff. The position has signature approval authority for costing allocations, purchasing, budget allocation, and other financial transactions. Responsibilities: Sponsored Projects Management - Post Award Administration (Compliance, Budgeting, Analysis, Reporting and Reconciliation) - 75% Responsible for major compliance and budget functions such as set-up, reconciliation, projections/forecasting and budget close-out. Track and update faculty effort and staff costing allocations. Follow established procedures and methods for developing and monitoring budgets and fiscal functions, and for collecting, analyzing, interpreting and disseminating budget information for grants, contracts, state funds, gift funds and/or program funds. Responsible for major budget functions such as allocation control. Responsible for establishing and maintaining comprehensive fiscal record keeping systems; and recommending or implementing changes to fiscal information systems which have department-wide impact. The Department currently has four T32 training grants. This position may manage the coordination of T32 training grants, tracking appointments and terminations, assisting PIs with progress reports and being the primary contact for T32 renewal table requests. This is an opportunity to organize and develop processes to streamline the management of our training grants. This position will be expected to meet independently with faculty members and make recommendations based on their portfolio trends. They will monitor budgets for compliance with regards to sponsor requirements. Serve as primary liaison with OSP, GCA and other central University of Washington entities to ensure all reporting and documentation deadlines are met. They will also liaison with external partners to ensure continuity of sponsored projects and contracts. * Managing $12M - 15M in annual post-award budgets. * Management of grant and contract budgets from set-up to close-out. This includes creating Award Set-up Requests and Modifications in the UW SAGE system, of SAGE budgets as needed, ensuring proper set up in Workday. Running Workday budget reports to track expenses, effort allocations, assisting with progress reports as needed, and working with GCA to complete all necessary closeout tasks. * Based on faculty preferences, schedule and meet regularly to review and discuss reports. * Provide monthly budget projections that identify trends, advise PI and research staff, and address financial concerns. * Serve as an advisor to faculty and staff on allowable costs on budgets from multiple sources; interpret existing budget policies for staff and other administrative personnel. * Serve as a liaison between the PI and other departments to identify concerns and resolve issues in a proactive manner. * Maintain an overall view of a research group's portfolio to identify shortfalls in advance, and provide advice on how to achieve planned objectives while staying within planned budget. * Consult with funding agencies regarding budget/fiscal matters and to resolve problems and/or obtain approval for deviation from authorized procedures or expenditures; advise and assist unit staff regarding budgetary policies and procedures. * Serves as fiscal authority or delegated authority per PI request. * Monitor and manage various fiscal functions related to budgets including set-up and monitoring of costing allocations, tracking deliverables, and creating invoices. * Track faculty effort and salary cap cost share related to specific sponsor limitations. * Reconcile budgets from Workday reports and insure PI reviews/approves within 45 day compliance deadline. * Work proactively with Faculty and designated staff to ensure timelines for budget transfers are known and completed in time for monthly reconciliation and reporting efforts. * Provide assistance to PI and project/lab manager with RPPR and/or other sponsor progress and financial reporting, OSP concurrence letters, effort reduction communications, carry forward requests, food approval, no-cost extensions (NCE), etc. * Monitor expiring budgets and payroll distributions. * Independently resolve problems related to financial transactions. * Perform related duties as required. Financial Support for Operating, Planning, Strategic Support, and Pre-Award - 20% Work directly with PIs to support their clinical or goods and services contracts, as well as gift management. Support budgeting, scope of work and planning. Serve as a resource to department HR when hiring staff and faculty on good and services budgets for new positions. Performs ad-hoc financial analysis and pro-formas at request of PI or department leadership. Partners with center/ division leadership to support budgeting and spending plan for operating funds, revenue generating activities, gifts, and other internal funding provided by the Department/School/other areas of the Institution. Prepare and administer proposal submissions outside of the Administrative Business Center's purview. Prepare complex budgets and other administrative sections of proposals for grants and contracts based on knowledge of sponsor requirements and program objectives, if not going through ABC. Advise faculty PIs on compliance with sponsor requirements, particularly for specialized program announcements and non-federal sponsors. Use independent judgement and decision making to complete work on time and within compliance policies. * Provide pre-award support for grants and contracts that do not go through ABC. * Provide guidance on developing budgets and budget justifications for grants, contracts and service agreements. * Develop budgets for goods and services agreements, clinical contracts, create contract invoices in Workday. * Maintain project continuity by obtaining advance budgets or budget extensions, as allowable. Work to resolve problems and assist faculty to obtain approvals. * Manage effort and maintain Other Support documents. * Manage effort certifications for faculty and staff. * Contribute to Departmental process improvement and strategic planning. * Attend and participate in School and University committees, as requested by department leadership. * Perform related duties as required.
