Leads the Interlibrary Loan and Document Delivery program as well as the production of the annual report. The CM works in a small team environment within the HEALWA department to provide day-to-day financial and communication operations support for the clinical library program. The CM independently leads the development of policies and procedures for licensing of resources and maintaining HEALWA library content. HEALWA provides clinical library service to 28 health professions in Washington State and is available to 238,000 licensed healthcare professionals statewide. This is an exciting opportunity to join a small dynamic and supportive team dedicated to continuous improvement. This is a hybrid position. Remote work arrangements are available 4 days/week. **DUTIES AND RESPONSIBILITIES** Program Management and Delivery + Establishes policies and procedures for budget planning and fiscal activities of the HEALWA program, in consultation with the Senior Director (PI) and Director. + Designs budget systems, policies and procedures, interprets exisiting procedures and performs fiscal analyses. + Using extensive knowledge of Workday, produces reports and projections and recommends adjustments and actions for continous process improvement. + Leads the planning, preparation, and submmission of single year and multi-year budgets towards new state contracts and makes recommendations for improvements. + Works with Senior Director and Director to approve all budget requests and transactions, maintains budget status reports + Responds to fiscal notes and audit requests. Analyzes proposed legislation and projects fiscal impacts. + Oversees the Interlibrary Loan and Document Delivery Services (DDS) program for HEALWA as part of the overall operations of the library. + Provides technical guidance and resolves issues such as general communications and complaints, processing materials, and bibliographic checking. + Fulfills orders within specified timeframe. + Develops, implements, and maintains ILL policies and procedures; ensuring compliance with library and academic policies. + Manages the ILL/DDS budget, tracking expenditures, and making recommendations for resource allocation. + Collaborates with other libraries and institutions to facilitate resource sharing and ensure efficient ILL/DDS operations. + Collects and analyzes ILL/DDS statistics from NLM DOCLINE and Article Galaxy Scholar to assess service performance and identify areas for improvement. + Represents the ILL/DDS service to patrons and other library staff, providing guidance and support to users.Collaboratively fosters strong lines of communication with Office of Procurement and UW Libraries Financial Services.Licensing and Maintaining HEALWA Library Content + Establishes procedures for the licensing of electronic resources including price quotes, contracts, and invoices for new and existing products. + Organizes vendor agreements and invoices in Microsoft Teams work environment. + Monitors legislative activities pertaining to HEALWA, and prepares responses to inquires for information.Publication Project Management + Leads production and distribution of annual report sent to state legislators and key stakeholders. This involves overseeing the production process, ensuring accuracy, and meeting deadlines. The range and complexity of the research enterprise in the school requires high-quality, professional grants management support for novice and experienced researchers; continual monitoring, analysis, and improvement of procedures, policies, and resources for the conduct of research in the Information School; and regular engagement with professionals in other units in the Information School and the UW. The Grants and Contracts Specialist is responsible for the effective, timely, and compliant analysis and administration of research grants and contracts. They work with principal investigators, research partners, sponsors, and University research support offices to manage the full lifecycle of grants and contracts. The Grants and Contracts Specialist works independently to design, develop, manage, and ensure timely submission of complex grant and contract proposals. They ensure effective receipt, budgeting, and expenditure of awards, in compliance with federal, state, funding agency, and University of Washington regulations, policies and procedures. In collaboration with the Director of Research Administration, they are responsible for post-award procedures, record keeping, analysis, monitoring and reporting systems. In the iSchool, there is an expectation that all faculty and staff will step up where they see an opportunity to apply their special expertise or talents, speak up when they identify opportunities or concerns, and lead by taking actions that exemplify the iSchool's core values. Leadership within the iSchool is expressed in diverse ways reflecting the variety of styles and cultures that are represented by our faculty and staff. **DUTIES AND RESPONSIBILITIES** The Grants and Contracts Specialist provides overall management of proposals and awards for approximately one-third of the active researchers in the school. Pre-award proposal analysis and support (45%) Manage the preparation of competitive and non-competitive grant and contract proposals for submission to sponsoring agencies. Provide review and analysis of proposals to ensure complete and successful submissions. Responsibilities and areas of oversight include: + Manage preparation and submission of complex proposal budgets, including cost sharing documentation. + Manage preparation and submission of all other administrative and compliance components, including those related to narrative portions of proposals. + Advise researchers on sponsor guidelines and University and funding agency policies and procedures. + Establish timelines for and administer submission of grant and contract proposals in accordance with school, UW, and sponsor requirements and deadlines. + Assist and act on behalf of principal investigators in negotiating terms of research grants, contracts, and subcontracts. + Act on behalf of investigators in communicating with research partners, sponsors, and UW offices of research administration.Post-Award financial analysis and support (45%) Manage research awards, ensuring compliance with budget and fiscal policies, procedures, monitoring, reconciliation, and reporting for research grants and contracts. The department averages approximately $8 million in new awards per year, and the Grants and Contracts Manager/Specialist plays a crucial role in the department's goal of providing high-quality education and research programs that are at the forefront of national trends and integrate with regional strengths/issues/needs. Under the general supervision of the department administrator, the Grants and Contracts Manager/Specialist co-manages MSE's grant and contract program and is responsible for completing all pre- and post-award duties for a designated portfolio of departmental PIs. This position works to ensure successful grant proposal submission; does the financial reporting of grants, contracts, and sub-awards; and provides administration and day-to-day management of all research activities for their assigned portfolio of PIs.
