    As a Project Manager, this position is responsible for managing marine, heavy civil, and/or railroad projects. The Project Manager is the primary leader in the field and is directly accountable for the safety, financial performance, and team development on site. The Project Manager will lead the project team in the construction of the entire Project. This position is responsible for providing effective leadership to the project staff and ensuring quality and timely completion of the project. JOB DUTIES AND RESPONSIBILITIES Review project proposals and plans to determine the schedule, budget, procedures for accomplishing the project, staffing requirements, and allotment of available resources to various phases of the project. Manage and supervise staffing for each phase of the project, arrange for recruitment or assignment of project personnel, and assign duties, responsibilities, and scope of authority. Review status reports prepared by project personnel and modify schedules or plans as required. Prepare project reports for management, clients, or others. Initiate and maintain liaison with clients and contacts to facilitate construction activities and procure future work. Prepare or oversee the preparation of engineering estimate reports. Utilizes financial forecasting to manage and contain costs. Prepare or oversee the preparation of progress billings, pursue timely payments from the customer, and authorize payments to material suppliers and subcontractors. Document and analyze daily resources utilized in the performance of work. Coordinate with field operations in obtaining, outfitting, and maintaining equipment necessary for project assignment. Identify, evaluate, and select from a range of production methodologies to ensure the project progresses on schedule and under budget. Perform other related duties as assigned. REQUIRED QUALIFICATIONS Education: Bachelors in Construction Management or Engineering from an accredited college or university. Must possess a Transportation Worker Identification Credential (TWIC) or be willing/eligible to obtain one upon hire. Valid Driver's License. Experience: At least seven (7) years of experience with project management in marine, heavy civil, and/or railroad construction operations. Knowledge/Skills/Abilities (KSA): Must possess strong written and verbal communication skills in English to effectively present information and respond to questions from managers, subcontractors, and clients. Able to problem-solve and interpret a variety of instructions given in written, oral, diagram, or schedule forms. Working knowledge of standard construction practices and law. PREFERRED QUALIFICATIONS Certification(s): Adult First Aid w/ CPR and AED. OSHA-30. Project Management Professional (PMP) Experience: At least ten (10) years of experience with project management in marine, heavy civil, and/or railroad construction operations. Knowledge/Skills/Abilities (KSA): Proficient in HCSS, Heavy Bid, and scheduling software such as Primavera P6. Thorough knowledge and skills in marine construction operations, such as welding, pile driving, crane operations, barge operations, etc. WORKING CONDITIONS The individual must be able to perform the essential functions of the job with or without reasonable workplace accommodation. The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) to work or visit within areas where it is required. This includes a hard hat, safety glasses, life vest, respirators, ear plugs, steel-toed shoes, personal floatation devices (PFD), and/or other protective equipment. The individual frequently works near moving mechanical parts and must be able to adapt to temperature changes, outdoor conditions, and prolonged exposure to dusty, wet, or humid conditions, loud noises, and vibration. The individual may be required to work long hours and/or weekends. Additionally, some out-of-town or overnight travel may be required. The individual may occasionally be required to sit in a vehicle for up to 8 hours. The individual may be required to walk, step, climb, or otherwise move from one location on the job site to another, which may be of varying heights and access parameters. The individual may occasionally be required to stand, stoop, bend, crouch, kneel, climb, or sit for long periods. The individual may be required to lift objects with a minimum of 10 lbs. and a maximum single-person lift of 50 lbs. This could result in frequent lifting or carrying depending on project needs. Key duties include coordinating program services, developing community partnerships, and supervising staff, including navigation and outreach teams. This position contributes to maintaining facility security, managing budgets, and fostering positive relationships with community partners, while upholding the agency's values and mission. Essential Duties and Responsibilities: Emergency Shelter Program Goal: Ensure a safe, housing-focused and client-centered shelter that maintains accurate data and strong communication with community partners Oversee guest services and ensure a guest-focused, trauma-informed delivery Coordinate with internal teams ensuring a housing-focused operation Encourage and discuss progress toward housing with shelter guests Coordinate calendars and services provided by partner agencies Oversee the collection and distribution of donations Assist with monitoring facility security and maintenance Ensure enforcement of our good neighbor policies Assist with securing necessary resources Oversee collection, input, and distribution of intakes/summary sheet /reports Develop new partnerships with other agencies in order to enhance our current services Manage program budget Facilitate Resident Advisory Council and partnership meetings Community Relations Goal: Positively advance agency's reputation in the broader community Maintain active involvement with neighbors, program partners, and community service organizations Attend meeting with various stakeholders, partners, and organizations Staff Management and Support Goal: Elicit optimal performance from staff and promote Mercy House values Provide oversight and lead by example in the direction of reporting staff Oversee the onboarding of new direct reports and coordinate on going trainings Foster a spirit of teamwork and culture that is consistent with the agency's values Maintain transparent communication with staff, supervisors, and all agency partners. Appropriately communicate organization information through group meetings, one-on-one meetings, emails, and regular interpersonal communication Assist and cover shifts including operating a shuttle bus for shelters that operate a shuttle Assist in various aspects of staff's duties Assist in coordinating and managing on-site volunteers Assist in coordinating and managing special group events and holiday events Provide crisis/conflict intervention Conduct 90-day, midyear, and annual reviews Miscellaneous Must participate in networking functions and community meetings Attend staff meetings and training workshops as needed Assist with general duties (stocking supplies, copies, fax, phone calls, etc.) Enhance job performance by applying up-to-date professional knowledge gained by attending seminars and conferences and reviewing professional publications Perform ad hoc projects as appointed by Supervisor Qualifications Education and Experience Associate's degree and at least 2 years of direct life experience working with long-term homeless, low income, and diverse populations and have a working knowledge of mental health and addictions issue Possess a high level of tolerance and understanding for individuals who present for services with urgent multiple case management and health needs Ability to perform crisis intervention as needed Ability to complete job duties that are guest-focused, trauma-informed, and housing-focused Must have a valid CA drivers' license General Ability to work effectively with a diverse population; plan, organize and prioritize duties; speak effectively before small groups; perform crisis intervention as needed; clearly communicate information and instructions verbally and in written form; maintain a positive, professional and safe environment while on duty; and establish and maintain effective working relationships with others Dependability, responsibility and the ability to communicate effectively and respectfully are required skills Desired skills include organizational skills, strong written and verbal communication skills, strong creative thinking skills, attentiveness to details and being customer oriented Fluency in Spanish is of significant value Physical Requirements Ability to lift, bend, push, and pull up to 50 pounds Prolonged periods sitting at a desk and working on a computer Mercy House is an E-Verify employer.
