Job Summary The Director Enterprise Architecture Infrastructure & Compliance will direct the alignment of technology investments with architectural guidelines and business strategy. Utilize education, guidance, and governance processes to optimize ROI, minimize operational costs, and expedite time to capability. Act as a liaison between business and technology, overseeing all aspects of systems solutions across various domains within the portfolio. SUMMARY OF DUTIES: The Director, Commercial Strategy & Development supports contract and bid document development, incentive/disincentive strategy, market research, market outreach, and 3rd party stakeholder agreements for Capital Delivery (CAPD) in the Program Development and Project Services (PDPS) department. Incumbent will support industry-focused analysis of alternative delivery methods for capitally-funded projects. Incumbent ensures that policies, procedures and standards comply with various legal and FRA agency requirements. Incumbent will support our Project Teams on commercial matters in the planning, procurement, and execution phases of construction projects. ESSENTIAL FUNCTIONS: * Supports the Sr. Director, Delivery Strategy & Commercial Strategy in the analysis of alternate delivery methods for use in capitally-funded projects. Reviews and proposes latest industry best practices for alternative delivery methods that follow latest regulatory regulations/requirements. * Provides consulting services to support contract development, contract negotiations (as needed) and synthesizes recommendations to company leadership for decision making purposes. * Supports the development of contract language for alternative delivery procurements. MINIMUM QUALIFICATIONS: * Bachelor's Degree in Law, Engineering, Construction, Contract Management, Business, or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. * Demonstrated experience and ability to produce results within a team environment, to develop productive working relationships with external and internal stakeholders and to appropriately challenge or influence decisions. * Demonstrated contracts experience in government and private construction environments. * Demonstrated experience with contract and commercial language development. * Mastery of critical thinking/problem solving, written and verbal communication, business acumen, and decision making abilities.
