**Job Purpose**
The **Consultant, Advanced Analytics: Meta-Analysis** contributes statistical capabilities and methodological leadership at all stages of projects, from planning to completion. The role involves working with junior team members to design, develop, and deliver client solutions across multiple projects-leveraging competencies in **statistical theory, data analysis and interpretation, regression analysis, systematic review, and evidence synthesis methodologies** .
The individual must have a **Master's or Doctoral Degree** in **Health Economics, Health Policy, Statistics, Biostatistics, Mathematics** , or other quantitative fields. Proficiency in **data analytics and statistical software/tools** such as **WinBUGS, R, Stata, Python, and SAS** is required.
**Key Accountabilities**
+ Provide expert input on the design of clinical development programs to ensure Access/HTA evidence needs are considered within global development and commercialization strategies.
+ Identify evidence gaps, possible data sources, and design and implement robust evidence-generation plans.
+ Ensure Access/HTA evidentiary activities are strategically aligned with other functions within Global Access and the wider organization (affiliates, Product Development, commercial, etc.).
+ Plan and conduct statistical analyses of clinical trials and other relevant data sources and develop supporting technical documentation for statistical analyses and economic models.
+ Interpret and communicate the findings of analyses and work closely with affiliates to incorporate global statistical and health economics input into their local reimbursement applications.
+ Lead or contribute to cross-functional teams within a matrix structure and actively contribute to the development of methodologies and continuous improvement within the Evidence Chapter.
+ Keep up to date with the changing Access/HTA landscape and academic research to ensure current access trends and methodologies are incorporated into evidentiary plans and build relationships with relevant external statistics, health economics, Access/HTA, and policy experts.
**Additional Responsibilities**
The Consultant is responsible for ensuring that all assigned projects are conducted efficiently and that **quality and client satisfaction** are maximized-ensuring project direction and deliverables meet objectives and client needs.
Consultants are expected to guide **Senior Associates and Associates** in their daily duties and flag any areas of acute training needs to their line managers. Supported by senior staff and Business Development partners, the Consultant is responsible for maintaining client relationships on their projects.
Candidates will be part of **multi-disciplinary research teams** and will provide statistical expertise and methodological leadership at all stages of projects from planning to completion. Duties may include:

+ In-depth knowledge of **Access and HTA** , clinical research and development methods, and international payer evidence requirements.
+ Skilled in research design and statistical methods, such as **Generalized Linear Models, Survival Analysis, Network Meta-Analysis, and Bayesian statistics** .

How you'll spend your day

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirement (IOR) for the GS-1529 Series.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirement (IOR) for the GS-1529 Series.
BASIC REQUIREMENTS FOR ALL GRADE LEVELS:
Bachelor's degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: at least 24 hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as show above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE:
GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes mathematics principles and concepts, and familiarity with other scientific and engineering disciplines to carry out conventional scientific process. Experience in related disciplines to design, develop and adapt scientific methods and techniques.

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit copy of official transcripts.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. NOTE: You must submit a copy of official transcripts.
GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include space surveillance systems substantially similar in functionality, relevant mathematical and statistical sciences in order to design, test or upgrade software. Experience in administrative aspects of task engineering and management, e.g., procurement policies, preparation of work statements and development plans, cost evaluations, etc.
GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include broad areas of classical and modern higher mathematics to originate and develop improved and/or new mathematical models in cyber systems, one or more specialized areas of operation and cyber related theories, atmospheric density modeling, simulation and software systems to conduct complex original studies and apply research findings to broad studies of an unprecedented nature.
GS-14: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include broad areas of classical and modern higher mathematics to originate and develop improved and/or new mathematical models in cyber systems, one or more specialized areas of operation and cyber related theories, atmospheric density modeling, simulation and software systems to conduct complex original studies and apply research findings to broad studies of an unprecedented nature, skill in coordinating extensive projects in assigned areas of engineering principals, knowledge of regulations and mission and strategic objectives.
GS-15 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include space surveillance network, space operational processes and procedures, orbital mechanics, applied physics and mathematics, applying and using mathematical and simulation models to verify and validate space systems. Broad management principles associated with directing highly skilled technical personnel and combining in house and external resources for complex analytical and technical projects.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
1. Knowledge or mathematics principles and concepts, and familiarity with other scientific and engineering disciplines to carry out conventional scientific processes, knowledge of mathematics and related disciplines to design, develop and adapt scientific methods and techniques.
2. Knowledge in space surveillance systems substantially similar in functionality in order to design, test or upgrade software, knowledge of administrative aspects of task engineering and management.
3.Skill in broad areas of classical and modern higher mathematics to originate and develop mathematical models in cyber systems.
4. Knowledge of mathematics and physics for own independent research in antennas and propagation, electromagnetic systems concepts involving microwave antennas, radar, communications and RF sensor technology.

**Job Purpose**
The **Consultant, Advanced Analytics: Meta-Analysis** contributes statistical capabilities and methodological leadership at all stages of projects, from planning to completion. The role involves working with junior team members to design, develop, and deliver client solutions across multiple projects-leveraging competencies in **statistical theory, data analysis and interpretation, regression analysis, systematic review, and evidence synthesis methodologies** .
The individual must have a **Master's or Doctoral Degree** in **Health Economics, Health Policy, Statistics, Biostatistics, Mathematics** , or other quantitative fields. Proficiency in **data analytics and statistical software/tools** such as **WinBUGS, R, Stata, Python, and SAS** is required.
**Key Accountabilities**
+ Provide expert input on the design of clinical development programs to ensure Access/HTA evidence needs are considered within global development and commercialization strategies.
+ Identify evidence gaps, possible data sources, and design and implement robust evidence-generation plans.
