Give a salary range.

Then derive a range that you find acceptable and one that you think will not turn off your potential employer.

State a specific salary.

If you go the route of stating a specific number for a salary in your cover letter, be sure to give a number that is on the high side. Your potential employer is most likely going to negotiate with you on this, so you don't want to start off with a number that you would consider a minimum.

State that the salary is negotiable.

You can also write that the salary is negotiable in your cover letter. This can be based on the total compensation package, including your benefits. This is a great way to make sure you don't get a salary that is less than you are expecting.
