Yes, a lineman is a journeyman. A journeyman is a competent lineman (outside electrician) or wireman (inside electrician) who has completed an apprenticeship but hasn't yet become a master electrician.
A journeyman is a worker, skilled in a given building trade or craft, who has completed an official apprenticeship qualification. Journeymen are considered competent and authorized to work in that field as fully-qualified employees.
Working as a journeyman lineman is really a combination of jobs -- part engineer, part project manager, part equipment operator, and part mechanic. The apprenticeship training program has prepared a lineman for all aspects of your career as a master electrician, and they are not yet considered a journeyman.
After completing a lineman apprenticeship, they will need to pass your state or locality tests to become a licensed electrician.
Once they pass the tests, they become journeymen, which means they have the skills to perform the job but are not yet a master of it. It takes another seven years or so of working as journeymen before they're eligible to become master electricians.
