The difference between a risk and an issue is that a risk is something that could affect a project in the form of a future event, while an issue is a challenging event that has already happened or a challenging event that is continuing to happen regarding a specific project or effort.

Risk can take on a positive or negative connotation. Potentially positive risks include events like implementing the use of new technology for certain tasks or projects, while this might increase efficiency, it is also a risk because it has not been tested. An inherently negative risk example is the chance of a team member leaving a project before the project is completed.

Issues represent problems that have occurred or are occurring on an ongoing basis. Most projects have different challenges associated with them. These challenges or issues can sometimes be mitigated with preparation, but can also be random and hard to plan for. Project managers must be aware of all issues regarding a project to make sure it can run efficiently.
