Business development companies were started in 1980 by the U.S. Congress to help boost job growth and assist new U.S. companies to raise funds. It is in the BDC's best interest to see a company grow and excel, so they can work closely with them through mentorship and development of the company.

Business development companies function similarly to venture capitalists, but they are not the same. BDCs focus primarily on at-risk or small companies, while venture capitalists do not. BDCs are also public companies, so their stock is constantly available as investments for the public.
