Role Description A Civil Engineer at The Diallo Group supports federal planning, engineering, and design projects by performing site/civil design and technical analysis from concept through final deliverables. Responsibilities include developing and reviewing site layouts, grading and drainage plans, utility coordination, stormwater management approaches, and erosion and sediment control strategies; preparing engineering calculations, reports, and design narratives; and supporting planning efforts such as facility assessments, master planning documentation, and MILCON package development (including 1391 support). The Civil Engineer collaborates with planners, architects, GIS staff, and subconsultants to ensure designs meet UFC, NAVFAC, and other applicable federal standards, coordinates with stakeholders to resolve infrastructure constraints and constructability issues, and contributes to quality control, schedule adherence, and proposal support as needed. Qualifications Bachelor's degree in Civil Engineering or related discipline from an accredited institution (Master's preferred). 3-10+ years of relevant civil/site design experience supporting federal, municipal, or commercial infrastructure projects. Professional Engineer (PE) license required. Demonstrated experience producing civil design deliverables including site layout, grading, drainage, utilities, stormwater management, and erosion/sediment control plans. Working knowledge of federal planning and design criteria such as UFC, NAVFAC, USACE, and applicable state/local codes. Proficiency in industry software such as AutoCAD Civil 3D (required); experience with MicroStation/OpenRoads, GIS platforms (ArcGIS), or hydrology/hydraulics tools (HEC-RAS/HEC-HMS) is a plus. Ability to develop engineering calculations, technical reports, and design narratives suitable for government review. Experience supporting planning and programming efforts such as facility assessments, master planning, and MILCON documentation (including DD1391 support) preferred. Strong coordination skills with multidisciplinary teams (planners, architects, structural, MEP, environmental) and outside agencies/utilities. Strong written and verbal communication skills, with the ability to present technical information clearly to non-technical stakeholders. Ability to manage multiple tasks, meet deadlines, and support quality control/quality assurance processes. U.S. citizenship preferred/required for many federal projects; ability to pass background checks and obtain access credentials as needed (CAC, DBIDS, etc.).

(Candidates with more experience may be considered for a senior level role and vice versa.) + Strategic mindset and business acumen, capable of developing solutions that drive business growth and long-term success; A global perspective with strong intercultural awareness and the ability to collaborate with customers and partners worldwide. + Knowledge of protection and control application, digital substations and grid automation solutions is essential. + Excellent analytical and problem-solving skills, with a proactive approach to implementing innovative solutions. + Strong communication and negotiation skills, with the ability to build and maintain relationships with diverse stakeholders; Proficiency in English is required.
