Title: Project Engineer II Reporting to: Office Director Salary Range: $50,500 - $73,500 Overview of Role The Project Engineer II assists in the management, supervision, or performance of planning, designing, constructing and/or maintaining structures and facilities. Evaluate, select, and apply standard engineering techniques, procedures, and criteria, using judgment in making some substantial engineering adaptations and modifications to assigned aspects of project plans. We believe that when we bring together the right people doing things the right way, we make progress for our clients and our communities Essential Functions * Exercises and manages functional authority for planning, organization, control, integration, and completion of engineering projects. * Plans and formulates management processes and organizes project staff per project requirements. * Reviews design for compliance with engineering principles, company standards, customer contract requirements and related specifications. * Coordinates activities concerned with scheduling and resolving engineering design and construction problems. * Evaluates and approves design changes, specifications and drawing releases. * Controls and reports expenditures within limitations of project budget to the client and or senior staff. * Excellent communication and reporting skills * Reviews project plans and proposals, then works with management to develop objectives. Identifies project responsibilities by determining the phases and elements of the project. Calculates time frames and sequences the stages of the project. * Prepares and distributes a description and timeline of the project. * Studies product design, customer requirements performance standards, then determines project specifications. Presents cost estimates and performance standards. * Reviews contractor bids; interviews and assigns personnel to specific phases and elements of the project. Through project coordination meetings and other forms of communication, oversees and coordinates the technical aspects of the project. * Prepares status reports and regularly monitors budgets, contractors, and schedules. Allocates project resources appropriately; approves expenditures; employee contractor contracts. Keeps an accurate record and electronic data base of all elements of the projects. * Maintains positive attitude and demonstrates the utmost in professionalism. * Completes work accurately and in a timely manner with the ability to multi-task. * Demonstrates excellent oral, written & communication skills, along with tact, diplomacy, and strong customer service orientation. * Prioritizes work activities and receives and assumes multiple job duties as assigned. * Maintains effective working relationships with both internal and external customers * Follows RLB's policies and procedures, including confidential proprietary information. * Contributes to team performance by collaboration and effective communication. * Contributes to and understands the clients desired project outcomes, identifies opportunities to add value to accomplish the desired outcomes. * Adds to team effort by accomplishing other duties as assigned. The ideal candidate will demonstrate a positive proactive approach to the role, and will be committed to delivering customer service excellence, with good commercial results. * Minimum Education (or substitute experience) required: 4-year college degree in architecture, construction management or engineering science. * Minimum Experience required: Three (3) to Eight (8) years of relevant proven experience. * Experience in airport, renovations, QA/QC, or construction administration preferred. * Skills Required: Efficient in Microsoft Office, Word and Excel and have experience with PowerPoint and Visio; ability to use and apply extensive knowledge for a specific engineering field. Experience with procedures and processes of a general contractor are a plus. Physical Requirements and Working Conditions: * Often work in an Indoor office environment. Equipment used includes computers and standard office machines. Essential physical tasks include: the ability to work on a computer and the ability to answer and speak on a telephone. * May work on site location to include ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized. · Support field superintendent with daily material and equipment needs. Sufficient in obtaining competitive quotes and procuring materials and equipment to maintain project schedule · Develop requests for information, submittal packages, and other correspondence with client to assist project progression · Maintain daily production quantities for cost analysis · Procure and maintain daily photographs and videos of project site and work being performed · Review subcontractor submittals and confirm compliance and completeness with respect to contract documents · Procure submittals/plans for upcoming work in accordance with the contract documents · Lead project meetings to collect and disseminate information pertaining to the project · Responsible for technical specifications/drawings review and resolution · Coordinate the collection and dissemination of technical information between/within the company, the owner, and the subcontractors · Review quotations utilizing supplier information, cost standards, technical information from quality, manufacturing, engineering, and design · Determines possibility of conflicts/delays in the construction process by review project drawings. Analyzes the process to determine likelihood of detection and resulting effect. Suggests preventative steps for correction. · Ensure that project charges are correctly represented for accounting' closing process Performs other related duties as required and assigned.

PURPOSE STATEMENT: Under direct and close supervision, performs a variety of standard engineering work involving the design, modification, development, maintenance and installation of utility and non-utility gas distribution systems. Responsibilities ESSENTIAL FUNCTIONS/RESPONSIBILITIES: Plans, designs and develops related specifications for the installation, betterment or maintenance of gas systems for assigned projects. May also be required to prepare cost estimates. Assists Hawai'i Gas personnel in the interpretation of codes, regulations, and company standards as applied to new business projects, mains or services replacement or relocation and LPG installations. Provides technical assistance relating to gas systems and designs to architects, engineers, consultants, and developers. Reviews and assists in the evaluation of new business projects to ensure they are compliant with governing regulations and company standards; prepares and submits application for government approvals and fire permits. Establishes and maintains effective liaison with the Honolulu Fire Inspector. Reviews construction plans and proposals by outside agencies to mitigate any conflicts with the existing gas network. Provides consultation and assists in coordination with contractors working near buried gas facilities. Prepares response letters to requests for plan reviews from other utilities, contractors, architects and developers. Assists Manager in maintaining the Tank Management Program (TMP). Perform audits of facilities; process MOC submittals, update drawings and documentation. Assists in the preparation of standards, policies, and procedures to conform with federal and local codes and company standards. Keeps abreast of technological changes and developments in the industry and works with respective departments to implement viable changes. OTHER FUNCTIONS/RESPONSIBILITIES: Complies with all applicable Hawaii Gas policies and procedures. Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner. Performs all other related duties as instructed by supervisor/manager. Qualifications Required Education and/or Work Experience: Bachelor's degree in Chemical, Civil, Electrical, or Mechanical Engineering or equivalent combination of related experience and education. Zero (0) to one (1) year of related experience. Good working knowledge of NFPA 58, UFC, City and County Plumbing Codes and 49 CFR 192. Proficient in the MS Office suite of tools (Word and Excel), MS Project. Required Licensure, Certification, Registration or Designation: Valid driver's license. Preferred Education and/or Work Experience: Experience in construction or consulting engineering field. Experience in using Geographic Information System (GIS) and/or CADD.
