Basic Qualifications:
7+ years strong Java programming/development skills, with hands-on experience
Experience with HTML, CSS, JavaScript, and at least one modern front-end framework, preferably Angular
Experience with, or knowledge of, the Spring Framework and RESTful services
Experience with, or knowledge of, SQL and ORM libraries such as Hibernate/JPA
Experience with Git branching and merging within a team to manage source code
Strong ability to manage competing priorities and communication to multiple stakeholders

Additional Responsibilities:

Integrate existing off-the-shelf application with developed applications to develop a common user facing web presents, dashboards, and data sharing.
Provide for and perform the maintenance, implementation, integration, test, and transfer into operations of developed and off-the-shelf application products.
Provide ongoing development of deployed applications products to meet changing user needs, developing future requirements, and operational cost savings.
Analyze product requirements and translate them into application designs.
Apply Agile development processes to create prototype applications, perform testing of software products and respond to and resolve software discrepancies against products' needs analysis, application interfaces and requirements.
Generate and maintain applications in accordance with product requirements and department standards.
Generate/update application documents (designs, manuals, code, support) following department approval, configuration, release, and version controls.
Maintain deployed applications and application servers.
May be required to obtain NASA's System Administration certificate.

As a skilled and dynamic Software Engineer, you will be responsible for designing and developing software for containerized applications supporting the Civilian Harm Mitigation and Response (CHMR), Data Management Platform (DMP). The CHMR DMP is a new initiative supporting Headquarters Department of the Army (HQDA), Department of the Army's Management Office-Strategic Operations (DAMO-SO). The DMP is being developed as a “system-of-systems”. You will work closely with cross-functional teams to ensure seamless integration and optimal performance of the DMP.
KEY RESPONSIBILITIES:
Software Engineering:
Elicit requirements and engineer implementations for containerized applications using industry best practices and container technologies such as Docker. Design, implement, and test containers using approved base images or from scratch to meet architectural requirements. Write design and unit test documentation.
Software Development:
Employ mid-level software development expertise and best coding practices in designing and writing complex full-stack software to run in containers using various modern programming languages such as Python, Typescript/JavaScript, Java, C++, or C#. This includes improving knowledge about relevant technologies and skills researching them to augment and streamline development.
Orchestration:
Design orchestration platform configuration according to relevant government hosting systems to scale containerized applications, aggregate data across instances, ensure resilience and fault tolerance, and deliver high availability with a minimal attack surface. Develop appropriate mechanisms, scripts, and configurations to ensure robust and scalable deployments and upgrades, and to support monitoring and self-healing capabilities.
Collaboration and Support:
Work with SecDevOps and platform administration teams to implement their infrastructure requirements, obtain support for approved base containers, and troubleshoot deployment and other issues of a cross-cutting concern.
Security and Compliance:
Ensure that containers are built using best security practices, and conduct vulnerability assessments, ensure compliance with government and industry standards.

REQUIRED QUALIFICATIONS:
Bachelor's degree in computer science, or another STEM field (or equivalent experience).
Minimum of 2-7 years of hands-on experience developing containerized applications.
Minimum of 5-10 years of hands-on experience developing complex software.
Proficiency in programming languages like Python, Typescript/JavaScript, Java, C++, or C#., or similar.
Experience designing configurations for container orchestration platforms such as Kubernetes, OpenShift, Docker Swarm, or similar.
Experience with microservices architectures in containerized applications as well as how to integrate with external systems.
