Identify critical program needs in response to production TE issues while working with technical leaders to minimize production TE down time.

Provide program and process oversight to the portfolio programs through the planning and leadership of project design reviews and peer reviews, including program briefings to internal and external customers.
Provide management oversight and direction to organization's technical leaders.
Responsible for initiating/reviewing/approving proposals; overseeing financial health of TE program activities; utilization of Earned Value Management System (EVMS) techniques to assess program execution.
Interface with the Portfolio Senior Leadership team to communicate TE contracted program execution, status, mitigation to barriers and alignment to overall portfolio products goals and needs
Oversee and help coordinate/prioritize TE staffing needs.
Initiates and oversees TE Engineering One Page process tailoring for Program TE projects.
Mentor/Coach TE IPTs and Project leads.
Qualifications You Must Have
Typically requires a Bachelor's in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of ten years of prior relevant experience.
Experience in one or more of the following areas: System Design, Hardware, or Software development spanning multiple disciplines (Power, Infrared systems, RF, Analog, Digital).
Experience in TE Engineering, Engineering Development Processes, and Gate Reviews.
Experience with project/program execution leading teams of cross-functional disciplines.
Experience communicating and collaborating at the portfolio PM and CE level.

The Raytheon Weapons System team is seeking a temporary Proposal Manager who is ready to take on a new challenge with a high degree of responsibility in a growing and evolving business environment.
You will be responsible for assisting in the development of the comprehensive proposal strategy for product contracts and assisting in the development, analysis and review of all proposals supporting the program portfolio.
What You Will Do
Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements including corporate and business policies and procedures
Develop compliant proposals, and actively support customer negotiations across the program portfolio
Maintain key metrics which will act as critical process indicators for the programs and organization to track designated proposals and associated processes
Maintain strategic relationships with industrial base, government, and authorities in assigned customer contracts
Ensure on-time delivery of proposal efforts; this includes providing turn-round metrics to the supported programs, identifying improvement opportunities, and taking the necessary steps to ensure quality, schedule, and cost requirements are achievable in execution
Support the negotiation and implementation of large, complex contracts that include offset agreements and adjacent business opportunities
Coordinate with program in meeting all of the above efforts; building and maintaining a respectful and collaborative working relationship between partners
Expected to support domestic travel as needed
Ensure proposals comply with all FAR and internal requirements
Qualifications You Must Have
Typically requires A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
Experience leading cross-functional teams to include, but not limited to, one of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support) and/or administrative functions
Experience in Proposal development or equivalent (e.g., TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.)
The ability to obtain and maintain a U.S. security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

The multi-disciplined department includes engineers that may be responsible for the following: Designing, modeling/analyzing, and verifying optical components within a sensor/seeker designing the structures that hold the optics, including any mechanisms needed to move optics, as well as the cryogenic systems used to cool and maintain the temperature of EO detectors. Relaying critical detector interface and performance requirements to detector suppliers and verifying requirements are met. Utilize many different engineering discipline skills to assemble, test and verify optical, electrical, and mechanical components as they are built up into the sensor/seeker subsystem
What You Will Do
Participate as mentee and Individual Contributor supporting program activities.
Optical alignment/testing of optics assemblies.
EO modeling, simulation, and analysis applications.
Requirements development, requirement validation, and subsystem trade studies.
Design of optical and opto-mechanical seeker systems and/or test fixtures for missiles.
Working with engineering and production personnel to troubleshoot and provide root cause and corrective action to design and process issues.
Support production related activities in the assembly and documentation of electro-optical subsystems.
Troubleshooting hardware and process issues down to CCA and component levels
Resolution of issues on production lines and in testing (including suppliers)
Failure analysis / root cause determination and corrective action implementation
Qualifications You Must Have
Bachelor's degree in Optical Engineering, Electrical Engineering, Systems Engineering or related Science, Technology, Engineering or Mathematics (STEM) major.
Experience with Electro-Optical subsystems.
This position requires 12 months or less of relevant professional work experience (excluding internships).
