About the Role
Applied Technology Services is seeking a Senior Business Analyst to support the Comptroller of Maryland (COM) driving continuous improvement initiatives within the Unclaimed Property and Field Enforcement Divisions. This role offers the opportunity to make a direct impact on the efficiency, accuracy, and security of critical state operations.
As a Business Analyst, you will collaborate with COM staff to identify opportunities, design solutions, and deliver measurable improvements across business processes, systems, and workflows. This is a hands-on role for a professional who thrives on problem-solving, process reengineering, and delivering tangible results.
What You'll Do
You will lead and support projects that enhance operational performance, including:
Process Documentation & Training - Develop clear, comprehensive documentation and training materials for existing business processes.
Internal Controls - Identify gaps and recommend solutions to strengthen compliance and accountability.
Technology & Tools - Partner with technical teams to design or enhance workflows and tools within COM's technology environment (Excel, SharePoint, Power BI, ServiceNow, KAPS, Revenue Premier).
Process Reengineering - Redesign workflows to improve efficiency, accuracy, cost-effectiveness, and employee satisfaction.
Quality Assurance - Provide testing and support for business processes migrating into new applications.
Each Division will benefit from at least two significant projects during the contract term. Deliverables will include:
A written project proposal with measurable objectives and performance metrics
A detailed Standard Operating Procedure (SOP) for reviewed processes
A close-out report with recommendations, risk analysis, and outcome evaluation
Qualifications
Required:
Minimum 3 years of experience in business process analysis, documentation, SOP development, or process reengineering
Bachelor's degree in Business Administration or related field
Professional certification such as CBAP, PMI-PBA, CAPM, or equivalent
Preferred:
3+ years of project management experience with responsibility for delivering complex initiatives on time and within scope

What you will be doing:
The Senior System Administrator is responsible for all operational aspects of the development & test environment(s) associated with an exciting and important capability contributing to our national defense. He/she will manage all aspects of the relative Information Technology (IT) system(s) accounts, baselines, compliance, availability, and performance.
Specific and specialized tasks include proficiency in Linux commands and navigation, virtualized/containerized hosting designs and implementations, to include but not limited to VMware/ESXi, Docker, etc., and automated deployment and baseline configuration tools such as Ansible. Additional tasks as required include Windows/Active Directory, customer/stakeholder presentations, interfacing with ISSO and Enterprise Security repository/policy representatives, and executing request/service trouble-ticket systems.

Description
* Design, implement and verify analog / mixed-signal IC designs for various motion sensor products.
* Evaluate system-level trade-offs for next-generation sensor interfaces and identify IC architectures in collaboration with the MEMS design team to meet performance requirements.
* Interface with digital design engineers to define and optimize sensor architectures and digital signal processing circuits.
* Guide layout engineers on physical design. Review layouts and provide feedback for optimal layout design.
* Tape-out designs on-schedule adhering to required specifications.
* Evaluate and validate designs in the lab and identify any deviations from requirements and implement corrective actions.
* Perform other duties and tasks (e.g.: RMA debug) that may be assigned from time to time.
Qualifications
* Minimum MSEE +10 Years or PhD + 7 Years of industry experience in analog or mixed-signal CMOS circuit design.
* Thorough understanding of analog and mixed signal systems and micro-architecture trade-offs. Demonstrated ability to develop micro-architectures and high level Matlab system models.
* Proven track record of designing low-power, low-noise, precision switched-capacitor CMOS analog circuits amplifier (OPAMP), or analog-to-digital converter (ADC) for high volume manufacturing.
* Strong skills in designing various analog/mixed-signal blocks including:
* MEMS sense amplifiers (precision switched-capacitor OPAMP)
