Position Description:
Agents of the Oklahoma Attorney Generals (OAG) Office are commissioned state law enforcement officials tasked with investigating violations and alleged violations of criminal and civil Oklahoma state statutes. As the sole state law enforcement entity under the Oklahoma Attorney General, OAG Agents have the unique investigative and prosecutorial advantage in working with, and collaborating with, state OAG prosecutors on a daily basis. As commissioned state law enforcement officials, OAG Agents are automatically enrolled and are designated beneficiaries of the Oklahoma Law Enforcement Retirement System (OLERS). To help ensure OAG Agents are capable of fulfilling their responsibilities to the citizens of Oklahoma as state law enforcement officials, OAG Agents are subject to medical and physical fitness evaluations. All OAG agents may be reassigned to another unit within the OAG at any time.
Unit Summary:
The OCTF investigates and prosecutes organized crime throughout the State of Oklahoma. Its primary mission is to investigate and prosecute complex criminal networks, including those that traffic controlled substances, launder money, engage in human trafficking, and commit fraud. The OCTF engages in confidential investigations to detect violations of criminal statutes and noncompliance with various regulations. The OCTF uses a broad spectrum of criminal investigative processes that range from physical surveillance to digital forensics, and works with local, state, and federal partners to gather information and conduct effective investigations.
Essential Functions:
* Develop and investigate cases.
* Meet deadlines.
* Communicate and collaborate with other OCTF Agents, Supervisory Agent, and prosecutors.
* Interview witnesses, victims, and suspects, and then document findings.
* Effectively and professionally research, prepare, analyze, and understand complex information and legal issues.
* Possess the ability and willingness to carry a firearm and use deadly force as required.
* Have and maintain physical and mental stamina to perform the work of the OCTF, which includes occasional intense manual labor for long hours outdoors (summer and winter).
* Maintain the integrity of the Attorney General's Office as well as the confidentiality of information as required by the Attorney General.
* Exhibit sound judgment, as well as produce excellent report writing skills.
* Prepare and provide testimony in courtroom settings.

* Maintain safety protocol for the Office of Attorney General.

Required Qualifications:
Qualified individuals must:
* Be a CLEET certified peace officer in Oklahoma or eligible for reciprocity under the rules and guidelines of the Council on Law Enforcement Education and Training (CLEET)

Physical Demands:
The incumbent in this position is required to have the ability to demonstrate a level of physical fitness by completing a physical fitness performance assessment that includes, but is not limited to: push-ups, sit ups, sprints, personnel extraction, and a 1.5 mile run. Incumbents in this position are regularly required to use hands, operate objects or controls, and reach with hands and arms. Employee is expected to talk and hear within interview and investigation settings. Employee is required to frequently sit, walk, stand, stoop, kneel or crouch, and lift and carry evidence and equipment up to 50 pounds. This position will occasionally require the incumbents to be outside for long hours in a farm environment cutting, lifting, and stacking illegal medical marijuana and/or extended time conducting vehicle surveillance. The individual must be able to wear protective Law Enforcement equipment while safely executing search warrants and arrests.
Mental Demands:
While performing the duties of this position, the employee must be able to use written and oral communication skills; read and interpret data, information, and documents; interpret policies and procedures; learn and apply new information or new skills; work under deadlines with some interruptions; and interact in a professional manner with OAG staff, other organizations; and interact in a professional manner with suspects, victims, other law enforcement officers, Court officials, and the general public. All Agents are required to complete and pass a preliminary psychological assessment (MMPI).
Work Environment:
As state law enforcement officials, OAG agents are expected to work effectively in different types of environmental settings, including but not limited to offices, outdoors, vehicles, and extreme or hazardous weather conditions. The incumbent must be able to operate in a professional office environment and use standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position frequently calls for the incumbent to work outdoors and within their vehicle for long hours during all seasons. When needed, the incumbent must be flexible to work non-traditional work hours such as nights, weekends, and holidays.

· Maintain current and thorough knowledge of National Indian Gaming Commission Minimum Internal Control Standards, Tribal Internal Control Standards, and any future regulations that may apply to ensure that the licensing process is in compliance with all regulations.
· Continually obtain and review changes to federal, state and tribal regulations affecting licensing and background investigations. Provide Licensing Manager with regular updates.
REQUIREMENTS:

Education and Experience
Education and Experience requirements at this level are those contained in Title 74 O.S. Section 150.8A: "An Agent, at the time of appointment to the Bureau, shall be at least twenty-one (21) years of age and shall possess a bachelor's degree from an accredited college or university" and two years of law enforcement experience with a governmental law enforcement agency and must be a certified CLEET peace officer or possess a certification by reciprocity agreement from another state; or a current employee of the OSBI with two years' experience with the agency.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills and Abilities required at this level include knowledge of modern criminal investigative techniques; Oklahoma criminal law pertaining to crime, search and seizure, arrest, and rules of evidence; recent court decisions affecting law enforcement; public relations pertaining to investigative activities; of basic math; of basic English, grammar, and sentence structure; of accounting and business records; and of basic elements of computers and usage of computer software.

Special Requirements

Some positions at the Oklahoma State Bureau of Investigation must possess a commercial pilot's license with a commercial/instrument rating, have a total pilot flight time of 500 hours, 50 hours in a model used by Oklahoma State Bureau of Investigation and pass a class 2 flight physical.
Some positions may require possession of education/experience/training as required by current Oklahoma Statutes or approved selective qualifications.

Job Description
Coates Field Service, Inc. is seeking an experienced Right of Way Permitting Agent for an pipeline project. Computer literacy and technical skills are necessary for this fast-paced position. The position would be remote, but the agent will have the ability to travel to the project as needed. Project is located near Wichita, KS.
Overview of Duties:
Coordinates with Right of Way, Engineering, and other departments to first establish where the line route is located
Handle permitting and miscellaneous duties
Permits with railroads (Union Pacific and BNSF), road permitting, crossing agreements for foreign pipelines, zoning issues and research, etc.
Determine the non-environmental permits (road/railroad/highway/MBTA) that will be required
Ensure all required permits are obtained prior to any construction activities
Organizes consultations with local officials, inspectors, and assessors to verify required permits, licenses, and/or agreements, and organizes and delivers all the required documents for obtaining permits
Explains project to permitting agencies and answers their questions
Documents all contact with permitting agencies (mail, telephone, e-mail, personal visits)
Assimilates contact information and project activities, enters details into project database
Secures permission from permitting agencies for various types of surveys and studies on and across public or private lands
Records legal documents in appropriate county offices, if applicable
Provides liaison between permitting agency and other contractors such as construction crews, inspectors, surveyors, archaeologists, etc.
Maintains assigned parcel files from beginning to end of project
Specialized knowledge/education required:
In-depth knowledge of legal terminology that applies to land acquisition and permitting
Capable of completing legal documents and forms such as permits and agreements
Knowledge of the sequence of processes required to complete permitting
Ability to plot metes and bounds descriptions of property and read a variety of maps, electronic and paper
Ability to read and analyze engineering drawings and right of way plans in order to properly explain the taking
The ability to read, understand and communicate property valuation information to landowners, as contained in formal real estate appraisals prepared by professional state certified appraisers.
The further ability to render independent land value judgments and determine when compensation beyond the value outlined in an appraisal is justified
Proficient in programs necessary to maintain documentation and produce reports
Understands technology of projects well enough to explain and discuss with property owners
Skilled in variety of research methods, particularly internet, courthouse, and recorded documents
Knowledge of how to determine valuations of crops, trees, pastures, etc. for damage settlement
Completion of courses relating to current issues and processes, as sanctioned and/or offered by the International Right of Way Association
