The Commercial Real Estate Review Appraiser will be evaluating a variety of property types, including but not limited to, industrial, multi-family, office, retail shopping centers, special use, etc. WHAT WILL YOU DO? * Primary responsibility is to manage the full process of a valuation request from the procurement of the appraisal report to the completion of the review report. * Develops scope of work for soliciting appraisals bids in line with internal appraisal selection process and provides lending team with recommendations. * Maintain effective communication with engaged vendors and manage issues/field questions to maintain the integrity of the appraisal assignment. * Reviews the quality and accuracy of appraisal reports to ensure compliance with federal and state regulations, including FIRREA, Interagency Appraisal and Evaluation Guidelines, Uniform Standards of Professional Appraisal Practice (USPAP) and internal Bank policies, as well as review the reasonableness of the value conclusion (if warranted, develop an internal value conclusion). * Coordinates the resolution for any appraisal deficiencies with third party vendors and request revisions, as well as being a liaison between lending team and appraiser regarding any appraisal disputes. * Monitors regulatory standards and industry guidelines for any changes that impact the real estate valuation process; assists with updating related internal policies, procedural manuals, and research libraries. * Familiarity with trends in local markets, being knowledgeable of economic and industry changes, and applying that knowledge to ascertain the accuracy and quality of appraisal reports under review. * May complete internal real estate market evaluations on commercial or residential properties where an appraisal report is not required. * Provide support to the department on additional responsibilities as directed. The Staff Appraiser is also responsible for protecting the Bank by ensuring compliance with ethical, legal and regulatory requirements as they relate to real estate collateral valuation in accordance with state and federal regulations and USPAP Standards. Duties and Responsibilities: * Assists in evaluating, monitoring and maintaining high appraisal standards, guidelines, techniques, and methods to ensure compliance with applicable state and federal laws and regulations and conformance with S&T policies and procedures. * Assists in managing the on-line bidding, awarding and tracking of vendor services for real estate appraisals that serve as collateral for existing or prospective loans. * Performs independent reviews of real estate appraisals/evaluations in accordance with USPAP Standards, federal regulations, and S&T Policy #204. When necessary, completes internal appraisals and evaluations. * Acts as a back-up to the Appraisal Coordinator in managing the YouConnect Appraisal Management Software. * As needed, interfaces and supports Bankers of all levels to address appraisal/evaluation related questions or matters in order to provide a high-level of customer service while mitigating real estate valuation risk. * Assists in engaging and managing all appraisal related vendor relationships including providers of market data. * Assists in educating and training Bankers of all levels and other key constituents on S&T's Real Estate Appraisal Policy and other appraisal related matters through formal presentations, calls, or meetings. * Demonstrates a strong ability to work independently, as well as motivated to work as a team player and exhibits excellent interpersonal skills. Contributes to the success of the department and in turn, the organization. * Performs other duties as assigned. Education: Requires a 4-year degree or equivalent, major area of specialization: Real Estate. Appraisal Institute Candidate (MAI) preferred. Experience: Requires five to ten years of general experience, plus two to five years of specialized experience as a Licensed Appraiser Trainee. Physical Demands: Operates a keypad device: 60% of the day; operates electronic equipment: 10% of the day; operates office equipment: 5% of the day; travels: 5% of the day; performing on-site inspections/evaluations: 10%. Requires the use of manual dexterity skills for typing and filing up to 60% of the business day. Specific vision requirements include close vision of 18"-20" for computer work.
