Lineworker Apprentice Learn and perform a variety of semi-skilled and skilled tasks involved in the construction and maintenance of overhead and underground distribution of electrical service for the City of Grand Island. DISTINGUISHING CHARACTERISTICS This is the entry level class in the line worker series. This class is distinguished from the Lineworker First Class by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically used as a training class, employees may have only limited work experience. WORKING ENVIRONMENT Duties are performed both indoors and out. Indoor work is typically performed in a workshop setting. While working outdoors, incumbent is exposed to inclement weather conditions. Duties may also require the incumbent to work in confined spaces, i.e. manholes. Lineworker First Class DEFINITION Perform skilled and specialized work in the construction, maintenance and operation of an electrical distribution, transmission, overhead and underground systems; and perform a variety of other duties and responsibilities involved in providing electrical utility services for the City. DISTINGUISHING CHARACTERISTICS This is the advanced journey level position. This class is distinguished from the Lineworker Apprentice by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series by having significant knowledge of the electric distribution and transmission system in the City of Grand Island and the ability to work on and sometimes oversee work on all types of energized equipment and lines. As the most advanced lineworker, the Lineworker First Class is responsible for ensuring the safety of all subordinate line staff working with him/her. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. WORKING ENVIRONMENT: Duties are performed both indoors and out. Duties may also require the incumbent to work in confined spaces, i.e. manholes. Lineworker Apprentice Regular attendance that is punctual and dependable is required. Display honest, trustworthy, and ethical behavior when dealing with internal and external customers. Establish and maintain cooperative working relationships with those contacted in the course of work. Assist with the installation and maintenance of primary and secondary voltage power lines and systems; assist in replacing old or malfunctioning power lines; assist in constructing and stringing new power lines. Frame electrical poles prior to installation; climb poles to work on secondary distribution systems; check voltages; assemble and activate electrical components. Perform routine maintenance on electrical equipment, machinery and tools; ensure that service vehicles are equipped to respond to emergency situations. Respond to service calls concerning power outages and various electrical problems on a stand-by basis when accompanied by higher-level lineworkers; assist in work to correct power outages and electrical problems. Observe all established safety standards while performing work including the wearing of safety apparel, proper placement of work barricades and warning signs and grounding of machinery and equipment. Participate in tree trim crew; assist in identifying obstructed lines; work with crew chief in removing limbs and trees accordingly; chip wood from limbs and trees; grind stumps as necessary. Assist with cleaning vehicles, equipment and City facilities associated with electric lines work. Assist with replacing services wires and connections; install meters and perform reconnections of service; assist with work on transformers and substations. Operate and use a wide variety of equipment including various hydraulic, hand and power tools, various trucks, wire pulling equipment, chippers and voltage meters. Perform other duties as assigned. Install, repair, and maintain primary and secondary voltage power lines and systems; replace old or malfunctioning power lines; construct and string new power lines. Install conduit, conductors and other associated hardware and protective devices for overhead electrical systems. Frame electrical poles prior to installation; climb poles to work on distribution systems; install transformers and check voltages; assemble and activate electrical components. Perform routine maintenance on electrical equipment, machinery and tools; ensure that service vehicles are equipped to respond to emergency situations. Respond to service calls concerning power outages and various electrical problems on a stand-by basis; work to correct power outages and electrical problems. Observe all established safety standards while performing work including the wearing of safety apparel, proper placement of work barricades and warning signs and grounding of machinery and equipment. Ensure that proper equipment and materials are present at the corresponding work site. Replace service wires, connections, cross arms, bells and insulators; install meters and perform reconnections of service; inspect, test and replace electric meters as necessary; assist in collecting payments for electric service; disconnect accounts which are delinquent. Perform maintenance on the transmission system and in substations; provide assistance in the repair and maintenance of streetlights. Operate and use a variety of equipment including hydraulic, hand and power tools, trucks, bucket trucks, truck mounted cranes, forklifts, wire pulling equipment, trenchers, voltage meters, transits, backhoe / front-end loader, skid steer, vacuum excavation and hot line equipment. Building and site construction /maintenance including basic structural, electrical, drainage, concrete removal and installation, painting, mowing and snow removal. Assist in testing and maintaining control equipment used for remote operation of the water and electrical distribution systems. Perform related duties as assigned. Pertinent Federal, State, and local laws, codes and regulations. Ability to: Learn techniques and procedures used in working on de-energized and energized primary, secondary and services. Learn pole climbing techniques using line worker climbers and belt. Learn names, uses and locations of materials and line equipment stored on line and bucket trucks. Learn meter installation techniques used in primary and secondary rated metering. Learn to identify voltage level and types of power lines. Lift and/or move heavy weights. Perform work during adverse weather conditions. Perform work from ladders, at varying heights above ground level and in confined spaces. Learn to install conduit, conductors, transformers and other associated hardware and protective devices needed for overhead electrical systems. Learn to trim trees in a manner not harmful to the tree. Learn basic electrical theory. Drive and operate all vehicles and equipment assigned. Learn to install and terminate underground primary and secondary. Learn to perform work on energized and de-energized single phase primary and three-phase primary. Perform work on streetlights. Communicate clearly and concisely, both orally and in writing. Learn and perform duties usually associated with groundman position. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Read and understand maps, blueprints and drawings. Learn to perform locates - with reference to documented primary and documented and undocumented secondary lines. Lineworker First Class Knowledge of: Safe work practices. Names, uses and locations of materials and line equipment stored on line and bucket trucks. Proper installation practices and maintenance techniques of transformers, and capacitor banks. Meter installation techniques used in primary and secondary rated metering. Pertinent Federal, State and local laws, codes and regulations. Assist with the planning of distribution system, easements and construction types. Ability to: Identify voltage levels and types of power lines. Lift and/or move heavy weights. Perform work during adverse weather conditions. Climb power poles. Perform work on energized circuits. Perform work from ladders, scaffolds, bucket trucks, and related man lifts at varying heights above ground level and in confined spaces, including vaults and manholes. Install and terminate underground primary and secondary. Install conduit, conductors, transformers and other associated hardware and protective devices needed for overhead and underground electrical systems. Trim trees in a manner not harmful to the tree. Perform work on energized and de-energized single phase primary and three-phase primary. Read and understand maps, blueprints and drawings. Perform work on streetlights. Communicate clearly and concisely, both orally and in writing. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Perform locates - with reference to documented primary and documented and undocumented secondary lines. Lineworker Apprentice Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Graduate of a certified lineworker school or documented electrical experience. Training: A high school diploma or GED is required, supplemented by training in electrical work. Lineworker First Class Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Four years of experience comparable to that of a Lineworker Apprentice in the City of Grand Island. Training: A high school diploma or GED is required, supplemented by training in electrical work. Satisfactory completion of Merchant Program or an approved equal. Both Positions License or Certification: Employee must possess a valid driver's license and maintain insurability as determined by the City's insurance carrier. Possession of, or ability to obtain and maintain, an appropriate valid certification in cardio-pulmonary resuscitation and first aid within six (6) months of hire. Salary: Position will start at the entry level of the City's salary table. Consideration may be given if experience exceeds entry level qualifications. Working Hours: Monday-Friday 7:30 a.m.-4:00 p.m.; on-call rotation Residency: All Distribution, Engineering, Dispatch, Transmission/Substation Division Personnel must live within 30-minute distance of 1116 W.
