The HUCLA replacement is a $1.7B multi year program. APSI is one of the three JV partners and is also the controlling entity in the JV. The program consists of various small, medium, and large projects. The current HUCLA medical center hospital is not compliant with the state mandate seismic code, and therefore a need for replacement new hospital. In addition, there will be outpatient, support building, parking structure/surface lots, central utility plant, 12KV/66KV substation, and utility corridor projects. The scoping documents are complete, initial demolition/move management has already started, and major D/B procurement is underway.
The entire program is scheduled to finish in fall 2027.
Daily Responsibilities:
Program schedule update, revisions, cost and resource loading and run regular cash flow report.
Review baselines schedules and monthly and weekly schedule updates.
Prepare what-if scenario schedules that are based on change in sequence and inform management of possible outcome of the re-sequence.
Review/analyze time impacts and provide time impact resolution.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
B.S civil or construction management with 8-10+ years of experience
Strong attention to detail with highly organized work habits
Demonstrated accuracy, reliability, and accountability in prior roles

Clark is seeking an experienced Senior Estimator / Preconstruction Manager to support our San Francisco Civil operations. The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Clark Civil projects, and for continuous preconstruction on awarded projects that are in the development phase. The responsibilities of the Estimating/Preconstruction Department include compiling qualified bidders lists, issuing invitations to bidders, soliciting bids, preparing estimates, quantifying and pricing labor and materials, receiving bids, and reviewing bids to prepare total project costs. This key member of our team will passionately help promote the development of creative, innovative solutions to construction challenges and enjoy the acquisition of winning profitable work.
**Responsibilities**
+ Maintain high standards of professionalism and ethical behavior when representing the Company
+ Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimate for projects under various delivery methods
+ Develop complete and accurate estimates for Divisions 3 (Concrete), 5 (Miscellaneous Metals), 6 (Rough Carpentry), 31 (Earthwork and Support of Excavation), 32 (Exterior Improvements) and 33 (Utilities) on a variety of project types
+ Supervise and train other estimators in your areas of expertise
+ Lead or perform portions of estimates for multi-discipline projects including scope determinations and accurate quantity survey
+ Solicit Subcontractor and/or Vendor quotes and evaluate them for scope and qualifications
+ Lead meetings with Subcontractors to develop complete scopes and discuss strategy
+ Perform risk and contract management responsibilities as required on bids
+ Assist in developing a strategy to achieve minority participation requirements
+ Review total estimate to ensure accuracy and completeness prior to formal quotation
+ Monitor comparison of estimated costs to actual costs

**Basic Qualifications**
+ Undergraduate degree in engineering, construction management or related degree preferred but not required
+ 3-7+ years of heavy civil estimating and cost control related experience (Concrete and Sitework estimating experience preferred).

+ Field experience is desirable

+ Solicit Subcontractor and/or Vendor quotes and evaluate them for scope and qualifications
+ Lead meetings with Subcontractors to develop complete scopes and discuss strategy
+ Perform risk and contract management responsibilities as required on bids
+ Assist in developing a strategy to achieve minority participation requirements
+ Review total estimate to ensure accuracy and completeness prior to formal quotation
+ Monitor comparison of estimated costs to actual costs
+ Preparing responses to Request for Qualifications (RFQ's) and Request for Proposals (RFP's)
+ Research and promote continuous improvement in developing more efficient estimating methods
+ Examine construction sites and observe unusual or challenging conditions
**Basic Qualifications**
+ Undergraduate degree in engineering, construction management or related degree preferred but not required
+ 3-7+ years of heavy civil estimating and cost control related experience (Concrete and Sitework estimating experience preferred).
+ Passionate about profession, dedicated to winning work and willing to take pride and ownership of work product
+ Field experience is desirable
+ Demonstrate the ability to either lead or be a part of a team for multiple projects and pursuits
+ Knowledge of HCSS Heavy Bid Estimating Software
+ Software: Excel, Heavy Bid, Bluebeam, AGTek, Building Connected
+ Ability to read and interpret construction drawings and specifications
+ Working knowledge of computers and experience with Microsoft Word and Excel
+ Strong organizational and time management skills with the ability to multi-task
+ Must be detail oriented, technically sound and have good communication skills
+ Familiar with both conceptual, detailed, and self-perform estimating

**The Physical Side of the Role:** Given that a good portion of your day will be spent at a desk, you should be comfortable with prolonged periods of focused work, whether it's collaborating with colleagues, analyzing data, or developing strategies. The role demands effective communication and sharp visual acuity for reviewing complex documents and performing detailed computer work. While there are times for quiet concentration, you'll also be expected to move actively throughout the office and travel occasionally to various locations, including dynamic construction sites, utilizing different modes of transportation. The ability to lift and move objects up to 10 pounds regularly, and up to 25 pounds on occasion (think a box of files or small office equipment), is also required.
**Your Work Environment:** Your primary workspace will be in our professional office, which has a typical, quiet-to-moderate noise and light levels. As part of your work, you may also be required to visit active construction sites. These environments are naturally more dynamic and can include exposure to outdoor weather conditions, louder noise, and moving equipment.
