Serve as APTIM's senior program lead for Air Force Civil Engineer Center (AFCEC) and U.S. Army Corps of Engineers (USACE) A/E Environmental Services contracts. The role spans opportunity shaping, SF-330 capture, and full life-cycle execution of Brooks-Act task orders-- with a special emphasis on PFAS remedial investigations, CERCLA/RCRA studies, and remedial designs. Reporting to the Sr. Director of Environmental Remediation, you will grow backlog, safeguard margin, and cultivate trusted-advisor relationships with key DoD clients.

* Mentor and deploy multidisciplinary teams of engineers, geologists, risk assessors, and PMs across CONUS sites.* Champion a diverse, inclusive culture; develop successor bench strength.
Client & Stakeholder Engagement
* Act as single-point interface to AFCEC, USACE, and district contracting officers.* Secure "Exceptional" CPARS ratings and position APTIM for follow-on work.
Governance & Compliance
* Ensure adherence to EM 385-1-1, OSHA, DoD Explosives Safety (as applicable), and ISO 9001/14001 requirements.* Mitigate contractual and environmental risk; approve change orders above delegated authority.
Basic Qualifications:
15+ years managing A/E Environmental Services contracts--at least 5 years at the program-level with direct P&L accountability.
Proven record winning and executing Brooks-Act SF-330 contracts for AFCEC and/or USACE.
Demonstrated success leading PFAS remedial investigations (RI/FS) and related CERCLA decision documents.
Bachelor's in Engineering, Geology, Environmental Science, or similar; P.E. or P.G. strongly preferred.
40-hour OSHA HAZWOPER (current).
U.S. citizenship required.

General Summary
This position is responsible for implementing and managing the Quality Control (QC) program at a Large Federal Project. The QC Manager ensures that all construction operations, both onsite and offsite, meet quality standards and contract-specific requirements through rigorous inspections, testing, and documentation. This role oversees all aspects of quality management, including compliance with FAR 52.246-12 Inspection of Construction, project drawings & specifications, and serves as the primary liaison for customers and regulatory agencies regarding quality-related matters.
Essential Job Accountabilities
Quality Control Program Management
Establish and maintain an effective Quality Control (QC) system to ensure contract compliance using the client required software (QCS/RMS, eCMS, etc.).
Implement and manage the three phases of control (Preparatory, Initial, and Follow-up).
Conduct specification reviews,
Review/submit submittals as necessary and coordinate with 3rd party submittal reviewers, and maintain a submittal register for the project.
Ensure all required testing is completed, review test reports and maintain a testing log for the project
Assist with drafting Requests for Information (RFIs) and maintain a RFI Log.
Complete a Quality Control Daily Report for each day of work.
Personnel & Team Management
Manage and support all QC personnel, including hiring, training, performance evaluations, and professional development to ensure a highly competent and engaged workforce.
Ensure all members of the QC team are fluent in English for clear communication and compliance.
Project Oversight & Compliance
Maintain a physical presence at the work site at all times.
Supervise and direct QC Engineers, testing laboratory personnel, and other inspection personnel to verify construction quality and adherence to specifications.
Attend and lead Coordination and Mutual Understanding Meetings to align QC requirements with project execution.
Ensure compliance with safety, hazard identification, and sustainability standards in accordance with EM 385-1-1, OSHA.
Technical & Regulatory Support
Provide technical support for proposals, construction, estimating, and materials during pre-bid, construction, and post-construction phases.
Conduct inspections, audits, and material testing to ensure all materials, workmanship, and construction methods meet contractual and regulatory standards.
Develop and maintain QC certifications and documentation, including inspection records, test results, quality audits, and compliance reports.
Customer & Stakeholder Engagement
Establish and maintain relationships with government agencies, subcontractors, testing companies, and technical staff to facilitate smooth coordination.
Provide internal and external technical training on materials production and construction processes to improve overall project quality.
Education/Certification
High school diploma required; Bachelor's degree in Engineering, Architecture, or Construction Management preferred.
Minimum of 5 years of construction quality control experience for candidates with a Bachelor's degree OR 10 years of construction experience, including 5 years in QC roles for candidates without a degree.
Must have completed the Construction Quality Management (CQM) for Contractors course. If certification is not current, the candidate must complete the course within 90 days of hire.
Knowledge of EM 385-1-1, OSHA safety regulations.
Work Experience
Minimum 5 - 10 years of experience in construction quality control for those with a relevant degree, or 10 years of construction experience with at least 5 years in QC roles for those without a degree.
Experience in managing QC teams, subcontractors, and large-scale construction projects.

APTIM is seeking an experienced Project Manager with extensive experience managing Federal fixed-price performance-based remediation projects. The successful candidate will have a proven track record of managing projects associated with the characterization and remediation of sites impacted by various constituents of concern under CERCLA and/or RCRA, including but not limited to radiological contaminants and emerging contaminants such as PFAS and 1,4-Dioxane. Strong organizational and interpersonal skills are a must, including the ability to communicate clearly and confidently, both written and verbally, to all project team members including client representatives and regulatory stakeholders. This is a full-time position, with preference to be based out of our San Diego Office Location. The Project Manager will perform project management duties and responsibilities for projects. They will be responsible for management of all phases of project activities that range from small to large in value and a variety of scopes that include engineering, procurement, construction and /or operations. Directs preparation of work plans, supervises project teams, and manages project scope, budget and schedule. This position will be part of an operations team and will work on specialized projects.
Key Responsibilities and Accountabilities:
Verbal and written communication with clients, partners and APTIM leadership;
Manage a multi-discipline technical team to execute projects to APTIM;
Ensure client deliverables are identified and met through effective management of each assigned project component and its associated project staff;

Professional Engineer licensed under the California, or a Professional Geologist registered under the California
Minimum of five years of Project Manager experience in field services, experience with environmental compliance, restoration, O&M, monitoring and reporting.
Minimum eight years of environmental remediation project execution, which shall include both site characterization and remediation technologies similar in scope and scale to those included in this PWS.
Experience with conducting environmental remediation in sensitive ecological areas. Experience completing remedial actions to facilitate property transfer (i.e., deed recordation, documentation of land use controls).
Ability to quickly acquire a working knowledge of program- or project-specific laws, policies, procedures, and correspondence.
Demonstrated experience in successful cost, schedule and contract management of environmental restoration projects.
Experience relaying technical subject matter to diverse audiences including Federal Government agencies, regulatory agencies, and general public.
Experience on radiological environmental projects is a plus.
Candidate must be a US Citizen to obtain base access necessary to support the projects.
40-hour OSHA HAZWOPER training with current 8-hour refresher certificate preferred.
Must possess a valid driver's license with a clean driving record.
Willingness to work occasional overtime, including weekends, to meet project deadlines.
Ability to travel to project location(s); travel estimated at 20-30% annually.

This position will serve a key leadership role in advancing grid modernization, distributed energy integration, and energy-resilience solutions for utilities, data centers, and public-sector clients across the U.S. The successful candidate will help shape and deliver projects that support the reliable transition to cleaner, smarter, and more resilient power systems.
The ideal candidate brings at least eight years of experience in power systems, distributed energy resources (DER), or energy-infrastructure planning, with a strong understanding of the technical, regulatory, and operational challenges driving the modern energy transition. The role offers the opportunity to lead impactful projects, collaborate with industry and research partners, and help grow APTIM's energy-resilience portfolio in California and beyond.
