Essential Duties:
* Be knowledgeable of maintenance work related to mechanical equipment and minor electrical equipment associated with wastewater treatment plants and pump stations.
* Must be capable of performing plumbing and piping work with all types of materials including PVC, PE, copper, steel, and cast iron.
* Position requires good mechanical skills as required in the repair/replacement of all plant equipment, including but not limited to pumps, instruments, chemical feed equipment, etc .
* Must be capable of operating all tools and equipment necessary for the completion of all plant and pump station related work.
* Must be able to work on electrical components up to 240 volt including wiring power to motors, control wiring, and test basic electrical and electronic components of a system.
* Monitor Operations of assigned wastewater facilities. Conduct testing and analysis required for proper operation and reporting for the facilities and to maintain compliance with regulatory permits.
* Responsible for making and implementing recommendations regarding process changes and adjustments at facilities to improve operational performance.
* Monitor collection system performance and pump stations. Make recommendations on improvements and upgrades as needed.
* Coordinate of all chemicals, fuel, parts and supplies necessary for proper operation of the facilities.
* Maintain facility records, prints, equipment manufacture manuals as well as all operating data.
* Accurately and timely generate and complete work orders using company software platform.
* Assist management and supervisors in developing and administering applicable safety procedures at facilities, as required.
* Monitoring PLC network to review automated operation of wastewater facilities.
* Assists with other tasks or projects as assigned
* The hourly rate of pay is $36.73 per hour*. All employees hired or entering the bargaining unit on or after April 1, 2021 will receive three dollars ($3.00) per hour less than the classification wage rate. The wage reduction will be returned in one-dollar ($1.00) increases once a year over a three (3) year period. Employee will receive annual contract increases.
QUALIFICATIONS:
* At a minimum, a high school diploma or equivalent
* Valid US driver's license required
* Required Licensing: Wastewater Class E collection system license.
* Five (5) years of maintaining equipment and systems in an industrial environment is preferred.
* An Associate's degree or certification in mechanical or electrical competency is preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
* Proficient in MS office or related software required; daily use of computer, data entry
* Excellent written and verbal communications skills; communicate effectively (clearly, concisely, and professionally) with internal customers
* Required to meet and follow all Aqua safety requirements dealing with any hazards including chemical, electrical, and PPE requirements, and follow lock-out and tag-out instructions.
* Must be willing to be trained and able to provide additional operational support to other water/wastewater systems.
* A team player able to work effectively in a team fostered multi-tasking environment
WORKING CONDITIONS/PHYSICAL DEMANDS:
* May be subject to extreme temperatures, noise, wet and/or humid conditions, mechanical, electrical, gas exposure hazards, fumes, dusts, mists, gases and/or poor ventilation atmospheric conditions.
* Must be able to lift and carry up to 50 lbs.
* Required to be on-call on a weekly rotational basis. In addition, must be available to assist with afterhours emergencies at all other times as needed.
* Working conditions include travel to work sites of Essential Utilities and/or other constituents.

The client-facing FacilityOperations function within the Administrative Services department seeks to maximize the value and efficiency of our facilities to assure the built environment will perform the functions for which it was designed and constructed. FacilityOperations provides support to other sites through collaborative and effective facilities management, maintenance and preservation strategies, ensuring performance to standards (e.g., OSHA, FE, and the department).
The Manager,FacilityOperations is accountable for leading a diverse FacilityOperations team of employees - 45 employees and 5 unions - in addition to managing contractors, in facility-related jobs providing safe, environmentally responsible, and fiscally judicious operations. Responsibilities include leading the team, implementing safety programs, ensuring compliance, driving financial management and reporting, applying business processes, employing records management, guiding staff development, identifying and implementing process improvement, establishing strategic facility improvement plans, working with external contractors and affecting certain facility project management. Duties include the efficient use of resources, prudent labor relation actions, and an understanding of and ability to proactively implement maintenance, technical, and business requirements and trends in the industry. The position is accountable for ensuring that certain facilities within the territory are maintained, secured in a safe manner and in compliance with regulations within budgetary guidelines provided. The position is a trusted resource to internal and external stakeholders within the department and throughout FE, respected and capable driving facility improvement strategies and, to achieve exceptional operational performance. Works closely with FEU operations teams.
This position will be responsible for approximately 64 facilities, with over 3.1 million square footage of facility space, across our territory within the state of Pennsylvania. (Note - also responsible for one facility in West Virginia - Weirton). This person can be based at any location in our PA service territory but preferred locations are Greensburg, York, Erie and Reading.
RESPONSIBILITIES INCLUDE:
* Actively participate in and promote FirstEnergy's Safety Philosophy; work safely to advance the FirstEnergy Safety Vision; ensure and promote a safe work environment for all persons working in or visiting a facility
* Support a safety culture where work is performed in accordance with the Accident Prevention Handbook and other company safe work practices and policies in accordance with Leading with Safety approach

Essential Duties:

* Assist with on-call responsibilities during the work week and weekends, including answering alarm calls and reporting to the facility as necessary to diagnose and address the cause of the alarms Monday through Sunday. Must be available 24 hours daily to respond to plant and system problems.
* Maintain facility records, prints, equipment manufacture manuals, and all operating data.
* As required, assist managers and supervisors in developing and administering applicable safety procedures at facilities.
* Capable of monitoring the PLC network to review the automated operation of all water and wastewater facilities, monitor alarms and review computer-generated data for proper PADEP and DMR reports, and assist in training new employees in computer automation systems.
* The position requires good mechanical skills as needed for the repair/replacement of all plant equipment, including but not limited to pumps, instruments, chemical feed equipment, etc.
* Must be able to make mathematical calculations to determine chemical doses required for flow rates and proper treatment.
* Required to meet and follow all Aqua safety requirements for hazardous chemical handling and PPE requirements.

Responsibilities
Summary
This position is responsible for managing a facility's personnel, residents, assets and budget according to the statement of work, company policies and procedures and contractor's standards to ensure contract compliance.
Primary Duties and Responsibilities
Recruits, hires and orients staff per established employment procedures to ensure qualified applicants are hired and to minimize turnover and exposure to litigation. Conducts reference checks on potential new hires before offers of employment are made to ensure employment standards are met.
Monitors staff performance to ensure performance standards are met. Uses disciplinary action or performance evaluations to correct unsatisfactory performance. Prepares staff performance evaluations on or before the due date so that employees are aware of areas in need of improvement, areas in which they do well and so that an action plan for further development is prepared.
Manages the monthly line item budget in order to maintain fiscal budget control.
Submits monthly billings to Administrative Office by the first working day of each month which may include depending upon facility, Register of Participants, Rent Receipt Summary, so that invoices to contracting sources are submitted for payment on schedule.
Prepares administrative reports (e.g., response to monitoring, Work Force Analysis and quarterly reports) that clearly and concisely reflect the operations of the facility and resident status, and disburses these reports to the appropriate agencies, if required, and to the Administrative Office.
Monitors office and medical supplies to ensure inventory is within budgeted levels and misuse or theft has not occurred. Records through Administrative Office to ensure continuity of operations is maintained.
Conducts annual (or more often if required) physical inventory of all facility or contractor-owned equipment to ensure assets are accounted for. Reconciles inventory to control list and justify differences.
Requests payment for invoices, petty cash and other purchases by submitting authorized invoices and or check request to the Administrative Office so that payment is made to vendors or to petty cash according to agreed upon terms.
Receives, reviews and acts on employee or resident grievances and appeals, within established procedures, to ensure concerns are resolved consistent with company policy and in a fair and timely manner.
Acts as primary liaison with agencies, (e.g. probation, parole) to build positive working relations.
Works with contracting agency to screen potential residents (sex offenders, violent crimes, notorious offenders, etc.) to ensure residents are appropriate for the facility.
Conducts safety committee meetings, safety inspections and employee safety training on a monthly basis; communicate to employees, residents and local authorities (written and verbal) fire and emergency plans to ensure employees and residents are aware of actions to be taken in the event of an emergency and to reduce work-related injuries.
Develops and comply with housekeeping,facility and equipment maintenance plans to ensure facility is clean and in good repair. Identifies equipment to be repaired and submit appropriate paperwork.
Maintains and submit all personnel records to Administrative Office, as defined by procedures, to comply with government requirements and provide documentation in the event of litigation.
Conducts regularly scheduled staff meetings to keep staff informed of Company and individual facility status; foster a team environment and encourage staff to express concerns, report observations, offer recommendations and suggestions.
Designs and implement programs for public information and education to promote community involvement and support through understanding of the goals, purpose and role of the facility.
Oversees staff scheduling to ensure compliance with maximum contract requirements, control overtime, and to ensure fair and equitable staff schedules.
Reviews and signs all facility employee time cards to make sure they are complete and accurate. Responsible for accurate record keeping and reporting of employees' time. Submit to Administrative Office in accordance with the payroll schedule.
Responsible fully for any and all cash and receipts (e.g. petty cash, resident rent, maintenance funds, etc.).
Complies with company work rules and policies as explained in the company Employee Handbook, and the facility Policies and Procedures Manual; and responds positively to directives from management in a cooperative spirit to ensure conformance to standards.

Qualifications
Minimum Requirements
Bachelor's degree in a social or behavioral science field. Two (2) years of work experience in a related field, and a minimum of two (2) years in a supervisory position. (Work experience may be substituted for academic studies exchanging one (1) year of work experience in a related field for one year of academic experience. Total work experience needed in lieu of the combination of education and work experience is six (6) years, with two (2) of the years in a supervisory position. Any exceptions requested to this requirement require the approval of the community corrections regional administrator).

Your Responsibilities as Operations Manager
Year-over-year growth in profit percentage and profit dollars in the branch
Manage to 2.5% unbilled overtime or less in the branch
Year-over-year improvement in Employee Engagement Scores in the branch
Minimum 95% annual client retention in the branch to include personal visitation to all clients weekly, monthly, or quarterl,y depending on scope
Personally recruit a minimum of one new manager/staff in your branch annually
Develop a minimum of one manager/staff for promotion annually
Become proficient in all company software systems (on-boarding, scheduling, financial, CRM)

Your Qualifications:
Authorized to work in the United States
A bachelor's degree in business administration or related field.

Essential Duties:
* Leads the operations team and collaboratively works with engineering, compliance, and accounting functional leads to provide safe, reliable high quality water and wastewater service.

* Prepares and executes operating and capital budgets within areas of responsibility. Supervises operational and capitalized maintenance activities and supports planned vertical and linear capital investments. Works with business development in the coordination and negotiations with developers regarding new systems. Assist in the identification, due diligence, and smooth operational transition of acquisitions.
* Coordinates and negotiates with vendors regarding supplies and/or services needed. Hires and oversees work by contractors and subcontractors, ensuring that the work is performed, and the funds are deployed in the most efficient and effective manner.
* Assists environmental compliance in interaction with environmental regulators regarding current regulations, permit compliance and other matters regarding water and wastewater operations.
* Works closely with the Compliance team to ensure compliance with operating permits and contracts while drafting/submitting responses and or comments to relevant regulatory compliance concerns/issues/requests.
* Institutes and supervises Aqua Texas's Safety Program.
* Works with others in the organization to develop performance matrices to assure that all resources are used in a cost-effective manner. Uses technology where appropriate to monitor and manage. Continues to maintain and search for new methods of increasing productivity and quality in a cost-effective manner.
* Coordinate with the Groundwater Conservation Districts (GCD) and Groundwater Subsidence Districts (GSD) to ensure that permitted withdrawal limits are met and manage internal resources toward the same.
* Follows Incident Commander system and fills Incident Commander Role for most events. For significant emergency events initiates enterprise incident command per the National Incident Management System.
Required Experience, Education, Licenses, and Certifications.
* Bachelor's degree in Business, Engineering or related field and 10 years' experience required.
* Ideal candidate will have a "C" license in water and/or wastewater.
* Knowledge of Texas Commission on Environmental Quality as well as Public Utility Commission of Texas rules and regulations, public policy, environment, and industry knowledge and can comfortably and confidently discuss issues that relate to this industry.
* Ability to work with regulatory agencies, developers, public, water and wastewater district representatives, contractors and engineers.
* Must have a valid U.S. Driver's License.
Preferred skills and experience:
* Knowledge of Safe Drinking Water Act is highly desired.
* Proficient in Microsoft Office (Email, Word, Excel, PowerPoint).
* Excellent written and verbal communications skills; communicate effectively (clearly, concisely and professionally) with internal and external customers
