ARC Whole Life Service company history timeline

1972

In 1972, the final Right-to­-Education stipulation, a consent decree between the ARC and the Commonwealth of PA, was signed.

The community residential program in Pennsylvania began in 1972 with the establishment of Community Living Arrangement programs.

1973

As the federal government began addressing the needs of people with disabilities, it passed Section 504 of the 1973 Rehabilitation Act, banning discrimination based on disability.

1975

On February 4, 1975, alleging adverse and dangerous conditions at Pennhurst, a class-action Right to-Treatment suit was filed by the PARC counsel against Pennhurst officials and the Commonwealth’ s Department of Public Welfare.

1978

Another big step in fundraising efforts happened in 1978 with opening the organization’s thrift shop (now closed) in Red Bank.

In 1978, PARC’s lawsuit led to the provision for community services for those at Pennhurst.

1980

Responding to the need for supported housing, new group homes Marc Manor, Virginia Manor, and Columbia Manor opened in 1980, providing clients with habilitation, support, and monitoring services.

In 1980 the Pennsylvania Association (PARC), to keep in line with the National Association, changed their name to the Association for Retarded Citizens of Pennsylvania (ARC-PA)

The ARC supported a number of issues during the 1980’s including normalization, independent and supported community living and competitive employment with on-the-job training – some resulting in the passage of legislation.

1981

In 1981 the ARC fought to defeat legislation that would have weakened the Commonwealth’s MH/MR Act.

1985

The East Main and Alexandria group homes opened in 1985.

1990

The year 1990 was a productive one, with the opening of The Arc Center and the Dorothy B Hersh High School.

2010

In 2010, the Keep Achieving (KACH) program was established, collaborating with Brookdale Community College to offer a three-year college experience.

In 2010 one of the strategic goals of the agency was to operate more efficiently by restructuring the table of organization.

2011

Then in 2011, The Arc modernized its brand with a new logo.
