The Enterprise Data Architect provides strategic and technical leadership for the design, governance, and evolution of the organization's enterprise data ecosystem. This role serves as the senior authority on data architecture during large-scale enterprise system implementations and defines the long-term data strategy to enable analytics, interoperability, and regulatory compliance across the health plan.
The architect ensures the enterprise's data platforms are modern, scalable, secure, and aligned with business goals-enabling accurate, real-time, and trusted data to drive operational excellence, member outcomes, and organizational insight.
KEY RESPONSIBILITIES:
Develop and maintain the Enterprise Data Architecture Blueprint, covering data domains, integration patterns, metadata, and master data management.
Establish the enterprise data strategy aligned with business and regulatory objectives-balancing modernization (e.g., cloud adoption, real-time data) with operational continuity.
Partner with the Enterprise Architecture Team, PMO and Business Intelligence to ensure architectural consistency across systems (adjudication, provider, member, finance, analytics, CRM, etc.).
Define the future-state architecture leveraging modern data platforms (e.g., Azure, Databricks) and emerging interoperability frameworks (FHIR, APIs, event streaming).
Serve as the lead data architect for the enterprise platform implementation (e.g., migration from legacy core system to new adjudication platform).
Oversee data migration and integration strategy, including mapping, quality controls, and validation between legacy and new systems.
Guide data engineering teams in building pipelines, warehouses, and marts aligned to architecture standards.
Direct data modeling efforts-conceptual, logical, and physical-ensuring consistency and reusability across domains.
Participate in the Data Governance Committee in partnership with Compliance and Analytics leadership.
Define enterprise policies for data quality, stewardship, access control, and retention, ensuring alignment with HIPAA, SOC 2, CMS, and NIST frameworks.
Collaborate with the Chief Compliance Officer to ensure PHI/PII protection and privacy-by-design principles in all data workflows.
Support the development of the enterprise data warehouse and self-service analytics ecosystem.
Partner with business intelligence and actuarial teams to enable trusted data assets for analytics, reporting, and AI/ML use cases.
Provide architectural oversight for predictive and generative AI initiatives, ensuring responsible data use and model governance.
Mentor data engineers, modelers, and analysts, fostering a data-driven culture.
Translate complex technical architectures into executive-level strategy presentations.
Partner cross-functionally with Operations, Finance, Clinical, and IT to ensure data supports enterprise KPIs and value-based care initiatives.

QUALIFICATIONS:
Proven leadership in a large-scale data modernization or enterprise system implementation.

Qualifications and Experience
Education + Degree
Required: Bachelor of Architecture from a National Architectural Accrediting Board (NAAB) accredited institution.
Preferred: Master of Architecture.
Experience, Certification, or Licensure
Preferred: Licensed Architect.
Preferred: CSI CDT Certification.
10+ years of architectural design experience, including leadership in client-facing roles.
Experience with federal, tribal, and community-based projects preferred.
Must have Real ID or Passport in order to undergo commercial airfare travel.
Must have valid driver's license.
Technical + Professional Skills
Demonstrated ability to manage multiple projects simultaneously in a fast-paced environment.

Work Environment
This is a hybrid position with periodic travel (≤ 10%) to project sites and client locations.
This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.
This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions.
While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.

What you will do:

**Roles and Responsibilities**
In this role, you will:
+ Work in conjunction with business teams, data scientists, software engineers, and other relevant parties to comprehend business objectives and define technical requirements.
+ Architect Generative AI solutions using the latest techniques such as retrieval augmented generation, transformer architectures, etc. to accommodate large-scale and intricate Generative AI solutions.
+ Develop and implement applications using advanced Generative AI models such as OpenAI GPT 3.5 or 4.0, Anthropic Claude, Google Plam2, Meta Llama2 or Llama3.
+ Apply frameworks such as LangChain and Llama Index for efficient indexing, retrieval, and chaining of language models, enhancing the contextual understanding and response generation of applications.
+ Assess and choose suitable Generative AI technologies, tools, and frameworks to attain the required performance, precision, and scalability.
+ Oversee the fine-tuning and deployment of Large Language Models, ensuring compliance with top-tier practices in Generative AI and machine learning.
+ Construct and sustain Generative AI workflows, incorporating stages such as data cleansing, pre-processing, model training or fine-tuning, and feedback loop.
+ Evaluate Large Language Models and systems for optimal performance, scalability, and efficiency.
+ Conduct frequent code assessments and provide technical mentorship to less experienced team members.
+ Stay up to date on the latest trends and progress in Generative AI technologies, frameworks, and algorithms, and pinpoint opportunities for their use within the organization.
+ Cooperate with infrastructure teams to guarantee seamless deployment and monitoring of Large Language Models in operational environments.
+ Document Generative AI design choices and technical specifications for reference and knowledge dissemination.

**Pay and Benefits:**
+ The salary range for this position is $131,000.00 - 175,000.00. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate's experience, their education, and the work location. In addition, this position is eligible for a performance bonus/variable incentive plan.

Essential Duties and Responsibilities:
- Design and develop specific solutions leveraging technologies and design practices that enable a scalable, extensible and flexible solution.
