    Job DescriptionDescription: Ares Enterprise LLC, a Woman-Owned Small Business (WOSB) and trusted federal technology partner, is seeking a Business Analyst to support our proposed work with the New York City Department of Education (DOE) under the Facilities Application Support Project. The DOE, the largest school system in the nation serving over 1.1 million students across 1,800 schools, aims to enhance and modernize its Division of School Facilities (DSF) applications through this initiative. This is a contingent, project-based position expected to begin around January 2025 with a 24-month period of performance, pending contract award. The Business Analyst will collaborate with DOE's Division of Instructional & Information Technology (DIIT) and Ares project leadership to gather, analyze, and document business and technical requirements for key systems such as Water Testing Management, AHERA Management System, and Capital Management and Building Surveys. This role will support efforts to streamline processes, automate workflows, improve reporting capabilities, and strengthen system integrations-all in alignment with DOE's vision of Equity and Excellence for All. As the Business Analyst at Ares, you will be responsible for assigning workloads, monitoring progress, and delivering monthly status reports. Additionally, you will perform risk management, oversee agile processes, and make management and operational decisions to maintain the required quality standards. Follow standard Agile Scrum management and development processes, including documenting requirements and design in user stories, conducting daily scrum meetings, weekly backlog grooming sessions, sprint planning meetings, sprint feature demos, and sprint retrospective meetings. As a member of our team, your role will involve collaborating closely with the Product Owner to enhance our Product Backlog. This includes the creation and refinement of essential artifacts such as User Stories, User Story Maps, Business Process Diagrams, and other materials that support Agile Software Development. You will also play a vital part in ensuring that User Stories meet the Definition of Ready criteria, are clear, concise, and include well-defined acceptance criteria. Additionally, you will work closely with the Scrum Team to refine and estimate User Stories. In terms of testing, you will be responsible for developing test cases, executing them, and meticulously documenting the results of test coverage and any issues encountered when necessary. Your role will also encompass documenting requirements and designs within user stories, incorporating acceptance criteria, User Interface (UI) mockups, workflow diagrams, and other relevant documentation. All user stories will be stored in the Agile tracking software tool provided by the customer. Furthermore, as part of your Scrum Master responsibilities, you will serve as a Scrum Master for the Scrum Team. In this capacity, you will direct and facilitate Scrum practices, ceremonies, and events following the guidelines outlined in the Scrum Guide. You will ensure that all Scrum events, including the Daily Scrum, Sprint Planning, Sprint Review, and Sprint Retrospective, are conducted efficiently and effectively within their designated time frames. Supporting the Product Owner is another critical aspect of your role, where you will assist in defining effective Product Goals and managing the Product Backlog. Additionally, you will actively work to remove any barriers that may hinder collaboration between stakeholders and the Scrum Team, fostering a culture of cooperation and efficiency. Finally, your commitment to continuous improvement will be highly valued, as you will help the Scrum Team refine and enhance its practices within the Scrum framework. This ongoing pursuit of increased productivity and product quality will be a core part of your role. Lead the response to emergency situations (fire, evacuation, equipment failure, etc.) and customer concerns. Review and provide inputs in the preparation of and implementation of an effective operating budget. Confer with subject matter experts (SME'S) to find resolution to operational problems, develop and authorize operational procedures, and approve all major estimates. Comply with departmental policy for the safe storage, usage, and disposal of hazardous materials. Supervise the team to have a clean, organized, and safe workplace. Provide updates and reporting to the Critical Operations Manager and Site Director. Stand-in for the Critical Operations Manager as needed. Supervise, train, develop, mentor, and coach Critical Operations Technicians. Have direct reports and establish performance goals, monitor progress, and lead in ways to enhance their professional development and success of their team. Ensure all Customer Requests are completed and resolved in a timely manner. Basic Qualifications Four or more years of workplace or relevant industry experience.
