The Aging and Disability Services Division (ADSD) within the Arlington County Department of Human Services (DHS) is seeking an experienced ADSD Administrative Officer. This position is an innovative and results-driven leader with exceptional business acumen and a proven ability to collaborate effectively with internal teams and external partners. ADSD delivers a diverse menu of services that empower and engage older adults and individuals with disabilities to lead meaningful lives with choice and access to comprehensive care coordination, clinical and case management services, and community-based supports. Managing a division budget exceeding $30 million with multiple revenue streams, this role provides strategic direction, operational oversight, and financial leadership to ensure efficient and impactful service delivery. As a key member of the senior leadership team, the Administrative Officer plays a critical role in fiscal stewardship and resource allocation, supporting a range of administrative functions that promote a sustainable model of care for older adults and persons with disabilities. Areas of responsibility within ADSD for this position include: Budget development, operational management, and financial analysis Compliance and regulatory management across local, state and federal systems Oversight of Technology and system requirements for Division Recruitment Management Direct supervision of three positions including a Management and Budget Specialist; Contracts Manager; and an Accounting Technician II Minimums: Bachelor's degree in Finance, Public/Business Administration, Accounting or a related field; and Significant and progressively responsible program administration and or management which has included responsibility for budget development and analysis, fiscal tracking and or reconciliation of accounts as well as responsibility for at least one other administrative function such as human resources, procurement, management analysis, program planning, performance measurement and/or grants management. Substitution: Additional qualifying related experience may be substituted for the minimum education requirement on a year-for-year basis. When appropriate, ensures inmates are segregated and/or isolated from the general jail population or from each other. • Supervises inmates and maintains a high level of security and control. Supervision of inmates may be on an assigned floor, during meals, recreation, religious services, classroom programs, work detail, or courtroom/medical facility transports and jail escorts between activities. May also monitor security of the jail from the control room using radios, intercoms and cameras, or may use a two-deputy escort system when inmates are fully restrained. Prevents escapes and injury; searches for and recaptures escaped inmates. • Conducts inspections and searches of inmates, cells and mail for contraband and weapons to ensure security of the jail; regularly conducts inmate headcounts and security checks with more frequent counts of identified “at risk” inmates. • Distributes food according to dietary needs; issues bedding, clothing and other supplies; ensures a clean and sanitary housing environment; conducts regular inventories of equipment/supplies and submits supply requisitions as necessary. • Accurately maintains inmate files and ensures data is accurately input into LIDS and CJIS systems and that inmates are confined or released according to the Judges Order; liaises with other jurisdictions regarding inmates and creates transportation orders when necessary. • Oversees and records family visits and special visitors including attorneys and ministers; oversees the safety of non-jail personnel while in the secure areas. • Enforces jail rules and regulations; ensures appropriate disciplinary action and criminal charges are administered with required legal documents served. • Prepares detailed written and verbal reports of observations and incidents; provides disciplinary reports when necessary; maintains detailed shift logs and records all shift and inmate activities. • Provides immediate back-up to all sworn and civilian staff in the event of an incident. • Administers first-aid and cardio-pulmonary resuscitation as a first responder in emergencies. • Serves as a bailiff/security in the General District, Circuit or Juvenile and Domestic Relations courts; collects and transports inmates from the jail to the court; opens court session; maintains order and security of the court and takes action in the event of outbursts from the public or inmates; maintains surveillance of jury room while members are deliberating; provides security for the Judge and jury members during recess or other breaks. • Executes civil court orders; serves writs, orders and other legal documents on business establishments, banks and private individuals within required timeframe; seizes property as directed by the courts; executes writs of possession and returns property to the plaintiff; checks all processes to be served for validity, form and possible errors. • Executes Temporary Detention Orders and transports the subject to the identified hospital or facility. • Performs extraditions and transports inmate safely and securely to Newport News using various modes of travel. • Tracks movements of offenders on the GPS electronic monitoring system and apprehends program violators. • Coordinates and participates in outreach programs within the community to include Class Action, Achievable Dream, Safety for our Seniors, Project Lifesaver, Street Watch, File of Life, and Yellow Dot Alert. • May perform traffic enforcement duties as well as general law enforcement duties as appropriate. • Responds to bomb threats and fire alarms as assigned. • Uses firearms outside of jail facilities and restraint techniques in compliance with existing laws, policies and procedures. • Performs related work as assigned. The Department of Parks & Recreation (DPR) Therapeutic Recreation Team is seeking energetic, dedicated, and fun-loving temporary summer Assistant Directors and Directors for our adapted summer camps or Inclusion Leads I/II to provide experienced inclusion support at adapted or general recreation camps throughout the County. These positions play a key leadership role by supporting camper needs, guiding staff, modeling best practices, and helping create inclusive, engaging, and developmentally appropriate camp experiences for all participants. Minimums: Assistant Director/Inclusion Lead I $19.49/Hour Assists in directing camp programs and/or collaborates with camp teams to support campers with disabilities (ages 3-21) through individualized assistance and maintaining lower staff-to-camper ratios. Coaches team members on strategies to build skills, encourage positive behaviors, provide personal care, and promote independence within a supportive environment. Education: High school/GED/Equivalent; plus Experience: Some experience working with youth or administering recreation programs. Director/Inclusion Lead II $23.46/Hour Directs camp programs, develops adaptive program structure, assesses camper needs, coaches staff, assigns responsibilities, and conducts program, staff, and participant support evaluations. Education: High school diploma, GED or equivalent; plus Experience: Considerable experience administering recreation programs, including some experience leading/supervising recreation programs. * *Substitution: Completion of some college coursework may substitute for the experience requirement (Director/Inclusion Lead II only.) Licenses/Certifications: First Aid/CPR/AED Certification, or the ability to obtain one within 60 days of hire. Desirables: Preference may be given to candidates with experience in one or more of the following: Working with individuals with disabilities; Working in summer camp programs or Arlington County camps; Working with youth, teens, or young adults in a recreation setting; and/or Working with diverse populations. Special Requirements If selected, summer staff may be required to: Agree to a criminal background check (for applicants 18 years and older). Provide references, which will be requested at time of interview. Attend all required training, wear a uniform, and ability to lift up to 25 lbs. Stand and walk for prolonged periods of time during the work shift. Be CPR and First Aid Certified as of the first day of camp. Possess a valid driver's license and successful driving history record check (for applicants 18 years and older). Provide personal care as needed for campers (training provided). Arlington County requires that all employees have a bank account to accept direct payroll deposits. Additional Information Work Hours: Camps typically operate from 8:00a.m. - 6:00p.m. Shifts can vary up to 40 hours per week and are dependent on camp/camper needs. In addition, pre-camp trainings during the months of May and June will include 2-4 weekday evenings and may include select Saturdays. Adapted Camps: Engaging campers ages 6-21 with disabilities; adapted summer camps offer modified activities, specialized support, and an inclusive environment. These camps provide engaging experiences like arts, sports, swimming, and sensory activities while ensuring accessibility and individualized assistance for each participant. Successful candidates will have good character and integrity, effective communication skills, reliable transportation, ability to complete administrative tasks independently, take initiative, and work successfully in a team environment.
