The Department of Environmental Services (DES) is seeking an Organizational Development Specialist to play a key role in shaping the future of our workforce. As part of the Human Resources and Organizational Development (HR/OD) team, you'll work with a broad range of employees - from skilled trades professionals to engineers - leading initiatives that strengthen engagement, build capability, and drive organizational performance. The OD Specialist is a strategic partner to employees, supervisors, and leadership, leveraging expertise in strategic initiatives, Diversity, Equity, Inclusion, and Belonging (DEIB), instructional design, talent acquisition, and professional development to support approximately 800 employees across the department's many bureaus. You'll join a dedicated team of HR professionals - including business partners, administrative specialists, training coordinators, and organizational development experts - working together to deliver innovative, high-impact HR and OD solutions. Bachelor's degree in human resources management, organizational development/performance, industrial/organizational psychology, or another related field; and Considerable experience in human resources management, organizational design, recruitment, employee relations, benefits and compensation, etc. Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of general human resources experience. Desirable: Preference may be given to applicants with a Master's Degree in related field and/or experience in one or more of the following: Supporting a varied workforce in service, trades, public sector, and unionized contexts; Managing a portfolio of DEIB initiatives; Supporting and optimizing learning programs through a Learning Management System (LMS); Building skills-based pay programs linking pay increases to skill, knowledge, and/or certification attainment; Creating training calendars and developing course offerings for a workforce with complex licensing requirements; and Cultivating partnerships with colleges, universities, technical schools, and other talent sources to expand and diversify applicant pools. GENERAL STATEMENT OF RESPONSIBILITIES: Performs responsible work related to intake and classification of new inmates; supervision of inmates in custody. May also serve as bailiff/security in general district, circuit, juvenile, civil and domestic relations courts; serve civil processes (legal documents); transports inmates; supervises work programs and inmate workers and performs general law enforcement duties. As a Deputy Sheriff duties may also include work in related areas of law enforcement, corrections, security, criminal justice, jail operations, court operations, as well as police, sheriff, and local and federal task force operations. WORK BEHAVIOR STATEMENTS/JOB RESPONSIBILITIES: Deputies will be rotated and assigned to the City Jail, Court Services, Civil Process duties or any other special duties or projects as required. Typical responsibilities may include: Processes inmates in and out of the jail; performs searches and a complete inspection of the inmate upon entry to the jail; collects and inspects personal articles, clothing and money and issues receipts; performs basic medical screening; verifies warrants and commitment orders; takes photos and fingerprints and DNA tests when necessary; enters charges into computer systems, searches for outstanding warrants and communicates with other federal and state departments and local jurisdictions; escorts inmates to and from the Magistrate. Interviews inmates and ensures that each inmate is correctly classified and housed in appropriate location within the jail; maintains the record board identifying each inmate and where they are housed. When appropriate, ensures inmates are segregated and/or isolated from the general jail population or from each other. Supervises inmates and maintains a high level of security and control. Supervision of inmates may be on an assigned floor, during meals, recreation, religious services, classroom programs, work detail, or courtroom/medical facility transports and jail escorts between activities. May also monitor security of the jail from the control room using radios, intercoms and cameras, or may use a two-deputy escort system when inmates are fully restrained. Prevents escapes and injury; searches for and recaptures escaped inmates. Conducts inspections and searches of inmates, cells and mail for contraband and weapons to ensure security of the jail; regularly conducts inmate headcounts and security checks with more frequent counts of identified “at risk” inmates. Distributes food according to dietary needs; issues bedding, clothing and other supplies; ensures a clean and sanitary housing environment; conducts regular inventories of equipment/supplies and submits supply requisitions as necessary. Accurately maintains inmate files and ensures data is accurately input into LIDS and CJIS systems and that inmates are confined or released according to the Judges Order; liaises with other jurisdictions regarding inmates and creates transportation orders when necessary. Oversees and records family visits and special visitors including attorneys and ministers; oversees the safety of non-jail personnel while in the secure areas. Enforces jail rules and regulations; ensures appropriate disciplinary action and criminal charges are administered with required legal documents served. Prepares detailed written and verbal reports of observations and incidents; provides disciplinary reports when necessary; maintains detailed shift logs and records all shift and inmate activities. Provides immediate back-up to all sworn and civilian staff in the event of an incident. Administers first-aid and cardio-pulmonary resuscitation as a first responder in emergencies. Serves as a bailiff/security in the General District, Circuit or Juvenile and Domestic Relations courts; collects and transports inmates from the jail to the court; opens court session; maintains order and security of the court and takes action in the event of outbursts from the public or inmates; maintains surveillance of jury room while members are deliberating; provides security for the Judge and jury members during recess or other breaks. Executes civil court orders; serves writs, orders and other legal documents on business establishments, banks and private individuals within required timeframe; seizes property as directed by the courts; executes writs of possession and returns property to the plaintiff; checks all processes to be served for validity, form and possible errors. Executes Temporary Detention Orders and transports the subject to the identified hospital or facility. Performs extraditions and transports inmate safely and securely to Newport News using various modes of travel. The CSAC is a strategic member of the Treatment Team and makes decisions and recommendations in the area of social services required placement in other social structures and counseling with recommendations for other wraparound services, including re-entry. Work is performed in accordance with established departmental policies with application of professional knowledge and skills in completion of case assignments, working with a degree of professional independence. The counselor will work closely with a multidisciplinary team consisting of jail administrators and staff, medical providers, program staff (counselors, re-entry specialists), and community partners such as CSB and similar agencies. Minimum Qualifications: At the time of application, candidates must have two (2) years of experience post-probation as a full-time firefighter/EMT professional with a jurisdiction or agency whose primary responsibility is fire protection and emergency service, including fire suppression, hazardous materials mitigation, and EMS; and Completion of a career recruit school that includes the following certifications: National Registry of Emergency Medical Technicians - Basic (NREMT-Basic); Cardiopulmonary Resuscitation (CPR); Firefighter I and II Certifications; Hazmat Awareness/Operations Certification; Emergency Vehicle Operations and Incident Command (EVOC) Courses EVOC I, II, and III); and Incident Command System (ICS) Courses (ICS 100, 200, 700, and 800). Certification Substitutions: We understand you may have equivalent certifications. We'll accept them if they're accredited through Pro Board or a similar organization. Breaks in Service: If you're a previously paid firefighter with a break in service exceeding 90 days your application will require a review process. Desirable Skills (For Priority Consideration): While not mandatory, these certifications may give your application a competitive edge: Virginia EMT-I (Intermediate); EMT-P (Paramedic) Certification; or National Registry EMT-P (Paramedic) Certification. Special Requirements Qualified candidates are required to complete an interview, psych evaluation, polygraph test, background check, and up to 4 weeks of a lateral transfer academy. If you possess a current valid Virginia (VA) EMT-Intermediate or VA Paramedic certification you will be eligible to receive the relative premium pay upon hire: VA EMT (Emergency Medical Technician) Intermediate - $0.88 per hour (non-shift rate) VA Paramedic - $1.75 per hour (non-shift rate) Bonus Payment Information: Hiring Bonus up to $15,000 for qualified applicants. • $5,000 for previous employment with ACFD within 3 years and at least 12 months separation. • $10,000 for certified Firefighter II and Emergency Medical Technician. • $15,000 for certified Firefighter II and Advanced Life Support Technician. Bonus payments will be paid in three portions: At the time of hire; At completion of the academy; At the completion of probation; and Returning ACFD employees will receive one lump sum at hire. Please note: This process is intended for lateral hires and does not apply to individuals who retired from ACFD. Retirees are not eligible for this hiring program.
