The Department of Environmental Services (DES) is seeking an experienced Backhoe Operator to join its Water, Sewer, and Streets (WSS) Bureau. This position is primarily responsible for operating a backhoe to excavate trenches on construction sites and roadways, perform backfilling and fine grading, and operate other related equipment to support the construction and maintenance of seasonal public works projects. Specific duties include: * Operating a uni-loader, backhoe, forklift, skid steer, and/or crane truck with precision, considering site and utility line locations, and determining appropriate methods of operation for other properties and infrastructures; * Moving materials, equipment, and grading surfaces for construction; * Loading various size trucks (medium 6 axle, tandem, 10 axle) and driving/operating other equipment such as asphalt rollers (walk behind and riding), asphalt/concrete saws (handheld and walk behind), and front-end loader; * Performing routine and preventive maintenance on equipment; * Providing technical guidance and on-site training to crew members; * Assuring that all applicable safety requirements are met and providing safety guidance to crew members; * Maintaining storage areas by consolidating and organizing equipment and materials for efficient operations; and * Serving as back-up in the absence of Master Technician and performing other job-related duties as assigned. The successful employee will be a safety-oriented team player, with effective communication skills, and demonstrated experience operating a backhoe on construction projects in a public right-of-way. NOTE: This recruitment may be used to fill comparable vacancies within the department. Minimum: * High school diploma/equivalent; * Three (3) years of experience in public works, construction, or another trades vocation that demonstrates the ability to perform semi-skilled to skilled manual maintenance and/or construction; * One (1) year of experience operating heavy/specialized equipment such as backhoes, concrete trucks, medium and tandem dump trucks, crane trucks, front-end loaders, or asphalt rollers, asphalt/concrete saws, skid steers and forklifts and/or other specialized equipment; and * Must possess a Class A or B Commercial Driver's License (CDL). Substitution: Additional qualifying experience may be substituted for the education requirement on a year for year basis. Desirable: Preference may be given to candidates with experience in one or more of the following: * Two (2) years or more of operating a backhoe and/or similar equipment; * Excavating trenches below grade and around utilities; * Field construction, reading/interpreting plans, cut sheets, etc.; and/or * Performing preventive maintenance on equipment. Special Requirements CDL: Selected candidates must possess a Class B or A commercial driver's license (CDL) at time of hire. Selected applicants must authorize Arlington County to obtain, or they must provide a copy of official driving record. Assists in case management/discharge planning, with appropriate referrals based on client needs. The CSAC assures that an Individualized Treatment Plan is established for each participant and that a Treatment Plan Review is completed weekly for those who remain incarcerated for greater than 16 weeks. Daily tasks consist of attending and leading group sessions and individual sessions. The CSAC is a strategic member of the Treatment Team and makes decisions and recommendations in the area of social services required placement in other social structures and counseling with recommendations for other wraparound services, including re-entry. Work is performed in accordance with established departmental policies with application of professional knowledge and skills in completion of case assignments, working with a degree of professional independence. The counselor will work closely with a multidisciplinary team consisting of jail administrators and staff, medical providers, program staff (counselors, re-entry specialists), and community partners such as CSB and similar agencies. Performance of duties are under the supervision of the Executive Director of Community Outreach and Programs. Essential Functions Essential functions include, but are not limited to: Demonstrate the ability to engage individuals in a hopeful, empathetic manner regardless of the phase of recovery. Provide a welcoming environment while conducting daily classes for individuals enrolled in substance abuse treatment and counseling. Coordinate services and service planning with medical providers within NN-MAT and with other agencies such as criminal justice agencies, probation officers, Veterans Affairs staff, jail staff, psychiatric hospitals, counselors, landlords, vocational programs, doctors, etc., to ensure continuity of care. Maintain records related to service delivery according to applicable ethical requirements and the requirements of the Newport News Sheriff's Office and other regulatory agencies (federal, state, and other). Participates in team meetings, professional development trainings, seminars, and conferences pertaining to the program and its operation. The Department of Environmental Services (DES) is seeking an experienced Stormwater Infrastructure Engineer to work in the Office of Sustainability and Environmental Management as a member of the Stormwater Infrastructure Team. This position will provide professional engineering expertise, project management, administrative support and coordination for the Bureau, County staff, the public and other external agencies. Specific duties include: * Applying standard engineering principles and practices to troubleshoot and resolve system problems during normal and emergency operations; * Planning, preparing and/or reviewing design and construction engineering plans for short-and long-term civil engineering projects; * Reviewing/interpreting new regulations, technical information, and other material to determine impact on work unit and to recommend methods for implementation; * Reviewing site plans/engineering construction plans/contract plans to provide comments, and recommends modifications; * Reviewing public right-of-way permits to ensure proposed work under such permits does not conflict with, or damage existing public water, sanitary and storm infrastructure; * Performing site visits before, during, and after plan review process to ensure familiarity with all aspects of site design and constructability; * Reviewing the work of outside consultants who provide design services on projects; * Instructing and training other engineers, technicians, and trades employees in the maintenance, operation and application of a variety of administrative and/or operational systems; * Reviewing master plans and translating information to short-term priorities and needs; and * Providing consultation to other staff, citizens, and developers regarding assigned area. Minimum: Position may be filled at Engineer I, II, or III level depending on the needs of the hiring manager. Education: Bachelor's degree in Civil Engineering or other applicable engineering discipline. Experience: Junior Level - Engineer I: No experience is required. Journey Level - Engineer II: Significant professional-level engineering work experience OR Considerable professional-level engineering work experience plus at least 1 of the required certifications Senior Level - Engineer III: Progressively responsible significant professional-level engineering work experience OR Significant professional-level engineering work experience plus at least 2 of the required certifications (Progression through each level is part of a multi-grade career ladder and is based on a combination of education, experience and the achievement of competencies.) Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience. Desirable: Preference may be given to candidates with experience in one or more of the following: * Registration as a Professional Engineer (PE) in the Commonwealth of Virginia or a state with reciprocity; * Preparing construction contract documents for bidding process; * Using PCSWMM software or other similar variants for stormwater, wastewater, watershed, and water distribution systems modeling; * Conducting presentation to stakeholders, including citizens and government officials; and/or * Grant application writing and grant funding administration experience. SPECIAL REQUIREMENTS The following licensure, certifications, or trainings may be required based on assignment for Engineer II and Engineer III Levels: * Project Management Professional (PMP); * Certified Flood Plain Manager; * Arlington County Project officer; and * VDOT Advanced Work Zone Traffic Control. Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information. Driver's License: This position will require travel around Arlington County for various meetings and field inspections. The selected candidate must possess, or obtain by time of appointment, a valid driver license, and must provide or authorize Arlington County to obtain a copy of official state/district driving record. Any offer of employment may be contingent upon favorable review of the applicants driving record. ADDITIONAL INFORMATION Work Hours: 8:00 a.m. to 5:00 p.m., Monday through Friday.
