Required Education and Experience\:

Knowledge, Skills and Abilities\:
This position requires extensive knowledge of the principles and practices of materials inspection, sampling, testing, and analysis techniques, properties and characteristics of a variety of materials, new and established sampling and laboratory testing protocols and procedures, state, federal, AASHTO, FHWA, ASTM, and WAQTC testing standards, methods and techniques of highway construction.
Extensive knowledge of various site-specific characteristics and their potential effects on construction projects (e.g., soils, temperature, weather conditions, gradations, segregation, stability, flows, additives, absorption rates, etc.), and safety practices and procedures.
This position further requires skill in operating a variety of sampling and testing equipment (e.g., gyratory compaction device, nuclear gauges), operations of monitoring devices (e.g., gauges, hydrated lime feed, bin splits, specific gravity, segregation, etc.).
Possess the ability to facilitate trainings that communicate technical information to varied audiences; developing and delivering technical training programs related to materials sampling and testing and laboratory protocols.
Possess the ability to maintain and deploy e-learning curricula in support of the overall materials training program. Be able to effectively provide training both in-person and remotely to external candidates.

Assists in labeling media and reagents per guidelines mandated by the Hazardous Communication Standard and Clinical Laboratory Improvement Amendments (CLIA). Minimizes the potential for contamination in the work area by performing daily housekeeping duties such as the sweeping, mopping, and wiping work areas within the laboratory.
Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and journey level technical experience in a related laboratory setting.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: Read and understand laboratory procedural and safety manuals. Ability to exercise independent judgment in resolving problems related to routine laboratory procedures, housekeeping and maintenance tasks. Must be able to carry out oral and written instructions. What You'll Do: The Ohio Attorney General's Office is currently seeking an experienced individual for a Forensic Science Laboratory Technician 2 vacancy in the Bureau of Criminal Investigation (BCI) NIBIN (National Integrated Ballistic Information Network) Section, Bowling Green Ohio office. This position will report to the Bowling Green location daily. The Bureau of Criminal Investigation, known as BCI, is the state's official crime lab serving the criminal justice community and protecting Ohio families. BCI also provides expert criminal investigative services to local, state, and federal law enforcement agencies upon request. With offices throughout the state, BCI stands ready to respond 24/7 to local law enforcement agencies' needs at no cost to the requesting agency.
Staff at BCI work every day to provide the highest level of service. This includes special agents who are on call 24/7 to offer investigative assistance at crime scenes, knowledgeable scientists and forensic specialists using cutting-edge technology to process evidence to bring criminals to justice, and criminal intelligence analysts and identification specialists who help local law enforcement solve cases. Experienced special agents, forensic scientists, and other law enforcement experts' staff BCI's three main divisions: 1) Identifications 2) Investigations and 3) Laboratory.
The duties for this position include, but are not limited to, the following:
NIBIN
* Operates the Brass Trax/Matchpoint ( National Integrated Ballistic Information Network (NIBIN)) system.
* Receives and manages evidence for entry into the NIBIN system.
* Makes firearms safe for laboratory staff to handle/examine.
* Performs cursory examination of cartridge case evidence to determine best evidence for NIBIN entry.
* Maintains all records relating to NIBIN (including casework documentation, data
for confirmed hits and acquisitions, monthly statistics reported to the ATF, etc.).
* Issues NIBIN notifications/reports to Law Enforcement Agency regarding entries/results of searches (i.e. potential leads).
* Maintains a workflow in which firearms evidence is entered into NIBIN, and reported, following the ATF Minimum
Required Operating Standards (MROS).
* Maintains proficiency with NIBIN instrumentation and database evidence entry/correlations.
* Testifies in court on cases related to the examination of evidence.
* Other duties as assigned
Coursework completed in an undergraduate core program in criminal justice, physical or biological sciences (e.g. forensics, biology, chemistry, physics), which includes coursework that required scientific laboratory testing. The course content must meet the academic requirements of the laboratory's accrediting body. General knowledge of firearms and firearms safety also preferred.
Or 2 years of laboratory work experience in any of the following areas: Firearms (NIBIN database entry and correlation
review);
Or equivalent of Minimum Class Qualifications for Employment noted above. Experience with NIBIN database entry,
correlation review, and evidence handling AND/OR OPOTA Certification

JOB SUMMARY
Performs skilled operation and semi-skilled maintenance of job-related equipment. Assists in maintaining all County and contract city highway striping, other pavement markings, sign fabrication and installation.
MINIMUM QUALIFICATIONS

Place and collect data off electronic traffic counters and electronic traffic control devices.

Operate a light truck (pick-up), bob-tail truck, 10-wheeler dump truck, sander unit, snow-plow unit, and other heavy/ light equipment including a front-end loader as part of snow removal and other duties.
Maintains tools and equipment by keeping them clean, repaired, and stored securely when not in use; performs minor repairs.
Assists as needed with Arborist duties.
Complies with OSHA and/or MUTCD safety rules and regulations.
Performs a variety of semi-skilled and skilled maintenance and repair on striping and sign.
Assists in preparing, laying out, and installing striping projects and highway.
Sets up temporary traffic control (TTC) and ensures the safety of crew.
Removes snow from roadways.
Operates some heavy equipment.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
This position requires extensive physical labor (approximately 90% of the time) including, but not restricted to: lifting, pushing, pulling, kneeling, bending, standing, walking on uneven ground, and climbing ladders.
Applicants must be able to carry objects over 50 lbs. (occasionally up to 100 lbs. with some assistance). This position may also involve almost constant exposure to extreme weather conditions, dirt, dust, fumes, chemicals, smoke, and loud noises.
Work may occasionally be performed in confined spaces and at heights up to three (3) stories.
Employees are exposed to high volumes of traffic while performing road maintenance work.
