The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Senior Management Analyst to provide support for our government customer in the National Capital Region, Washington, D.C.
DESCRIPTION OF RESPONSIBILITIES:
Conduct continuous process improvement using a framework that identifies a baseline of performance, moves to a period of assessment and adjustment of performance, to be followed by a period of sustained continuous process improvement. The framework shall be complementary to the Baldrige criteria to support the SPD organization in achieving organizational readiness to submit its application for examination and favorable feedback. The result should be an integration of processes that produce efficient, repeatable and measurable high performing products and services.
Work with the baseline of standard operating procedures, workflows, and service level of agreements to improve efficiencies in operations, workforce capabilities, and support technologies.
Assist with preparing for examinations and for sharing how their operations and strategies align and are measured to support workflow and or function creation, elimination, reduction, or enhancement.
Facilitate several sessions with the workforce subject matter experts to gain input and ideas for proposing improvements to the leadership. The sessions shall be planned, coordinated with SPD leadership, and have agendas stating the specific outcome. During the sessions, the employee shall use interventions that stimulate thought and input and lead to the stated outcomes.
Create minutes for all meetings, and those meetings shall be shared for verification and validation with the attendees. Once updated from attendee input, the minutes shall contribute to the creation, update, or elimination of final documents, not limited to standard procedures, policy, workflows, or process strategy.
Prepare business requirements as the organization seeks technology solutions to improve functional operations.
Coordinate information and data collection through joint sessions with all users and viewers of the new technology, which may include scheduling and collaborating system testing through requirements traceability, user acceptance testing, and metrics reports testing. Some IT outcomes can be, but not limited to, structured process for identifying the data elements and the key relationships when designing new databases, re-designing databases or data flows, and or developing clear understanding information or data.
Evaluate workplace readiness for transitioning a new database into the environment.
Determine whether the environment has the effective processes, understanding of impact to culture, overall operational structures, information technology capability, supporting policy, and required security to implement.
Provide report documents that describe the requirements collected, traceability results to product selection, and user acceptance results.
Identifying project requirements, providing governance, and overseeing improvement opportunities
within SPD, as well as: Develop a process for soliciting and selecting improvement ideas; Ensure continuous improvement activities are linked to the Enterprise and Performance Metric improvements; Scope, prioritize, and evaluate improvement ideas; Improve work flow processes; Identify risks and risk mitigations; Capture and record the value of implemented improvements.
Integrate contract requirements with program/project management and with Facilities Services Directorate (FSD) and SPD capital planning activities, as well as any WHS governance structure.
Review and update processes and standard operating procedures as the processes evolve on a yearly basis.
Report monthly on activities and program/implemented improvements.
Conduct detailed research and analysis, and complete product development and compilations (reports, summaries, and policy memorandums) related to manpower studies, reviews, and restructurings.
Provide research and analytic support for identification and characterization of alternative organizational and management arrangements applicable to SPD entities.
Deliver an executive summary, briefing, or case study which summarizes any recommendations for organizational and management solutions, upon the conclusion of all studies, research, or analysis projects.
REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:
* Must have Master's Degree or above.
* Must have a PMI Professional in Business Analysis (PBA) Certification or Equivalent.
REQUIRED SKILLS AND EXPERIENCE:
Minimum of twenty (20) years of program management experience with demonstrated experience in a supervisory capacity for highly effective support in planning, developing, integrating, and executing major research, engineering, and development efforts, and technology development programs for defense agencies with extensive and diversified requirements.
Skilled in managing multiple taskings from higher HQ.
Skilled in the ability to manage PM activities and add value supporting operations.
Experience in supporting a Project Office in daily operations and execution.
Skilled in preparing and managing large amounts of information in MS Word, PowerPoint, Excel, PowerPoint, and Project.
Skilled in preparing briefings and data for presentation to senior leaders in the DoD and Army.
Experienced in organization and management of process improvements.
Skilled in file management, managing large amounts of data in share environment across an office.
Knowledge in government contracting, budget, cost, and logistics.
Coordinates various staff actions across organization to ensure unity of effort.
Captures/tracks, disseminates, coordinates, and submits all responses to suspense actions from higher HQ. Similarly, tracks
and monitors internal actions and directives. Tracks milestones, schedules, compiles, packages, and coordinates major briefing events to senior leaders and follows through until fruition, to include the Quarterly Program Reviews.
Tracks personnel training and certifications IAW regulatory guidance and reports status monthly to both PdM/DPdM and higher HQ.

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.
Officers are eligible to select from an array of federal employment benefits that include health, dental and other insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, a retirement plan akin to a traditional and ROTH 401(k) offering.
Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.

Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three (3) of the last five (5) years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Customs and Border Protection Officer position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. The age restriction may not apply if you are currently serving or have previously served in a federal civilian law enforcement (non-military) position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
Veterans' Preference: You may also be eligible for an excepted service Veterans Recruitment Appointment (VRA). The age restriction does not apply if you are Veterans' Preference eligible.
Formal Training: You will be required to complete a paid pre-academy orientation for approximately two (2) weeks at your home port. You will then attend a 101-day training program - CBP Field Operations Academy - conducted at the Federal Law Enforcement Training Center (FLETC) located in Glynco, GA. This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.

Based on shifting legislative and regulatory landscape, recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.
Fields research questions from task order staff, conducting in-depth research of authoritative publications, the Foreign Affairs Manuals and Handbooks, the Code of Federal Regulations, and other relevant sources to address inquiries from staff, drafting well-written special one-time reports or issue summaries.
Adjusts the scope and focus of studies based on management's directions to either select specific problematic organizational entities or operations or conduct broader surveys to verify the adequacy of current staffing levels and competencies.
Drafts reports of findings and offers recommendations for improvements in the organization's structure, staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate.
Completes comprehensive organization or business process reviews (on a quantitative or qualitative basis) to evaluate assigned projects, identifying measures to increase organizational effectiveness and efficiency by improving operational methods, manpower utilization, functional alignment, and distribution of work.
Performs fact-finding and research on a wide variety of topical issues necessary to complete special projects and formulates first draft responses to myriad senior level inquiries, duties may entail analysis of complex problems, definition of functional requirements, resource allocation, operations research, logistics modeling and process analysis and design.

General Job Information The incumbent serves as a Co-response Crisis Specialist in the Adult Services, Clinical Services Administration, Department of Behavioral Health. What You'll Do:

Responsibilities
Perform work on Access Controls, including card readers, electronic or wireless locks, and card, biometric, and fingerprint devices, among others
Perform work on Intrusion Systems and Prevention Systems, to include perimeter controls
Perform work on Video Management Systems, to include Bosch, Milestone, Axis
Terminates and dismantles devices and reconstructs equipment as required
Erects safety signage in appropriate areas
Use ladders to safely access ceiling crawl spaces and attics, pulling wires, hooking up routes, etc.
Cleans up installation debris and maintains an orderly workspace

Duties and Responsibilities
Performs laboratory analyses of physical evidence in one or more of the specialty disciples of the FSL, regularly demonstrates proficiency in assigned forensic specialty; participates in and completes externally administrated proficiency tests; demonstrates competency and on-going proficiency in laboratory processing, interpretation, comparisons, statistical analysis and technical review as authorized by the technical leader; ensures methodologies and procedures used are compliant with established standards, and is responsible for quality assurance and accreditation compliance activities. Primary Responsibilities
The Provider Relations Liaison (PRL) is the incumbent responsible for being a liaison between IHSC, offsite providers and the Veterans Affairs Financial Services Center (VAFSC). Liaison with community-based providers that provide or are interested in providing medical and mental health services for ICE detainees regarding Medicare reimbursement rates, Letters of Understanding, credentialing requirements, medical claims processing, payment and denials.
Serve as one of the primary points of contact and liaison for Veterans Administration (VA) Financial Services Center (FSC) issues relating to medical claims processing, resolution, and provider reimbursement.

The Supervisory Air Traffic Control Specialist serves as Team Manager for the UAS Policy Team and reports to the Rules & Regulations Group Manager on all aspects of program responsibilities. Applies an advanced knowledge of the technical aspects of air traffic management/control to direct the team's work. As the Team Manager, he/she provides oversight for direction and guidance concerning airspace actions, environmental policy, and developing rules and policies to support the integration of Unmanned Aircraft Systems (UAS) within the National Airspace System (NAS).
Directs the team in developing and analyzing current and future operational projects related to regulatory programs, airspace design, modeling, simulation, and tactical capacity to expand UAS access to the NAS. These could include designated UAS routes, allocated airspace volumes, and authorized areas of operation (where appropriate). Provides oversight of air traffic and unmanned aircraft regulatory activities that include a combination of new rulemaking and amendments to existing rules to support evolving concepts of operations and airworthiness certifications. He/she directs team in the performance of a variety of special and/or sensitive assignments, involving the research, analysis, development of written materials, and coordination of substantive program issues and activities. Senior management typically reviews individual and organizational performance periodically through organizational performance measures to determine success in achieving planned results.
He/she is primary responsibility for Waivers to Part 107 provisions affecting air traffic and operations in controlled airspace, UAS authorizations in controlled airspace under Part 107, process management and improvement for Part 107.41 requests, and Air Traffic Organization (ATO) Order JO 7200.23, Unmanned Aircraft Systems. He/she serves as ATO focal for all Part 107 waiver considerations and is the policy point of contact for ATO guidance affecting UAS. Contacts are primarily within the organizational unit, AJV and the ATO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future.
He/she exercises formal supervisory responsibilities including planning, communicating the organization's vision and objectives, setting priorities, assignment of tasks and responsibilities, monitoring and evaluating performance; coaching and developing employee and organizational capabilities; approving leave; taking, recommending or approving corrective/disciplinary actions as appropriate. Has the authority, within guidelines, to make commitments for subordinate organizational units. General Medical Requirements: As determined by OPM the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. * Recruitment Incentive: Applicants may be eligible for a $40,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service Criminal Investigator training. A second installment of $10,000 will be paid following one year of service post training and an acceptable performance rating. The final installment of $15,000 will be paid after a third year of service post training and an acceptable performance rating. Provision of these payments require the execution of a three-year Continued Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).
