Director Reimbursement Design & Market Evaluation

This job supports the matrixed strategic design and analytical approach to reimbursement. To be successful, the incumbent will work closely with stakeholders across the enterprise in the development and implementation of an integrated roadmap for the introduction and delivery of new and innovative reimbursement models across all of Highmark's markets and lines of business. This will require aligning new models to the health plan's strategic objectives based on a deep understanding of innovation and industry trends in both the commercial and government lines of business. **ESSENTIAL RESPONSIBILITIES**
+ Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
+ Develop the overall conceptualization, strategy alignment, financial models, and high-level design of new reimbursement models for both government and private payers. Programs will include but not be limited to fee for service, pay-for-value programs, episode payments, prospective bundled payments, gain share and risk share models across all lines of business with the goal of maximizing quality while reducing healthcare costs. Develops and maintains a 3-5 year strategic roadmap outlining current and future reimbursement designs across markets and lines of business with input from key executives across the organization. It will require that this team keeps abreast of new developments in both the public and private reimbursement space, including new innovative models developed by CMS to ensure seamless integration and that the organization is ahead of the curve with regard to our strategy.
+ Work in a Health Economist approach to build and maintain analytical models that performs evaluation of reimbursement models. Continuously evaluates models and seeks for innovative ways to make improvements based on data and market research. Working closely with Contracting and Provider Relation Leaders and others across the enterprise to develop targeted reimbursement models that support enterprise strategic initiatives that might fall outside of planned value-based reimbursement designs and/or to serve as a focus of innovation.
+ Develop and maintains strategic provider relationships to understand the current health care delivery state, readiness for change, test value based programming concepts and components, identify key partners, identify and proactively communicate market transformation concepts with provider and professional advocacy societies and key thought leaders. Your Role
The role of the Creative Director is to lead the team in creative ideation and innovative thinking, mentor and grow creative team members and to foster an open, collaborative and inclusive environment that inspires and delivers great work. You work directly with clients and internal teams to guide the development of strategic and creative ideas and solutions. Your Experience
Experience & Education
Minimum of four year degree in Design, Advertising, Theater or related creative discipline

About the role

As the Associate Creative Director, Paid Social, you will co-lead our Sexual Health, Dermatology and Fertility pillar (SDF) creative alongside your ACD, Copy partner. Together, you will drive performance and elevate brand storytelling across paid social and campaigns. You will manage a team of art directors and designers while staying hands-on, concepting, and crafting work that is both visually bold and conversion-driven.
This role blends creative leadership with a performance mindset. You know how to push ads to outperform benchmarks while building a brand that stands apart. With SDF set to scale significantly next year, including campaign expansions and potential celebrity partnerships, this role is critical to elevating creative excellence and driving business impact through 2025 and beyond.

This is a NYC based role and requires two days onsite.What you'll do
Co-lead creative for SDF with your ACD, Copy partner to deliver high-performing paid social and campaign creative that meets both performance and brand goals.

Concept, design, and art direct static, video, and motion creative that drives engagement, conversion, and efficient CAC. Speed remains non-negotiable-quality must improve without sacrificing velocity.
Manage and mentor a team of art directors and designers, fostering an environment of creative rigor, experimentation, and growth.
Champion creative diversity, ensuring the team explores new tones, formats, and visual languages rather than defaulting to a single style, while still ensuring everything feels distinctly Ro.
Collaborate with Growth and Analytics to translate insights into new creative hypotheses and continuously optimize for performance.
Elevate standards across all creative. Every asset should feel like it could scale into a TV spot or live within our core brand book.
Build scalable systems and frameworks that enable high-quality creative production while improving speed and consistency.
Keep SDF's creative relevant by staying connected to social trends, platform behavior, and visual culture.
Advocate for inclusivity. Continuously prioritize diversity, inclusion, and representation in your work, bringing empathy and intention to each design choice.
What you'll bring
8-10 years of experience in design, with at least 3 years in a creative or design leadership role.
A portfolio that demonstrates strong conceptual thinking, art direction, and executional craft across paid social and digital campaigns.
Proven ability to manage and mentor creative teams while contributing as a hands-on designer.
A strong understanding of performance marketing and experience designing against metrics like CTR, CVR, and CAC.
Expertise in Figma, Adobe Creative Suite, and motion tools such as After Effects and Premiere.
Experience with AI creative tools is a plus.
A collaborative, fast-moving mindset and a passion for producing creative that delivers measurable results.

The target base salary for this position ranges from $153,400 to $180,000, in addition to a competitive equity and benefits package (as applicable). Ro recognizes the power of in-person collaboration, while supporting the flexibility to work anywhere in the United States. For our Ro'ers in the tri-state (NY) area, you will join us at HQ on Tuesdays and Thursdays.
