Job description

This is a dynamic position that will draw on a wide range of skills that include research, written and verbal
communication, marketing, and consultation.


RESPONSIBILITIES

• Assist with the successful recruitment of key corporate executives by providing search assessment support to both internal customers and external clients.
• Provide verbal assessment interpretation (as well as occasional written interpretation) to clients, search committees, consultants, and executive candidates.
• Provide trouble-shooting and technical assistance to internal and external users of the on-line assessment.
• Market the assessment to both internal and external users. This will include conducting presentations, preparing consultants to successfully market the tool to their clients, and continuously developing, updating, and improving marketing materials.
• Contribute to both organizational and database research aimed at improving the assessment tool and increasing its use.
• Deliver consulting adjacent to the Executive Search business (such as Korn Ferry Executive Onboarding)
• Create thought leadership


PROFESSIONAL EXPERIENCE & QUALIFICATIONS

This role is ideal for a professional looking to transition out of more traditional
clinical/consulting/assessment work into work more aligned with organizational consulting, or someone who has a mixed background including clinical/counseling work and consulting work. Experience working in a large organization would be a particular asset in understanding our client organizations.
Comfort and capability with psychometric assessments absolutely required.
In addition, the candidates should bring the following:
• Excellent verbal and written communication skills.
• Strong social/relationship-building/outreach/networking skills.
• Comfort with social-science research methods, organizational research, and database management.

  • Review assessments for authorization and reauthorization daily and follow up for approval.
  • Assist BCBAs in correcting errors on assessments to ensure insurance approval
  • Collect signatures from parents and BCBAs once the report is complete

City of Oshkosh assessment services manager job description

This position supervises staff and contractors who administer the duties of the City of Oshkosh Assessment Services Division to provide fair and equitable assessed values on all real and personal property in the City of Oshkosh. The position will be involved with internal and external development projects in the Community Development Department as well.
ESSENTIAL DUTIES AND RESPONSIBILITIES

* Supervisory Duties (50%): Plans, supervises and oversees the functions of the Assessment Services Division. On an annual basis, supervises the maintenance of assessed values, including valuing building permit work, reviewing sales, and reviewing annexed properties, personal property, etc. Supervises and coordinates training for staff to establish and maintain residential values using generally accepted appraisal practices, including market, income and cost approaches. Sets office procedures and annual and long-term goals for the division and staff. Completes annual employee evaluations. Solicits and reviews proposals for Commercial and City Assessor consultant services (designated City Assessor), administers the contract, reviews work product, and approves periodic payments. Develops and administers the division's annual operating budget. Assists other city departments with property valuation matters regarding Tax Incremental District (TID) developments, reviews appraisals, and provides value estimates for city acquisitions and disposals.
* Property Assessment Program Management (25%): On an annual basis, oversees the designated City Assessor in establishing assessed values on all real and personal property in the city according to Wisconsin Statutes Chapter 70 and the Wisconsin Property Assessment Manual. Supervises staff administering all tax listing duties to correctly describe all property in the city, such as parcel mapping, legal descriptions, parcel splits, and parcel combinations. Oversees statistical analysis to determine assessment ratios by neighborhood and citywide. Coordinates the validation of all sales used by the Wisconsin Department of Revenue (DOR) annually in establishing an average assessment ratio and equalized values. Coordinates the review of exemption request forms and determines exemption status. Coordinates the submittal of reports required by the Wisconsin DOR. Oversees the testimony provided by the City Assessor at Board of Review, court hearings, and 70.85 DOR appeals. Coordinates meetings with property owners, attorneys, and property owner representatives to discuss assessments during the open book period and throughout the year. Supervises the city-wide revaluations of all parcels to maintain 100% market value assessments.
* Data Collection and Maintenance (15%): Supervises Assessment Services staff and designated City Assessor in conducting city-wide revaluations utilizing a Computer Assisted Mass Appraisal (CAMA) system and temporary staff to assist with data collection when required. Ensures maintenance of data in CAMA tables to produce current cost, market and income approach to value. Maintains a database of current and accurate property information which is provided to city and county departments and to the public. Works closely with the IT Division to maintain and improve the assessor software.
* Project Management (10%): Manages projects for the Community Development Department in order to drive continuous improvement into departmental procedures, including the Assessors, Economic Development, Planning, and Inspections offices.
* Perform other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:

* Bachelor's Degree in Business Administration, Public Administration, Accounting, Planning, Finance, Economics, Real Estate, or a related field.
* A minimum of two (2) years of supervisory experience preferred.
* Municipal assessor or other related experience preferred.
* Certification from the State Assessor's Certification Program preferred.
* Possess and maintain a valid driver's license and reliable transportation.

Necessary Knowledge, Skills and Abilities:

* Knowledge and understanding of the principles and practices of property assessment, including generally accepted appraisal practices, property construction, legal descriptions, Wisconsin case law, and state statutes or ability to attain this level of proficiency within one year of hire.
* Good math, finance, and statistical skills to calculate assessments and perform ratio analysis.
* Knowledge of building construction practices, terminology, and blueprints.
* Good computer skills and proficiency in CAMA, GIS, Windows, Microsoft Word, and Excel or ability to attain this level of proficiency in CAMA and GIS within one year of hire
* Ability to maintain a good working relationship with property owners, other departments, supervisors, subordinates, Board of Review, and the Department of Revenue.
* Excellent communication and public relations skills and the ability to deal with property owners and the general public effectively and courteously.
* Effective supervisory skills to motivate, train, and manage staff.
