In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity.

What You'll Do:
Project Department's Construction Specialist 2 serves as the Project Coordinator & point of contact for all parties involved in capital construction projects:
Prepares Architect/Engineer (A/E), Consultant & Construction vendor contract documents & amendments
Processes contract documents (e.g., receives, reviews, verifies the required information & enters data)
Completes entries to certain project forms & ensures all forms are accurately completed
Facilitates approvals for all contracts
Prepares Controlling Board criteria for funding releases

The MORPC Local Government Summer Internship Program provides the opportunity for undergraduate and graduate students to obtain practical work experience with a local government within MORPC's 15-county region to prepare them for possible careers in public service. MORPC coordinates the recruitment and placement of students to match each host's request; hosts make the final hiring decision and provide an hourly wage. Interns work for a host for a minimum of 16 hours to a maximum of 40 hours per week for a 10- to 14-week period, which means there are both part-time and full-time positions available. The summer 2026 internship program will begin on May 12th and will end on August 14th.
Interns gain applicable knowledge to enhance classroom learning by working with current government professionals throughout Central Ohio and acquire insights into the services provided by a regional planning commission. · Reviews (abstracts) all bids for consistency with bid documents and project needs.
· Once Superintendents have reviewed contract issues, the Project Engineer interprets the documents and coordinates possible resolution with the Project Manager to issues related to the project drawings and specification, and other project related needs. (If OSFC job include OFSC policies and procedures).
· Review for compliance with project contract documents, if compliance recommends approval to Project Manager and process all fieldwork change orders, requests for proposal, and request for information, as directed by the Project Manager.
· Audit all contract pricing for accuracy and documentation compliance, with appropriate mark ups. Auditing must include a cross check of pricing with contract provided project estimates, estimating guides and any available internal resources. Make recommendations to Project Manager for appropriate action.
· Track and maintain contractor closeout checklist for submitted items.
· Assist Superintendent with scheduling the life safety inspections for building occupancy, as needed.
· Prepare and distribute project closeout packets to prime and/or sub-contractors
· Collect operations, maintenance manuals, and other close out documents as required by the contract, which are to be turned over to Owner.
· Prepare and submit as-built drawings for completeness, forward to architect for review and verification to the compliance of the contract documents.
· Assist Superintendent in scheduling the orientation/training meetings are provided to the owner regarding equipment utilization, as needed.
· Assist Project Manager in processing the final change orders to finalize contract, review final pay-applications for proper waivers and verify closeout activities are fulfilled.
· Assist the Project Manager in coordinating the delivery of required attic stock to Owner.

Manage project costs through the ongoing evaluation of labor, material and equipment; continue to forecast and analyze construction costs, exposures and profits through project completion.
Perform project closeout.
Leadership
Provide leadership through building relationships, motivating others, providing clear direction, and cooperative teamwork.
Communicate effectively; both written and verbal with support and direction from a Project Executive or other Senior Management.
Business Development
Interact with clients and potential clients to identify and pursue potential work.
Prepare and participate in client presentations and project interviews; negotiate and secure new business under direct and close supervision.

Skills and Abilities:
