Able to transition from courts of limited exposure to courts of unlimited exposure. Develops and applies skills to control all aspects of litigation, including trial preparation, discovery, negotiation, presentation and appeals from District to Circuit Court.

Reviews and analyzes files, insurance policies, all allegations and pertinent medical and technical data.

THE CITY ATTORNEY'S OFFICE
The City Attorney's Office performs legal services for the City and provides legal counsel to every aspect of Grand Rapids City government. With 19 staff and an annual budget of $3.75 million, the City Attorney's office is organized into three divisions:
Municipal Affairs Division: Provides legal advice and counsel to the Mayor, City Commissioners, City Manager and all departments, Boards and Commissions of the City.
Civil Litigation Division: Defends the City, its officers and employees in State and Federal lawsuits and administrative proceedings.
Enforcement Division: Prosecutes City Ordinance violations in Grand Rapids District and Kent County Juvenile Courts and also provides training and consultation to City Departments which enforce ordinances.
THE POSITION
The City Attorney is appointed by the City Commission and serves at the will of the Commission as the City's chief legal officer. Reporting directly to the Commission, the City Attorney provides strategic legal counsel, oversees all legal affairs of the City, and ensures that municipal operations, policies, and actions are legally sound and defensible. OPLA is the largest legal program in the Department of Homeland Security (DHS), employing over 1,700 attorneys nationwide. In addition to Headquarters in Washington, D.C., there are 24 OPLA Field Locations in more than 60 cities throughout the United States. Pursuant to statute, OPLA serves as the exclusive representative of DHS in removal proceedings before the Executive Office for Immigration Review litigating cases involving criminal aliens, terrorists, human rights violators, and other priority aliens. OPLA also provides a full range of legal services to all ICE programs and offices.
OPLA attorneys provide legal advice and prudential counsel to ICE personnel on their law enforcement authorities, legal liability under the Federal Tort Claims Act and Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971), the Freedom of Information Act and Privacy Act, ethics, and a range of administrative law issues, such as contract, fiscal and employment law. OPLA attorneys represent the agency before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Contract Board of Appeals. OPLA attorneys support the Department of Justice in the prosecution of ICE cases and in the defense of civil cases against ICE.
The selected attorney will immediately be given significant responsibilities and will be expected to craft legally supportable policies to address the needs of agency operational components. The attorney will be expected to routinely provide timely legal opinions to ICE officers and agents, management, and leadership within OPLA, ICE, and DHS's Office of the General Counsel Headquarters. The selected attorney will be required to assess litigation risk and provide litigation support to the Department of Justice.
As a General Attorney, you will perform the following duties at the full performance level:
* Represent the United States Government in removal proceedings before immigration judges, frequently involving applicants for asylum or for other forms of relief under immigration laws;
* Provide expert legal counsel in the interpretation of highly complex immigration and customs laws including comprehensive and in-depth knowledge of statutory, regulatory and case authorities;
* Prepare cases for litigation by conducting legal research; prepare pleadings, motions, briefs, stipulations, affidavits, and other legal documents;
* Prepare witnesses for litigation; conduct direct examination and cross examination; present oral arguments advancing ICE's legal position; negotiate the disposition of cases with opposing counsel; and advise the Chief Counsel and/or Deputy Chief Counsel on cases potentially warranting deferred action or other exercise of prosecutorial discretion;
* Construct litigation reports for United States Attorney's Offices on civil matters pending in the federal courts involving ICE, and serve as liaison between Department of Justice's Office of Immigration Litigation and the local Enforcement and Removal Field Office on immigration matters pending in the Circuit Courts of Appeals;
* Provide legal advice and support to the other ICE components and litigation support to United States Attorney's Offices in immigration and/or customs matters. The position also involves appellate advocacy before the Board of Immigration Appeals, including the preparation of briefs and other pleadings.

The Young Center for Immigrant Children's Rights is a national organization dedicated to protecting and advancing the rights and best interests-safety and well-being-of immigrant children in the United States. The Young Center's Child Advocate Program (CAP) serves as the federally-appointed bests interests representative for unaccompanied and separated immigrant children in federal custody. Through CAP's state initiative, we also serve and are appointed by the Superior Courts of New Jersey as independent Child Advocates to children released from federal custody into the New Jersey community. Child Advocates meet with children and learn their stories in order to identify and advocate for their best interests through an interdisciplinary, trauma-informed, and culturally sensitive lens. The Young Center's Policy Program fights for wholesale reform of the immigration system while pursuing immediate changes in policy and practice that center children's rights and best interests in all decisions. The Technical Assistance Program, the Young Center's newest program, offers intersectional expertise and critical resources to advocates and service providers working with immigrant children involved in child welfare and other state court systems.
The Young Center has offices in Houston, San Antonio, and Harlingen, Texas; Chicago, Illinois; New York, New York; Washington, D.C.; Phoenix, Arizona; Los Angeles, California; and Grand Rapids, Michigan. We also serve children through our programs in New Jersey.
DUTIES AND RESPONSIBILITIES:
Advocate for children's best interests before government or other interested parties
Supervise volunteers appointed as Child Advocate for unaccompanied and separated children in federal custody in or near Grand Rapids and across the United States as needed
Serve as Child Advocate to a limited number of cases or as needed
Visit children as needed and communicate with caregivers, family members and stakeholders
Provide internal case consultation and case support involving the state, federal, and international best interests legal principles and immigration law for the Grand Rapids office

Under the supervision of the Managing Attorney and with input from the Deputy Program Directors (Attorney and Social Worker), draft and submit best interests determinations to immigration judges, asylum officers, attorneys, and federal agencies, applying state, federal, and international law and incorporating social science research and social work best practices, including, but not limited to trauma-informed and culturally sensitive approaches
Actively engage with colleagues and supervisors in developing and editing interdisciplinary best interests determinations
Accompany children to court hearings and interviews related to their immigration case
Under the supervision of the Deputy Program Director (Social Worker), assess which children may need additional supportive and/or mental health services and accompany them to appointments as needed

MINIMUM REQUIREMENTS:
J.D. and license to practice law or ability to acquire license within the first year of employment
Generally, has prior experience working with children and/or youth, trauma survivors, or migrant/refugees/unaccompanied children to demonstrate an understanding of the population we serve. This may be first-hand experience or demonstrated interest in the field (coursework, internships, volunteer opportunities, etc.).

Young Center team is a passionate and collegial group of professionals committed to ensuring that children receive the full protection of federal immigration law, domestic child welfare law and international human rights law. ABOUT THE YOUNG CENTER
The Young Center for Immigrant Children's Rights is a national organization dedicated to protecting and advancing the rights and best interests-safety and well-being-of immigrant children in the United States. The Young Center's Child Advocate Program (CAP) serves as the federally-appointed bests interests representative for unaccompanied and separated immigrant children in federal custody. Through CAP's state initiative, we also serve and are appointed by the Superior Courts of New Jersey as independent Child Advocates to children released from federal custody into the New Jersey community. Child Advocates meet with children and learn their stories in order to identify and advocate for their best interests through an interdisciplinary, trauma-informed, and culturally sensitive lens. The Young Center's Policy Program fights for wholesale reform of the immigration system while pursuing immediate changes in policy and practice that center children's rights and best interests in all decisions. The Technical Assistance Program, the Young Center's newest program, offers intersectional expertise and critical resources to advocates and service providers working with immigrant children involved in child welfare and other state court systems.
The Young Center has offices in Houston, San Antonio, and Harlingen, Texas; Chicago, Illinois; New York, New York; Washington, D.C.; Phoenix, Arizona; Los Angeles, California; and Grand Rapids, Michigan. We also serve children through our programs in New Jersey.
DUTIES AND RESPONSIBILITIES:
Advocate for children's best interests before government or other interested parties
Supervise volunteers appointed as Child Advocate for unaccompanied and separated children in federal custody in or near Grand Rapids and across the United States as needed
Serve as Child Advocate to a limited number of cases or as needed
Visit children as needed and communicate with caregivers, family members and stakeholders
Provide internal case consultation and case support involving the state, federal, and international best interests legal principles and immigration law for the Grand Rapids office
Support the local and national efforts to recruit, train, support, and retain volunteer Child Advocates
Participate in internal and external working groups
Meet regularly with local stakeholders (government field staff, facility staff, immigration judges, ICE officers, and legal service providers); collaborate on presentations to local stakeholders; attend case staffings or other stakeholder meetings; and speak about the Child Advocate Program at local, regional, and national events
Develop and maintain relationships with stakeholders or organizations in the community
Assist the team in meeting case goals and other deliverables for the government contract and private grants
Capture accurate and timely data management to inform reports to the government, other funders, and internal Young Center departments regarding children served, case outcomes, program metrics, and current trends
Participate in a supportive, collaborative work culture that allows for creative, thoughtful, high-quality, and effective interdisciplinary advocacy
In collaboration with the site Managing Social Worker and/or Deputy Program Director (Social Worker), consult with social worker colleagues to develop child-centered advocacy through a trauma-informed lens that identifies and advocates for the best interests of unaccompanied and separated children
Under the supervision of the Managing Attorney and with input from the Deputy Program Directors (Attorney and Social Worker), draft and submit best interests determinations to immigration judges, asylum officers, attorneys, and federal agencies, applying state, federal, and international law and incorporating social science research and social work best practices, including, but not limited to trauma-informed and culturally sensitive approaches
Actively engage with colleagues and supervisors in developing and editing interdisciplinary best interests determinations
Accompany children to court hearings and interviews related to their immigration case
Under the supervision of the Deputy Program Director (Social Worker), assess which children may need additional supportive and/or mental health services and accompany them to appointments as needed
Other duties as assigned
MINIMUM REQUIREMENTS:
J.D. and license to practice law or ability to acquire license within the first year of employment
Generally, has prior experience working with children and/or youth, trauma survivors, or migrant/refugees/unaccompanied children to demonstrate an understanding of the population we serve. This may be first-hand experience or demonstrated interest in the field (coursework, internships, volunteer opportunities, etc.).
Legal analysis, negotiation, and mediation skills
Effective communication skills, including ability to liaise with various stakeholders, colleagues, and volunteers
Excellent case management skills
High-level organizational skills
Ability to work independently, take initiative, and proactively address case needs

Bilingual ability (oral and written) in English/Spanish or English/ other languages spoken by the population we serve
Valid driver's license and access to a car
PREFERRED QUALIFICATIONS:
Lived experience that lends insight into supporting immigrant children and their families
Understanding of the impact of trauma on children and familiarity with a trauma-informed approach to advocacy
Background and/or demonstrated interest in immigration law, juvenile law, or other areas of law impacting children
PHYSICAL DEMANDS:
Physical demands include regular attendance; keyboarding; sitting for long periods (at least 5 hours a day); driving. Ability to use a computer, telephone, and copy machine. Ability to travel by plane, car, and other conveyances within U.S. Occasional lifting for event setup/preparation. May be requested to work weekends for child advocate trainings or other special events as needed.

$72,160 - $82,103 is the standard new hire range for this position. Actual salaries will vary depending on factors including but not limited to location and experience. The Young Center does not ask for prior pay history from our candidates and our offer-making process is negotiation-free for salaries and benefits. We offer our best possible salary based on relevant experience. The range listed is just one component of the Young Center's total compensation package for employees. POSITION: Farmworker Legal Services (FLS) is seeking summer law clerks to join its team and work out of our Kalamazoo, Grand Rapids, and Ypsilanti (Ann Arbor) offices in 2026. The positions are scheduled to begin Monday, May 18, 2026 and end Friday, August 15, 2026 but can be adjusted based on availability and office needs. Law clerks must have at least one year of law school completed by June 2026. Law students with language skills in Spanish or Haitian Creole, a farmworker background, and/or a strong interest in advocating alongside farmworkers in Michigan are encouraged to apply. FLS positions are paid, but FLS encourages applicants to apply for outside funding (e.g. school fellowships, Equal Justice America) so that we have more resources to provide client services. If outside fellowship funds are received and fall below our stipend amount, it is MAP's policy to pay the difference.
DESCRIPTION OF PROGRAM: Farmworker Legal Services (FLS) is a nonprofit, public interest law office that provides free civil legal services to indigent migrant and seasonal agricultural workers throughout Michigan. FLS attorneys litigate complex wage and hour, multi-party employment, discrimination, and human trafficking cases in Michigan state and federal courts and provide representation in other matters such as T or U-visa applications for victims of employment-based crimes, housing, workers' compensation, public benefits, workplace health and safety, and unemployment administrative proceedings. FLS currently has 10 permanent staff and is a division of the Michigan Advocacy Program (MAP), which works to advance the safety, independence, and economic stability of those most affected by poverty, racism, and other structurally oppressive systems by increasing access to justice and working for systemic solutions.
JOB DESCRIPTION: Law clerks work under the supervision of our staff attorneys on all aspects of our work. Law Clerks can expect a highly educational, challenging, and rewarding experience as they work with FLS staff and Michigan's farmworker population at the intersection of their employment and immigration cases. Clerks will handle cases involving impact litigation, employment rights, and immigration relief. Clerks should expect to gain experience conducting client interviews, drafting pleadings and written discovery, providing educational seminars for client communities, conducting legal research, attending court hearings or depositions, assessing legal problems, and conveying legal advice through oral and written communication.
