What You Will Do:



General Summary


Under limited supervision plan, design, coordinate and support various construction and building renovation projects for the University of Maryland Medical System. Oversee related facility programs that maintain a safe and quality environment.


Principal Responsibilities and Tasks


The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1. Design Coordination and Management: Facilitate and guide the project design process through customer and client coordination by arranging and staffing appropriate meetings, preparing meeting agendas, documenting and distributing meeting minutes. Review all Design documentation as prepared by the design consultant to ensure compliance with UMMS Design Guidelines, Facilities, Interior Design and Operational requirements. Construction Management, Process Control and Management: Activities include Submittal review and tracking, Requests For Information review, response and tracking, Pay Requisition review, processing and tracking, Change Order review, verification, tracking and management, Contract Shop Drawing control and management, Project Schedule review, updating and development, Project Correspondence tracking and management, updating Project Status Reports, Warranty Manual review, coordination and distribution, Project Close-Out and turnover to Operations, Cashflow projections and updates, Monitoring of Safety, Infection Control and Dust Control procedures. Manage all aspects of Capital Construction projects or other facilities related projects valued up to $500,000.00

4. Assist Manager with determining staffing requirements and mentors the work of other staff to ensure effective and efficient departmental functions.

This position is responsible for managing the Project Engineering (PE) team to facilitate the technical success of the project output within the constraints of the allocated budget and schedule. This position's role specifically is the management and coordination of Project Engineering resources to achieve compliance with the customer technical requirements in the field of AC and DC Power Conversion and protection products. Product maturity ranges from refreshes of fielded systems to new product introduction.

The position operates primarily as a leader of large teams with occasional assignments as an individual contributor. Additionally, the Associate Manager, Project Engineering reports to the Manager, Project Engineering and is responsible for supporting them in continually introducing and institutionalizing improvements to the engineering department.

Typical day to day responsibilities would be overseeing the PE's in the creation, review, and submittal of project artifacts such as plans, procedures, reports, design documents, and technical manuals. All major reviews are owned by this position. This position will work intimately with Project Engineers to provide real-time support and guidance with respect to design, testing, system requirements, and/or project planning, execution, and control. To perform effectively, it is expected that this position be knowledgeable of system operations and understand end user needs. This position requires a person that is highly detailed oriented, structured, well-organized, and can effectively communicate large amounts of data.

+ Develop and drive good development processes and engineering best practices

+ Review the definition of technical development plans (e.g., HW Development Plan, SW Development Plan, Integration Test Plan)

+ Guide PE's in their efforts for unit testing, integration testing, verification testing, and pre-production (qualification) testing including efforts for defect tracking and correction

+ Support PE's in technical efforts for customer upgrade requests and change management for released products

+ Work with functional management to obtain and manage proper engineering staffing

+ Manage engineering budget and evaluate engineering Estimate to Complete. Identify to the General Manager any cost growth and reasons for growth. Guide PE's in Control Account Management techniques and best practices to mitigate growths.

+ Coordinate hand off to Operations and Field Support efforts (in/out of house).

+ Ability to obtain and maintain a Secret Clearance.

Qualifications:

+ Bachelor's degree (in related Engineering or technical degree preferred) and 6 years of related technical experience; or Master's degree and 4 years of related technical experience.

+ Previous experience in leadership and personnel management.

+ Broad based technical knowledge and experience in order to understand and evaluate design and development activity across the engineering functions. Preferred emphasis in Electrical Power Conversion Engineering and Systems Engineering experience highly desired.

+ Experience in the full life cycle of hardware/software products from concept to production including system architecture, design implementation, integration, and verification/validation.

+ Experience in leading integrated product teams.

Preferred Additional Skills:

+ Specific experience in electronic power conversion equipment development.
